- Collaborate with country teams to develop and implement M&E plans, including designing data collection and management systems to ensure rigorous data collection, validation, and analysis for improving program performance- Synthesize program performance and promote its use in decision making for program service delivery and resource allocation through leading analyses, discussions and other measures- Support the implementation of monitoring and evaluation plans through reviewing work plans, reports, organizing and participating in field visits, and initiating data reviews- Contribute to research development and execution, including the design of study protocols and management of data collection and analysis

- Lead the development of needs assessment and procurement strategy and, robust operational plans for delivery and execution as per project timelines.- Provide thought leadership in developing the market shaping strategy, lead market intelligence and assessment through supplier/partner engagement and develop appropriate procurement strategies in consultation with stakeholders and partners.- Plan and drive the RFP process, provide guidance to the technical and financial evaluation processes, plan procurement of ancillary parts (accessories, insurance etc.) and lead vendor onboarding and contract signing.- Coordinate closely with the Central TB division (CTD), states and other key stakeholders at the district and facility levels to ensure alignment with broader TB strategy and finalise operational details such as identification of facilities and mechanisms for device delivery, registration and deployment etc.- Support the team and Senior M&E Analyst in overseeing data collation and synthesis and coordinate the process of identifying states/districts for device allocation.- Lead coordination efforts between NPMU, State teams, CTD, identified facilities and vendors to ensure smooth operations until device delivery, installation and obtaining of necessary AERB licenses.- Establish and maintain effective and collaborative working relationships and engagement with GDF, Global Fund, local institutional partners, and public health professionals at national and state levels, ensuring maximum resource and effort coordination.- Coordinate with Global Fund and LFA and lead the budgeting and grant management processes.- Contribute to writing and editing reports, presentations, and policy briefs on related topics as necessary.- Other responsibilities as needed.

- Establish and maintain strong working relationships with key stakeholders in government, donors, and partner organizations.- Collaborate with the government to ensure skills transfer and government ownership at the MEPH- Support the development of work plans, budgets, and other materials for key activities.- Support the NEPH to implement the key activities, such as but not limited to: - Upgrade and new implementation of the eye health centers - School-based eye health screening - Mapping of the eye health private sector- Carry quantification and procurement exercises- Support the implementation of monitoring and evaluation (M&E) systems to measure the impact of eye health programs and assess progress against project goals on a regular basis in coordination with the Program Manager- Support the program manager to analyze problems and develop a plan/recommendation to seek solutions through discussion with NPEH and Technical Management Group/TWG- Perform other duties that may be assigned by the Program Manager

- Support the state program leadership and the DoHFW in developing program implementation strategy, planning, and implementation of initiatives for oxygen access and health systems strengthening.- Undertake extensive research and develop an in-depth understanding of oxygen needs and landscape i.e., oxygen manufacturers, suppliers, users, and intermediaries; to inform program strategy and implementation at the state level.- Develop clear activity plans, in line with the program strategy, and support implementation of initiatives / activities at program sites.- Engage with and support WJCF program team, including field staff; and divisional and district-level health staff, for accomplishment of program goals.- Monitor and support the state program leadership and government stakeholders in identifying and bridging gaps in supply chain.- Generate insights on issues related to quality, composition, supply, and administration of medical oxygen and suggest corrective actions.- Reconcile parallel data sources to facilitate monitoring, synthesis, and analysis of data to draw meaningful insights. - Support DoHFW in all aspects of strategy, planning, and implementation of initiatives for oxygen access and health systems strengthening.- Build, execute, and monitor work plans based on goals and guidance from state government and WJCF leadership and support state DoHFW in prioritizing initiatives.- Closely monitor execution of workplan, work with the team on problem solving and engage with the leadership to underline risks, solve for challenges and/or build on opportunities.- Draft compelling presentations and reports for internal and external stakeholders.- Establish and manage collaborative relationships with the DoHFW, technical and clinical experts, development partners, suppliers, and other relevant stakeholders.- Support development of strategies to improve access to medical oxygen and implementation at the state, and facility levels based on in-depth understanding of oxygen needs and landscape i.e., oxygen manufacturers, suppliers, users, and intermediaries.- Under the aegis of the program leadership, provide strategic insight at technical working groups and/or other high-level meetings/conferences, as a senior level representative.- Ensure communication and alignment of activities across government and partner stakeholders' efforts and   across   other   WJCF   programs   to   ensure   coordination   and successful execution.- Build program(s) by continually developing capacity and skills of staff on the Essential Medicines and Oxygen Access program and other programs initiated / implemented in the state. The SEL will collaborate with and support the WJCF leadership and Human Resources team in defining resource requirement, identifying talent, anchoring recruitment, and supporting professional development needs at the state level.- Travel extensively within the state to support program implementation, and need based travel within India.- Perform other responsibilities as requested by programme leadership.

