- In close coordination with the CHAI Malaria program manager in Burkina Faso and in the sub-region, provide operational and management support to the administration and finance team of the NMCP. Being a technical advisory role, the position will be based mainly at the NMCP to provide day-to-day support and capacity building for the administration and finance team, according to the work plan defined with CHAI and the NMCP, and to achieve maximum impact. The candidate will report to the CHAI Malaria Program Manager on the progress made in connection with CHAI's strategy, with an indirect reporting link to the NMCP coordinator and his technical teams. The Malaria Associate will work with the NMCP team to:- Optimize and cost national malaria program strategies through building Excel-based budget models- Conduct costing, cost optimization, and financial analyses to identify resource gaps and prioritize activities based on cost-effectiveness- Develop new funding proposals in collaboration with national governments- Support national malaria programs to streamline financial planning, disbursement, and tracking processes to reduce impediments to implementation- Identify key financial management impediments to programmatic goals and work with donors and country governments to devise targeted solutions to address them- Assist national and sub-national government administrations to strengthen routine project management and planning processes to ensure effective implementation- Conduct analysis to identify and pursue high-impact engagements with private sector health care and industry sectors- Develop and execute evidence-based strategic and detailed, bottom-up, costed microplans and policies for aligning and prioritizing resources- Identify, document, and disseminate lessons learned- Support operational stratification and tool selection for context-appropriate interventions- Support government and partners to foster a data culture and create sustained demand for information to understand the drivers of malaria transmission and impact of malaria programs as well as to respond and/or adjust course more rapidly.- Other tasks assigned by the Program Manager.
- Oversee a team of direct and indirect reports which manages the execution of day-to-day HR administration and transactions, HR record-keeping, global benefits, US labor compliance and immigration, and other general employee and manager support; including but not limited to:- Collaborating with CHAI Payroll to implement salary and other payroll changes- Leading Global HR’s relationship with Global Payroll to ensure timely, complete and accurate processing of biweekly and monthly payroll changes and resolution of complex HR/Payroll issues- Onboarding and off-boarding, data-entry, benefits enrollments, employment contract management, employment verifications and visa letters, etc.- Managing the strategic and day-to-day administration of CHAI’s international and US-based benefits packages, and advising on local benefits plans as needed- Managing US immigration processes and record-keeping, with support from external counsel- Leading audit compliance efforts for HR Operations (e.g. donor, external and internal audits), including record-keeping, reporting, and responding to audit question- Lead strategic and day-to-day HR compliance efforts for CHAI’s US operations at the federal, state, and local levels, maintaining in depth knowledge of employment-related legal requirements, reducing legal risks and ensuring regulatory compliance (includes statutory reporting, record-keeping, etc.), and proactively staying up to date on legal and regulatory changesResolve complex employee compliance and/or operational issues during the recruitment offer stage and/or throughout the employee life cycle, and liaise with CHAI leaders as needed- Review and approve all new employment contracts and renewals for CHAI Inc. and non-program country employees for levels 7 and below; review only for levels 8+- Lead the strategy and execution of comprehensive, polished communications related to HR operations and compliance matters, including:- Creating policy, process and guidance documents for HR colleagues, employees, managers and CHAI leadership- Drafting written notifications to impacted parties regarding changes and updates in laws, benefits and/or policies as well as resolution of compliance matters- Manage relationships with internal and external partners (e.g. external legal counsel and vendors) as it relates to HR operations and compliance- Proactively provide training and coaching to other HR colleagues on HR operational processes, benefits, and employment-related compliance requirements and best practices- Support program and non-program countries with operational and compliance matters- Independently manage medium to large complex projects, including managing deadlines, communication, record-keeping, and collaborating with internal and/or external stakeholders to ensure timely and successful completion of deliverables- Miscellaneous administrative duties related to HR operations support e.g., the preparation of shipping requests, facilitation of signature requests, document storage, etc.- Travel internationally as needed- Perform other duties, as assigned
