Key responsibilities will include, but are not limited to, the following:- Perform financial/economic analysis of condom supply chain systems investments and interventions to highlight areas in which to maximize value for money and public health impact with the aim to inform decision making and accurate forecasting;- Support DoH in all aspects of strategy, costing, planning and implementation, ensuring CHAI’s ongoing alignment with the DoH strategic goals and priorities;- Develop thorough understanding of the healthcare, condom supply chain landscape related to the portfolio within South Africa and globally including key priorities, challenges and gaps to inform program development;- Build the capacity within the province to ensure accurate forecasting and quantification analysis to internal and external stakeholders;- Support the HIV Prevention team to meet established program objectives under DoH guidance, including, but not limited to: increasing condom access and security, increasing the utilization of data for strategic planning, and ensuring the spectrum of service delivery is strengthened in focal province, creating a model that can be scaled nationally;- Support the program team to develop compelling presentations, reports and participate in stakeholder engagements related to program implementation and reporting for internal and external stakeholders;- Monitor, evaluate and report on performance and impact for all relevant staff, including primary and secondary distributors.- Oversee the development and maintenance of program databases and dashboards for performance monitoring and evaluation;- Support the implementation of the national condom distribution plan at district level and support the provinces and districts with distribution plans at secondary distribution sites- Oversee the coordination of stock control and logistics for male and female condoms and lubricant.- Management relationships with condom suppliers for distribution of national condoms to secondary sites and with SABS regarding monitoring and disposal of expired and/or damaged condoms- Compile, synthesize and analyze data to inform the development of assessments, reports and other program materials to ensure effective program execution;- Translate objectives provided by the government, donors, and other partner organizations into clear activity plans, and provide guidance to DoH on prioritization of initiatives;- Manage and establish collaborative relationships with the DoH, suppliers, partner organizations and other relevant stakeholders;- Identify strategic areas for expansion and guide proposal development needed for future program development;- Support the HIV Prevention Manager on key deliverables an ad-hoc requirements, as needed.

The Senior Associate will be part of CHAI’s Global Essential Medicines team, working to achieve affordable yet sustainable global oxygen supply and prices. The Senior Associate will report into the Global Essential Medicines team and work closely with CHAI’s country teams in more than 15 countries and other cross-cutting teams such as the Global Markets team.  Country level support: - Conduct robust quantifications of national oxygen need and production capacities based on various data sources (e.g., health facility assessments, DHIS2, medical equipment inventory), - Develop cost estimates to inform domestic and external resources mobilization (e.g., Global Fund proposals)   - Lead development of equipment and funding gap analyzes based on cost estimates and the outputs of the quantifications - Use sensitivity analyzes and develop scenarios (e.g., bed occupancy rates, COVID-19 patients’ numbers) to generate awareness among national stakeholder about the level of uncertainty surrounding these estimates  - Leverage GIS data and quantification outputs to make recommendations on oxygen production, storage and distribution infrastructure placement (e.g., PSA plant, VIE tanks, oxygen piping) - Lead preparations of presentations, business cases, executive briefing and other analyses to inform key decision-makers about the relevant supply mix and operating models (e.g., Public-Private-Partnerships) to scale up access to oxygen - At the request of the country teams, participate in and provide technical input during meetings with local stakeholder (e.g., central and local health authorities, health partners, donors) - Develop a strong understanding of national healthcare systems and dynamics, funding mechanism, supply chains, local public and private players, and anticipate new trends that may influence the oxygen access environment - Train and mentor key staff members of CHAI’s country teams on oxygen need quantification and costing methods Global level support:    - Contribute insights from low-to-middle income countries to support supplier and donor engagements (e.g., demand forecasting, supplier access strategies) - Continuously maintain and update a database of cost estimates and market prices for oxygen-related equipment, devices and products - Assist with markets landscaping through market analysis, collating of market intelligence, and conducting research for price negotiations to support the Global Markets team - Collaborate on the development of technical guidance documents- Support the development of concept notes and new projects, and contribute to proposal development  Global goods creation: - Proactively identify gaps in tools & global resources (e.g., quantification and costing tool, financial modeling), and develop such resources with inputs from end-users - Work in close collaboration with global stakeholders (e.g., UNICEF, WHO, PATH) to support the creation and updating of ‘global goods’ resources (e.g., UNICEF’s oxygen system planning tool)

CHAI is seeking a Senior Associate with strong analytical and communication skills and relevant experience in health financing and primary health care systems, to support country teams and governments on their health financing efforts. The Senior Associate will work across a portfolio of countries in Sub-Saharan Africa. CHAI supports governments in health financing in 12 countries, including Burkina Faso, Ethiopia, Malawi, Rwanda, South Africa, Zimbabwe, Nigeria, and others. This is a challenging, fast paced and rewarding position. This position offers a unique opportunity to work closely with governments who are leading change in the region to achieve universal health coverage. The Senior Associate will provide health financing technical assistance to country teams and governments, help shape CHAI emerging primary health care and health financing strategy, and play a key role as part of a growing global health financing team responsible for building out new areas of work for CHAI across sub-Saharan Africa. The Senior Associate will report to a program manager in the global health financing team and work closely with the rest of the team, health financing country teams and governments, and various global teams including Maternal, Newborn & Reproductive Health, Human Resources for Health, Global Markets and others. This position has flexibility to be based in a CHAI program country, pending CHAI country leadership approval. Travel is anticipated to be up to 50%. Key responsibilities include the following:- In collaboration with other members of the global team, support governments and country teams supporting governments in developing and implementing health financing strategies and reforms, including for improved resource mobilization and pooling, strategic purchasing (including priority setting and benefits package design and provider contracting and payment), and financial management. This will include a mix of thought partnership and technical advisory to teams and government stakeholders, and of content creation including the development of literature reviews, concept notes, excel tools, quantitative and qualitative analyses, and training materials.- Design and conduct cost and impact analyses, and other quantitative analyses that help assess opportunities to improve efficiency, effectiveness, and sustainability in health financing for countries in scope of support. Provide training and coaching to teams on analytics, including in the areas of costing, scenario modelling, and budgeting.- Support the design, implementation and analysis of health system diagnostics, which will aim to support governments map the financing and management bottlenecks for effective service delivery at facility and community levels. Document learnings from those diagnostics in the form of internal knowledge materials or case studies.- Contribute to shaping CHAI Global Health Financing knowledge sharing approach and support continuous knowledge sharing across countries. This includes the development of relevant documents, publications, and case studies, and the planning and facilitation of learning events including the health financing summits and monthly calls.- Contribute to CHAI’s strategy on health financing and primary health care globally and at country level, including in country programs. This will include participating in strategy sessions, sharing learning from in country work, and developing materials such as strategy documents, concept notes, and proposals.- Maintain technical expertise in health financing and stay abreast of key challenges.- Other responsibilities as requested by manager.This role requires up to 50% travel within the Sub-Saharan Africa region and amount of travel will vary based on needs and in accordance with travel restrictions.
