CHAI is seeking a highly entrepreneurial individual with outstanding problem-solving, analytical, and communication skills to work as Associate, Program Coordination with the CHAI Laos Country Management and Finance teams. A dynamic, energetic, self-motivated individual with exceptional people skills and experience working in challenging environments would make for a strong candidate for this role. Demonstrated application of analytical skills and problem solving in a fast-paced environment is essential. The Associate will be based in Vientiane, Lao PDR. This role offers a comprehensive view of the operations of an International NGO, close collaboration with senior management, and considerable opportunity to shape business processes. Working together with and supported by the CHAI Lao PDR leadership team, the Associate, Program Coordination will: Budgeting and reporting- Support the CHAI Country Management Team to develop the CHAI Laos annual budget, ensuring that program budgets are integrated and management and support costs are equitably allocated across programs- Work with Finance Coordinator to develop systems to keep Program Manager’s informed of changes to cross-team budgets- Summarize program budgets within the Ministry of Foreign Affairs format to seek government program approval- Coordinate internally to provide donor and government progress updates, performance metrics, financial reports, and audit evidenceNew program development- Work together with the CHAI Laos leadership team to further refine CHAI’s overall strategy in alignment with the Ministry of Health goals and priorities- Support Program Managers to articulate program strategy and design compelling pitch decks, proposals, and workplans for donors- Develop proposal budgets by costing activities, personnel, and shared costs for proposed programsProcess improvement- Support Operations and Finance Coordinator in the design and execution of initiatives to streamline administrative processes, and document and communicate them to office staff- Design Excel templates, formulas, and automated checks to reduce errors and increase efficiency of CHAI Laos operational processes (e.g. finance and accounting processes are primarily Excel-based with a number of manual steps)- Identify opportunities to automate processes and explore technology solutions (e.g. all approvals currently done via email/e-sign, could consider Teams ‘Approvals’ app, etc.)- Train and transfer skills to Finance and Administration staff on Microsoft Office suite (particularly PowerPoint, Excel, and Outlook)Perform other duties that may be assigned by country leadership.

- Provide strategic vision and management to the TB program in Vietnam, and coordinate CHAI’s support to help strengthen systems and achieve programmatic goals on aggressive timelines- Assist NTP to successfully execute the End TB 2030 strategy. WJCF intends to understand and recommend most appropriate and optimal solution to the National Vector Borne Disease Control Programme (NVBDCP) and hence wishes to take services of a Consultant, who would support a senior consultant in co-leading the scoping process within the following broad contours:- Provide clear examples and approaches of how health campaigns have been or currently using IT driven technology and approaches in public health programmes with their advantages and disadvantages- Draw lesson from the available technology and approaches in relation to Lymphatic Filariasis Mass Drug Administration to include adaptability and scalability - Provide complete scope of IT applications and solutions deployed in public health sphere in India with their relative success and challenges- Provide clear recommendation on approaches on digitising MDA campaign with regards to framework, architecture and implementation - In addition, also provide direction of how the recommended IT approach can be beneficial to other disease verticals in the NVBDCP and other health concerns at large- Support and assist the senior consultant The task requires combination of desk reviews, interviews with key stakeholders and field visits to select geographies at each level of care (primary, secondary, tertiary) in selected states for in-depth scoping  Technology Assessments:  Support the Senior consultant in the following:- - Carry out a mapping exercise of existing digital tools and platforms being used by the department of health including HMIS or other allied departments in the state. - Scoping for urban health digital initiatives with focus on enumeration of the household data.- Conduct a review of completeness of data for each data channel particularly the household level data or aggregates in any form from the village level to state level. Assess and provide information on existing digital tools and platforms functional in the state and assessment of availability and functionality of hardware below state level.- Review the soundness of existing platforms and tools (e.g. user-friendliness by front line workers, network dependence for full functionality, interoperability with other platforms and tools in the system, completeness of data or numbers). - Identify challenges in the current system in terms of data-driven health service provision, monitoring, programming and decision-making. - Identify existing gaps between current system and proposed system for the state, including software, hardware, and HR requirements to implement the proposed digital health system. - The scoping will provide for a comprehensive list of recommendation to include leveraging existing platforms in the country if appropriate to be able to digitize MDA campaigns in the country. - During this scoping period, the requirements for scalability and interoperability of the technology solution with other health programmes is also to be evaluated. Resonating with IDSP/IHIP objective of integration and decentralization of surveillance activities across health programmes, this tool can prove valuable for digitization of surveillance of other programmes as well.
