- Develop and socialize dashboards, pre-defined and custom defined reports for NVBDCP, state and sub-state functionaries to utilize for routine program planning, decision making, monitoring and management.- Innovate new approaches for generating VBD insights including but not limited to predictive modelling, clustering techniques, and machine learning etc.- Contribute to program strategy by developing purposive insights, tools and planning aids that help TSU and NVBDCP conceptualize multi-year system strengthening plans for control and elimination.- Create periodic and automated analytics for specific aspects of the VBD program such as performance of health system components like HR availability and capacity, commodities availability down to last mile, service delivery effectiveness to inform national and state program manager action and outputs related to coverage and equity of mass drug administration campaigns and morbidity management and treatment.- Support the crafting of monitoring & evaluation frameworks, and implementation and reporting mechanisms and optimize the existing ones where necessary in alignment with program strategy and VBD context to facilitate effective oversight and management at the national, state and sub-state levels.- Work closely with the TSU and NVBDCP teams to improve the overall data ecosystem and performance of the program- Support capacity building of NVBDCP staff on relevant competencies for sustained ownership and delivery- Liaise with CHAI in-country and global teams on similar analytics initiatives- Undertake any other duties as requested by the supervisor
Operational Planning- Provide support to CNM on resource mobilization, planning, strengthening of coordination and communication within CNM and with partners and subnational level;- Provide management support for the development and dissemination of national and subnational-level budgets, budget revisions, and work plans for sub-recipients under CNM, simultaneously coordinate and relay work plan and budget feedback from CHAI program and subnational teams;- Strengthen the capacity of the M&E unit to support the implementation of the GFATM RAI3E grant in full compliance with PR-UNOPS guidelines for maximum absorption of GFATM-awarded resources;- Lead and coordinate with all CNM’s units and CHAI’s regional and country malaria team to work on budget detail of the GFATM RAI4E for 2024-2026;- Assist CNM’s technical bureau with strong coordination with other key implementing partners on updating the National Strategic Plan for Malaria Elimination and Malaria Elimination Action Framework; which including comprehensive planning, costing analysis and key indicators;- Coordinate closely with CHAI colleagues to ensure comprehensive and seamless program and financial management support to CNM.Grant Management- Assist CNM on initiating and modification the grant implementation policy dialogue with PR-UNOPS and to troubleshoot as necessary to facilitate full-scale implementation;- Reinforce and expand programmatic reporting and activity tracking tools and processes at central and subnational levels, further the capacity of government staff to conduct tracking on a regular basis;- Facilitate the implementation of CHAI’s Program Management TA Grant to CNM, track position-relevant deliverables and support bi-annual reporting processes;- Work with CNM technical bureau to optimize and cost national malaria program strategies through building excel-based budget models;- Support Cambodia’s future grant applications to GFATM and/or other key donors to further support the CNM’s commitment to malaria elimination by 2025.Monitoring and Evaluation- Facilitate updates to the standard operating procedures to facilitate work planning and improved monitoring & evaluation;- Support the M&E unit with data collection and analysis for periodic programmatic reporting to UNOPS/GFATM;Other responsibilities as needed.
