Overview

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

 

CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Program Overview

 

CHAI’s Health Financing team works with governments to build stronger, more resilient, and more equitable health systems, ensuring that everyone, especially the most vulnerable, can access high-quality primary health care. We support Ministries of Health and Finance to increase and optimize health spending, strengthen national systems (e.g., workforce, digital infrastructure, supply chains), and implement cross-cutting reforms that drive long-term improvements in service delivery and health outcomes. This includes work to improve the efficiency, equity, and impact of health financing systems—from resource mobilization and budgeting to strategic purchasing and public financial management.

 

In response to growing financial pressures and shifting donor landscapes—including recent U.S. government (USG) funding cuts—CHAI is also leading a high-priority initiative to help countries navigate the risks of declining aid while using this moment as a catalyst for reform. This includes identifying and addressing urgent gaps, improving the allocative and technical efficiency of the use of those resources, and laying the foundation for more sustainable and integrated systems.

 

CHAI’s team works side-by-side with government institutions—often embedded within ministries—and partners with other CHAI programs and global technical teams to deliver support that is practical, data-driven, and rooted in country priorities.

 

This role can be levelled at to a Senior Technical Advisor, depending on the level of experience. Preference for this role to be based in a program country in which CHAI operates, subject to country leadership approval.

Responsibilities

The Technical Advisor will work closely with the Health Financing Director, the HSS team and Country teams to respond to the emerging needs of partner governments, including on the following areas of responsibility:

 

Planning, budgeting, allocation and prioritization

  • Support governments to strengthen national and sub-national health planning and budgeting processes to adapt to funding and implementation gaps
  • Provide technical assistance in setting priorities based on cost-effectiveness, disease burden, equity, and financial sustainability.
  • Use data to facilitate transparent, participatory processes for resource allocation and prioritization across competing health needs.

Technical efficiency

  • Identify inefficiencies in health system spending (e.g., procurement, service delivery, human resources) and support governments to implement reforms that improve value for money.
  • Analyze program costs and performance data to inform strategies for more efficient service delivery, particularly at the primary care level.
  • Support design and implementation of strategic purchasing reforms (e.g., performance-based financing, capitation, output-based payments).

Domestic resource mobilisation

  • Support governments to assess and advocate for increased public funding for health, aligned with macro-fiscal realities and competing national priorities.
  • Provide analytical inputs to support dialogue between Ministries of Health and Ministries of Finance, including return-on-investment analyzes and health investment cases.
  • Help design and assess innovative financing mechanisms and approaches where relevant

Monitoring and Evaluation

  • Develop and apply robust frameworks to monitor the results of reforms, including the impact on service delivery, equity, and financial protection.
  • Design and develop economic models to assess the effects of resource allocation interventions, including models of cost-effectiveness, budget impact and equity
  • Work with government counterparts to institutionalize performance management and feedback loops for continuous improvement.
  • Support documentation, synthesis, and dissemination of learnings from country programs to inform regional and global health financing agendas.

Coordination and Leadership

  • Serve as a trusted advisor closely working with country team counterparts, fostering joint ownership and capacity building.
  • Collaborate with CHAI country teams, regional advisors, and global experts to deliver integrated and context-specific technical support.
  • Contribute to donor reporting, proposal development, and team knowledge-sharing initiatives.

Strategic and Operational Flexibility

  • Take on other strategic and operational priorities as needed, in line with evolving team and organizational goals.

Qualifications

  • Master’s degree (or equivalent) in Economics, Public Policy, Health Economics, Public Health, International Development, or a related quantitative discipline.
  • At least 5 years (Technical Advisor) or 7+ years (Senior Technical Advisor) of relevant experience in global health financing, economic policy, or related areas.
  • Demonstrated experience using quantitative and economic analysis to inform health sector policies, with preference for candidates familiar with cost-effectiveness, fiscal space, or efficiency analyses.
  • Proven track record of working with or supporting low- and middle-income country governments, preferably in sub-Saharan Africa or Southeast Asia.
  • Exceptional analytical and problem-solving skills, with proficiency in Excel and statistical tools (e.g., Stata, R) and a strong understanding of health system performance metrics.
  • Strong written and verbal communication skills, including experience preparing high-quality policy briefs, technical reports, and presentations for government and donor audiences.
  • Ability to manage multiple workstreams independently and adapt to changing priorities in a fast-paced, mission-driven environment.
  • Collaborative team player with strong interpersonal skills and experience navigating multicultural, cross-functional teams.
  • Willingness to travel up to 50%