- Prepare monthly financial reports on schedule covering – cash; investment and currency.- Organize documentation and prepare reconciliation reports covering monthly treasury deliverables.- Prepare annual, quarterly and multi-year funding forecast at grant and organization level.- Prepare document package and initiate financial transaction on the bank portal.- Record and reconcile the bank accounts for treasury monthly financial close.- Review daily cash inflows and send the cash notifications.- Update and maintain grant income and cash monitoring and tracking models.- Monitor cash flows and currency trends; perform trend and scenarios analysis as needed with market/external data.- Review costs and perform cost benefit analyses related to projects and/or programs. Recommend cost improvement measures related to program financing and investments.- Record, classify, and summarize cash /revenue transactions and events in accordance with treasury procedures and policies.- Collaborate with finance functional teams in Boston across treasury activities.- Work effectively and collaboratively in support of building a team-based culture of work.- Use various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to analyze data and generate summary reports.- Perform other tasks as necessary.

- Oversee processing of funds request by Sub Recipient (SR’s), reconciliation, review, and release of funds.- Prepare reporting formats for SR in line with approved budget and submit same for further review and adherence by SR’s.- Ensure timely submission of expenditure reports by SR’s, review the same and account the same in WJCF consolidated monthly accounts.- Provide guidance/training to SR’s on approved budgets, reporting requirements, variance reporting etc.- Conduct regular financial audits for sub-recipients and other implementing partners.- Follow up with SR’s for timely closure of audit observations and reporting.- Ensure proper recordkeeping and management of Assets for Global Fund Grant.- Review payments processed by Accountant/Accounts Associate and share the same with Finance Lead for further action.- Support Finance Lead in development and monitoring compliance of relevant policy guidelines- Ensure compliance of statutory and donor requirements for each project in respective city offices (branch and field offices)- Ensure organizational and project related bookkeeping / accounting work and maintenance of all associated records- Prepare and submit financial monthly / quarterly statements to the Finance lead- Responsible for preparation of budgets, forecasts and cash flows- Provide support to the Finance lead for statutory annual financial audit by an accredited agency, submissions / filings to relevant authorities, and ensuring adherence to recommendations made by the auditors

Leadership and Strategic Planning- In close coordination with the Benin senior management team, provide operational and technical support to the MoH to develop a strong MoH vision and operational plan for campaign digitization and integration, including working with government staff daily to:- Scope and understand the health campaigns work and digital health capacity and activities in Benin- Implement a local sustainability plan that incorporates governance, institutional capacity, financing, and other critical considerations- Develop and implement a compelling strategy for maximizing CHAI’s impact and support to the MoH, including clear operational plans that align with government priorities and are coordinated with relevant stakeholders- Coordinate CHAI’s support to the MoH to help strengthen systems and achieve audacious goals on aggressive timelines- Monitor program activities against project goals and MoH commitments, identify operational bottlenecks or weaknesses, and work with the Benin government partners and CHAI teams to strengthen programs as necessary- Produce quality products and documents including strategic plans, guidelines and standard operating procedures, presentations, project reports and implementation updates, and/or communications with partners- Successful transition of completed activities with an emphasis on the long-term sustainability of investmentsStakeholder Relationship Management- Engage, build, and maintain strong working relationships with key stakeholders in government, country and international partners, donors and NGOs working on public health campaigns and digital health in Benin in alignment with MoH priorities to:- Develop a deep understanding their motivations and challenges and- Ensure effective and impactful coordination between various stakeholders- Identify and work with appropriate organizations to implement aspects of campaign digitization and integration – including software customization, user testing, training, and M&E- Develop and manage sub-contracts of software developers and campaign implementors- Represent CHAI in public forums, including the development of presentations and materials for external audiences and maintain relationships with national and international partners to ensure coordinated activities- Coordinate and lead internal communication within the team, across teams and globally- Engage and collaborate with regional and local experts, institutions, and partners to facilitate long-term sustainability of CHAI’s workProgram Management and Mentorship- Provide direct oversight of one or more program teams; provide support and guidance to junior staff on strategy and project deliverables to achieve team goals- Develop management capacity and technical expertise of CHAI country and regional staff to augment support to national health programs- Develop and ensure execution of program budgets and performance indicators in collaboration with program staff and the Benin senior management team- Lead reporting for the health campaigns programs, working alongside the Benin senior management team to develop programmatic and financial updates- Work with program teams to develop new program areas, including proposal development and engagement with internal and external stakeholders- Other activities and responsibilities, as needed.