- Provide direct support to surveillance and analytics workstreams including the formulation and conducting of high-quality epidemiological analyses to evaluate effectiveness of current interventions, understand disease patterns, and inform strategic planning related to malaria within the region- Provide onboarding, mentorship, supervision, and training of a small technical team- Perform scientific literature review on relevant topics as needed (e.g., surveillance methods, drivers of malaria transmission, intervention effectiveness)- Monitor, evaluate, and improve the performance of malaria surveillance processes and platforms, and contribute to the formulation of surveillance guidelines, SOPs and training materials- Design, implement, analyze, and disseminate operational research projects evaluating program or intervention effectiveness- Support design and routine implementation of monitoring and evaluation of CHAI and governmental programs- Organize, clean, and integrate datasets from different sources to aid program monitoring and evaluation and larger analyses- Formulating and delivering national and sub-national level training technical materials- Contribute strategic vision and thought leadership for how malaria analytics and surveillance can be strengthened in the countries and regions where CHAI works- Mentor to CHAI’s regional and country teams working with national malaria programs- Promote the routine use of epidemiological, entomological, and programmatic data and analysis to inform country strategy planning and program implementation- Review and contribute to surveillance and analytics components of annual country work plans to ensure they meet strategic goals- Synthesize and disseminate findings through high-quality presentations, reports, and scientific publications- Represent CHAI at external technical meetings with international and local academic and technical partners
Regional support (~50% LOE)- Provide strategic insights to the development of country programs as well as the overall CHAI TB program- Serve as a trusted advisor to governments and CHAI country teams on a variety of topics relating to access to medicines and diagnostic devices (e.g., drug quality and pricing, market intelligence, regimen optimization, diagnostic accuracy and pricing, procurement, forecasting, new product introduction, product tradeoffs, costing exercises, implementation planning and scale-up)- Support the introduction of new, improved, or less costly medicines by supporting country teams with the development of new product roll-out strategies for Ministries of Health- Support country teams with budget and scenario analysis; help develop strategies to advocate for the changes with key in-country opinion leaders- Provide analytic support to improve data utilization to improve TB program decision making and identify opportunities to increase program efficiencies- Develop and leverage expertise in procurement best practices for medicines and other health commodities in low resource settings- Build country capacity on quantification and forecasting practices to avoid stock-outs, minimize wastage and costs- Act as the focal point to manage the relationship between CHAI country teams and global team members (including the laboratory services and HIV teams and other programs)- Share best practices and key supply dynamics and access-to-medicine issues across country programs to ensure knowledge is shared on the strategies, tools and program experiences- Provide mentorship and guidance to country support associates and country staff- Responsible for tracking and monitoring grant deliverables across CHAI focal countries- Partner with country teams to devise strategies to achieve grant objectives in line with country priorities- Responsible for reporting and annual reviews for donors and internal CHAI leadership- Responsible for maintaining up to date expertise on MDR-TB patient identification to cure practices and knowledge sharing among internal CHAI teams- Support CHAI TB director & associate director in budgeting/fundraising and team management as needed- Anticipated 30-40% travel regionallyCHAI Vietnam focused support (~50% LOE)- Provide technical assistance and general project management support to the CHAI Vietnam Country Team’s designated project lead (and other country team members) with the day-to-day project management of two upcoming operational studies that leverage innovative technologies for diagnosis and surveillance of TB at the country level (approximately ~50% LOE).
- Lead the development of needs assessment matrix, District prioritisation framework and facility identification methodology in conjunction with Project Manager.- Collaborate with the Project manager to secure buy-in on the above matrix, framework and methodology from CTD, WHO and other key stakeholders.- Conduct thorough secondary research and primary data collection to gather insights for the needs assessment, including interviews with key stakeholders to obtain qualitative inputs and validate findings.- Conduct district-level facility visits to identify registration and installation sites for dCXR devices.- Coordinate with State and district teams to gather intelligence disseminate information and align pre and post delivery process compliance.- Identify potential risks and challenges to the implementation plan and develop effective risk mitigation strategies.- Proactively monitor the project by developing monitoring calendars, progress reports, tracking tools and support the procurement process in better understanding progress made at various stages to aid in informed decision-making.- Support program leadership in grant management activities such as tracking the project plan, drafting donor reports, overseeing the Procurement- Delivery-Installation cycle.- Synthesise and disseminate program implementation insights through presentations, reports, briefs, and publications in the state, with government partners, and CHAI program teams in other states.- Other responsibilities as needed.
- Support implementation and strategy finalization of NACO’s prevention strategy for at-risk individuals, “Sampoorna Suraksha”, currently being implemented as immersion learning- Assist in designing, development and smooth roll-out of data collection and reporting tool for facilities implementing Sampoorna Suraksha- Support development and refinement of program materials including development of guidelines, operational plans, training materials- Monitoring the progress of implementation including co-ordination with implementing facilities/states and visits to implementing facilities to monitor uptake of activities under the pilot, support facility staff and identify challenges and opportunities for improvement- Design improvements and mid-course corrections based on data analysis and qualitative observations.- Synthesize data and observations into presentable findings and learnings.- Assist with designing materials for client awareness and sensitization of healthcare workers and National and State AIDS Control societies.- Gap assessment, desk review and development of strategic & policy briefs to guide programs in newer areas and deepen engagement at the national and state level in areas of HIV prevention, HIV self-testing, STI management,- Triple Elimination of Mother to Child Transmission of HIV, Syphilis and Hepatitis etc.- Perform any other duties as assigned by the Program Manager.
