Key responsibilities of the Senior Associate include, but are not limited to:- Support the development and refinement of the Oxygen program’s strategic initiatives, ensuring ongoing alignment with the MOH strategic goals and priorities- Support Ministry of Health to ensure continuous availability of oxygen and necessary delivery systems in hospitals at all levels- Support the Ministry of Health to prepare for and deliver report and meetings necessary to the project as part of the capacity building of government staffs- Closely support other MOH departments in planning and implementation of activities highlighted in the National Oxygen Roadmap- Collaborate with internal CHAI teams to facilitate access to key information and stakeholders, provide updates, and leverage core competencies of the various CHAI teams- Leverage quantitative tools and platforms to conduct qualitative and quantitative exercises to ensure the availability, deliverability and accessibility to Oxygen in targeted facilities- Prepare analysis and build tools to support Oxygen investment case and refine the roadmap for Lao PDR when necessary- Manage ongoing and aupcoming procurement activities and lead communication and coordination with external partners, suppliers and vendors as necessary- Establish collaborative relationships with the MOH, partner organizations and other relevant stakeholders- Support the team’s administrative tasks and other responsibilities as assigned by the manager- Manage daily tasks and responsibilities of other team members – Program Officer and Logistics Analyst
Strategic Leadership and Program Management- Drive and oversee the development, initiation, execution, growth, and monitoring of new digital health programs at CHAI, with an initial focus on digital health for diagnostics, immunization, supply chain, and assistive technologies.- Set vision, strategies, and approaches, annual programmatic goals and targets, and mentor and support teams to work on ambitious but realistic goals.- Provide technical guidance and support for digital health programs, guide teams to resolve issues and mitigate risks, and support problem resolution to ensure implementation progress and delivery.- Work closely with leadership and staff on CHAI program and country teams to ensure cohesive team collaboration, alignment on goals and donor requirements, and drive towards collective impact.- Support teams in development, synthesis, and review of donor-related deliverables (e.g., annual meeting presentations, annual report, donor country visits), ensuring quality outputs while limiting impact on day-to-day work.- Lead on new initiatives – scope and explore the applications of technology in additional areas, develop concept notes, proposals, and budgets for internal and external audiences, and lead the initiation and execution of new programs as the team grows.- Develop and maintain up-to-date expertise in developments in digital health; Serve as a trusted, accessible advisor for the digital health team, CHAI leadership and teams, and external partners.- As part of the digital health leadership team, shape and advise on digital health strategy and objectives to increase the impact of CHAI’s work.Relationship and Partner management- Establish and cultivate relationships with CHAI teams – with leadership and staff in-country, and in program teams – to understand priorities and goals, inform and influence strategies on the use of digital health, and explore new workstreams.- Explore, develop, and manage partnerships with global and in-country digital health and/or data systems partners to collaborate on initiatives and inform CHAI activities and strategies.- Engage and manage relationships with funders interested in CHAI’s digital health work and visionTeam and People Management- Build and foster a motivated, results-driven, and dedicated team who can work across the organizational matrix to ensure progress towards digital health outcomes.- Manage and support the work of 3-5 Associates and Technical Advisors, providing regular ongoing technical guidance, coaching, and overall support to their growth and performance.- Set priorities for team to ensure sound work planning, technical project management and task completion; coordinate work activities with program and country teams.- Help to shape the culture and dynamics of the digital health team, foster team engagement, effectiveness, and cohesion across geographies and workstreams.- Make hiring and compensation decisions; support onboarding and recruitment of new CHAI staff working on digital health.- Role model the values and mission of CHAI.Operations and Financial Management- Oversee execution against program budgets, review and inform budgets and reallocations, and help draft financial reports for donors.- Maintain strong working relationships with CHAI’s operational teams, including finance, HR, and Safety and Security, to seek guidance and support where needed for the team’s work.