- Collaborate with country teams to develop and implement M&E plans, including designing data collection and management systems to ensure rigorous data collection, validation, and analysis for improving program performance- Synthesize program performance and promote its use in decision making for program service delivery and resource allocation through leading analyses, discussions and other measures- Support the implementation of monitoring and evaluation plans through reviewing work plans, reports, organizing and participating in field visits, and initiating data reviews- Contribute to research development and execution, including the design of study protocols and management of data collection and analysis
- Lead the development of needs assessment and procurement strategy and, robust operational plans for delivery and execution as per project timelines.- Provide thought leadership in developing the market shaping strategy, lead market intelligence and assessment through supplier/partner engagement and develop appropriate procurement strategies in consultation with stakeholders and partners.- Plan and drive the RFP process, provide guidance to the technical and financial evaluation processes, plan procurement of ancillary parts (accessories, insurance etc.) and lead vendor onboarding and contract signing.- Coordinate closely with the Central TB division (CTD), states and other key stakeholders at the district and facility levels to ensure alignment with broader TB strategy and finalise operational details such as identification of facilities and mechanisms for device delivery, registration and deployment etc.- Support the team and Senior M&E Analyst in overseeing data collation and synthesis and coordinate the process of identifying states/districts for device allocation.- Lead coordination efforts between NPMU, State teams, CTD, identified facilities and vendors to ensure smooth operations until device delivery, installation and obtaining of necessary AERB licenses.- Establish and maintain effective and collaborative working relationships and engagement with GDF, Global Fund, local institutional partners, and public health professionals at national and state levels, ensuring maximum resource and effort coordination.- Coordinate with Global Fund and LFA and lead the budgeting and grant management processes.- Contribute to writing and editing reports, presentations, and policy briefs on related topics as necessary.- Other responsibilities as needed.
- Establish and maintain strong working relationships with key stakeholders in government, donors, and partner organizations.- Collaborate with the government to ensure skills transfer and government ownership at the MEPH- Support the development of work plans, budgets, and other materials for key activities.- Support the NEPH to implement the key activities, such as but not limited to: - Upgrade and new implementation of the eye health centers - School-based eye health screening - Mapping of the eye health private sector- Carry quantification and procurement exercises- Support the implementation of monitoring and evaluation (M&E) systems to measure the impact of eye health programs and assess progress against project goals on a regular basis in coordination with the Program Manager- Support the program manager to analyze problems and develop a plan/recommendation to seek solutions through discussion with NPEH and Technical Management Group/TWG- Perform other duties that may be assigned by the Program Manager
Product Management- Undertake requirements gathering for project MIS after consultation with all relevant internal and external stakeholders- Monitor and support development and maintenance of project MIS- Provide technical expertise, working closely with internal teams to translate organizational direction into systems and processes- Review Business Requirement Document and Technical Design documents developed by vendor and provide feedback- Liaise with technology vendors for system upgrades and enhancement to achieve business goals effectively- Monitor change in technology and regulations related to information capture and processing and voice and data transmission; evaluate their impact upon program activities and provide for the development and implementation of required policy and operational modificationsStakeholder Management- Coordinate with public stakeholders and other organizational entities for feedback and coordinationProgram Management- Understand reporting requirements and work with vendor to develop appropriate dashboards and reports at required frequency- Develop appropriate metrics and define business rules for reports- Negotiate and direct the administration of contracts for the provision of information and technology service- Administer all centralized information services functions and activities; oversee technology coordination with operation teams- Direct and participate in strategic and tactical planning to ensure proper data management and streamline information systems- Train and educate partners on data collection tools and equipment- Facilitate regular trainings of project staff in coordination with Training Coordinator