Programmatic support:- Support National program implementation in roll-out of programmatic activities such as Building capacity of service providers, Reviewing Monthly Camp & addressing data recording & reporting challenges- Support the Project Director and Technical Lead in ensuring that the M&E and surveillance activities are aligned with programmatic work plans and inform policy processes- Monitor program implementation activities; identify potential risks and challenges to the implementation plan and roll-out of activities; work towards addressing potential risks / mitigation mechanisms.- Support program leadership in the overall grant management process including sharing inputs or drafting donor update reports including progress monitoring, budget utilization, risk assessments and sustainability structures.- Synthesize results & disseminate key learnings from the program implementation through presentations, reports, briefs, and publications in the state, with government partners, and CHAI program teams in other states- Where relevant, liaise with academic institutions and/or other implementing partners that might have relevant data that can be leveraged for program monitoring- Support development of proposals, work plans, budgets and other reports and documents for ongoing and new areas as needed to support and facilitate execution of program implementation activities within the state.Technical support:- Design, Deploy & Train implementation team on comprehensive, data management, recording, reporting & Dashboarding tools & processes that will generate credible, actionable, and timely information- Design, & implement relevant data collection activities including field testing, training, and evaluation- Prepare and manage detailed work-plan for M&E and surveillance activities, Co-ordinate with SLNI & SRs to build the monthly camp plan- Collate data from M&E interventions as well as routine data collection and assess quality and suitability for analysis- Support the development of study design and research and evaluation tools, including research protocols, ethics applications, and standard operating procedures, for the baseline survey, process evaluations and outcomes evaluations (quantitative and qualitative)- Develop content for and preparation of data review meetings at the national and regional level- Support program manager in leading the data review meetings- Build the capacity of field officials to analyse and use data generated from the surveillance activities- Act as key liaison on M&E and surveillance activities between global- Other responsibilities as needed.
Key responsibilities will include but are not limited to the following:- Analyze data, create dashboards and reports to communicate insights to the program stakeholders.- Product manage the program’s patient information system from gathering requirements, prioritizing the product pipeline and managing the vendor to ensure timely development- Collaborate with program stakeholders and state teams to monitor and streamline the implementation of projects.- Identify and bridge gaps pertaining to supply chain, active case finding, capacity building and monitoring and evaluation of the Hepatitis program- Provide operational support to the Manager to develop, plan, and implement multiple activities simultaneously.
Regional support (~50% LOE)- Provide strategic insights to the development of country programs as well as the overall CHAI TB program- Serve as a trusted advisor to governments and CHAI country teams on a variety of topics relating to access to medicines and diagnostic devices (e.g., drug quality and pricing, market intelligence, regimen optimization, diagnostic accuracy and pricing, procurement, forecasting, new product introduction, product tradeoffs, costing exercises, implementation planning and scale-up)- Support the introduction of new, improved, or less costly medicines by supporting country teams with the development of new product roll-out strategies for Ministries of Health- Support country teams with budget and scenario analysis; help develop strategies to advocate for the changes with key in-country opinion leaders- Provide analytic support to improve data utilization to improve TB program decision making and identify opportunities to increase program efficiencies- Develop and leverage expertise in procurement best practices for medicines and other health commodities in low resource settings- Build country capacity on quantification and forecasting practices to avoid stock-outs, minimize wastage and costs- Act as the focal point to manage the relationship between CHAI country teams and global team members (including the laboratory services and HIV teams and other programs)- Share best practices and key supply dynamics and access-to-medicine issues across country programs to ensure knowledge is shared on the strategies, tools and program experiences- Provide mentorship and guidance to country support associates and country staff- Responsible for tracking and monitoring grant deliverables across CHAI focal countries- Partner with country teams to devise strategies to achieve grant objectives in line with country priorities- Responsible for reporting and annual reviews for donors and internal CHAI leadership- Responsible for maintaining up to date expertise on MDR-TB patient identification to cure practices and knowledge sharing among internal CHAI teams- Support CHAI TB director & associate director in budgeting/fundraising and team management as needed- Anticipated 30-40% travel regionallyCHAI Vietnam focused support (~50% LOE)- Provide technical assistance and general project management support to the CHAI Vietnam Country Team’s designated project lead (and other country team members) with the day-to-day project management of two upcoming operational studies that leverage innovative technologies for diagnosis and surveillance of TB at the country level (approximately ~50% LOE).
- Support implementation and strategy finalization of NACO’s prevention strategy for at-risk individuals, “Sampoorna Suraksha”, currently being implemented as immersion learning- Assist in designing, development and smooth roll-out of data collection and reporting tool for facilities implementing Sampoorna Suraksha- Support development and refinement of program materials including development of guidelines, operational plans, training materials- Monitoring the progress of implementation including co-ordination with implementing facilities/states and visits to implementing facilities to monitor uptake of activities under the pilot, support facility staff and identify challenges and opportunities for improvement- Design improvements and mid-course corrections based on data analysis and qualitative observations.- Synthesize data and observations into presentable findings and learnings.- Assist with designing materials for client awareness and sensitization of healthcare workers and National and State AIDS Control societies.- Gap assessment, desk review and development of strategic & policy briefs to guide programs in newer areas and deepen engagement at the national and state level in areas of HIV prevention, HIV self-testing, STI management,- Triple Elimination of Mother to Child Transmission of HIV, Syphilis and Hepatitis etc.- Perform any other duties as assigned by the Program Manager.
- Collaborate with country teams to develop and implement M&E plans, including designing data collection and management systems to ensure rigorous data collection, validation, and analysis for improving program performance- Synthesize program performance and promote its use in decision making for program service delivery and resource allocation through leading analyses, discussions and other measures- Support the implementation of monitoring and evaluation plans through reviewing work plans, reports, organizing and participating in field visits, and initiating data reviews- Contribute to research development and execution, including the design of study protocols and management of data collection and analysis
Product Management- Undertake requirements gathering for project MIS after consultation with all relevant internal and external stakeholders- Monitor and support development and maintenance of project MIS- Provide technical expertise, working closely with internal teams to translate organizational direction into systems and processes- Review Business Requirement Document and Technical Design documents developed by vendor and provide feedback- Liaise with technology vendors for system upgrades and enhancement to achieve business goals effectively- Monitor change in technology and regulations related to information capture and processing and voice and data transmission; evaluate their impact upon program activities and provide for the development and implementation of required policy and operational modificationsStakeholder Management- Coordinate with public stakeholders and other organizational entities for feedback and coordinationProgram Management- Understand reporting requirements and work with vendor to develop appropriate dashboards and reports at required frequency- Develop appropriate metrics and define business rules for reports- Negotiate and direct the administration of contracts for the provision of information and technology service- Administer all centralized information services functions and activities; oversee technology coordination with operation teams- Direct and participate in strategic and tactical planning to ensure proper data management and streamline information systems- Train and educate partners on data collection tools and equipment- Facilitate regular trainings of project staff in coordination with Training Coordinator
- Oversee processing of funds request by Sub Recipient (SR’s), reconciliation, review, and release of funds.- Prepare reporting formats for SR in line with approved budget and submit same for further review and adherence by SR’s.- Ensure timely submission of expenditure reports by SR’s, review the same and account the same in WJCF consolidated monthly accounts.- Provide guidance/training to SR’s on approved budgets, reporting requirements, variance reporting etc.- Conduct regular financial audits for sub-recipients and other implementing partners.- Follow up with SR’s for timely closure of audit observations and reporting.- Ensure proper recordkeeping and management of Assets for Global Fund Grant.- Review payments processed by Accountant/Accounts Associate and share the same with Finance Lead for further action.- Support Finance Lead in development and monitoring compliance of relevant policy guidelines- Ensure compliance of statutory and donor requirements for each project in respective city offices (branch and field offices)- Ensure organizational and project related bookkeeping / accounting work and maintenance of all associated records- Prepare and submit financial monthly / quarterly statements to the Finance lead- Responsible for preparation of budgets, forecasts and cash flows- Provide support to the Finance lead for statutory annual financial audit by an accredited agency, submissions / filings to relevant authorities, and ensuring adherence to recommendations made by the auditors
- Create and continuously evolve an India market strategy that aligns with the goals for WJCF's market shaping program- Lead research and hypothesis testing in both the demand and supply sides of the room AC market- Develop and implement a portfolio of interventions that will help drive a rapid market transition to higher efficiency room ACs. These may include architecting an Advance Market Commitment, organizing a buyers club for bulk purchases, influencing public procurement standards, and testing approaches to consumer financing for next-generation room ACs.- Develop and leverage networks with key entities in the climate and cooling ecosystem in India; manage senior level relationships across government entities, private players, and partners- Serve as a thought leader and clean cooling expert internally and externally, and represent WJCF at various fora relevant to the Cooling sector- Closely monitor and control programme finances in line with organizational and donor requirements- Lead the drafting and dissemination of periodic and stand-alone donor updates and reports for effectively communicating the value of WJCF’s work- Build and grow the team and lead people in the programme in partnership with WJCF’s HR team; expand the team’s competency mix in line with the programme’s ambition over time