Employee Relations (40%)- Advise assigned program leadership and staff on building team morale, increasing productivity and retention, and resolving complex employee relations issues with adept cultural sensitivity.- Provide guidance on practices that promote effective and harmonious working relationships across CHAI’s diverse matrix, in line with our principles of engagement.- Handle sensitive matters and intake complaints from employees and others. Plan and execute confidential investigations, as assigned, of alleged harassment, bullying, discrimination, abuse and exploitation, and other misconduct. Write investigative reports for Global HR leadership and summaries for CHAI leadership. - Serve as Focal Point for issues pertaining to CHAI’s Global Code of Conduct and the Prevention of Sexual Exploitation, Abuse & Harassment (PSEAH). - Facilitate new hire check-ins and conduct exit interviews with assigned global program teams. - Conduct regular meetings with respective teams, including team leadership, by phone, web application or in person in order to understand and anticipate HR needs.HR Operations & Compliance (30%)- Provide guidance to assigned program teams on compensation and equity, HR procedure and policy interpretation, host-country compliance, and recruiting and retention strategies. - Advise assigned program teams on compensation decisions by analyzing internal data and providing recommendations that align with CHAI’s compensation framework.- Work with other members of CHAI HR to facilitate employment agreements and interpret labor regulations and HR-related legal issues for country offices and international staff, research and interpret overseas labor laws, perform and support HR audits, and support reviews and changes to HR-related manuals and documents. - Maintain in depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance. Partner with Contracts department and Global Operations team as needed and provide guidance to managers as appropriate on a case by case basis,- Work with members of Global HR team to complete administrative work related to HR processes including contract renewals, payroll changes, etc. in a timely manner.Professional Development, Training & Workforce Planning (20%)- Lead, execute and facilitate learning and development activities to promote a respectful workplace, talent development, management skills, and other capacity-building needs in line with CHAI’s approach to on-the-job learning. - Provide coaching, guidance and communication as needed to program teams on a variety of topics including, but not limited to; staff performance, professional development, giving and receiving feedback, diversity, equity and inclusion, etc.- Work alongside program teams and Talent Acquisition to provide guidance and input on team restructures, workforce planning and succession planning.- Identify training needs for assigned global program teams and individual manager needs.- Proactively identify opportunities to equip team members with resources that support professional development and internal mobility.Projects & Other HR Work (10%)- Lead or support on a variety of recurring and standalone projects in line with the Global HR strategic priorities. - Provide ad hoc reporting and analysis based on the needs of the HR team and various global teams.- Provide other HR services as needed and requested.
Some of the responsibilities include:• Support program team in areas of procurement, capacity building, demand generation, and operational rollout of program.• Monitor program implementation activities, including but not limited to, working with field staff to review programmatic activities, track implementation, and monitor and review outputs. • Build and maintain trust-based relationships with key government partners (at the state and district level), local partners, and other relevant stakeholders to expand access to quality cervical cancer prevention.• Provide high quality data analysis, synthesize various sources of data into comprehensive and streamlined output highlighting key recommendations.• Work on a costed national scale-up plan of cervical cancer program to help government raise funds and ensure good transition of the program after the project.• Support Program Manager in donor and grant management and managing the operations and finances of the program to meet deliverables within the appropriate timeframes.• Perform any other duties as assigned by the Program Manager, Cervical Cancer
- Serve as a trusted adviser to CHAI country teams and regional technical leads, and national malaria programs, on issues related to vector control operations- Provide technical and operational support with implementing vector control interventions, including long-lasting insecticidal nets, indoor residual spraying, and larval source management, in targeted foci of malaria transmission. This includes ensuring that vector control campaigns are planned and executed well, and identifying and disseminating lessons learned after intervention roll-outs- Support robust M&E of vector control interventions, including capturing meaningful indicators in clear forms, analyzing the data in a timely manner, and applying the data to decisions- Review evidence and determine appropriate approaches and strategies for improving operations through digitization. Facilitate digitization efforts in appropriate contexts, including in data planning, collection, and analysis, as well as remuneration of campaign workers. In settings where campaign digitization is undertaken, work with CHAI staff and country programs to identify and resolve operational barriers to digitization- Assist country teams and national programs with translating evidence, current research, and normative guidelines on vector control into practical programmatic and field operations- Support CHAI country programs with commodity and resource quantifications, targeting, and waste management plans- Support CHAI country teams with translating results of M&E data analysis to national and sub-national government partners to support evidence-based decision-making, and disseminating findings through high-quality and clear presentations, reports, and publications- Scope innovative approaches to increasing efficiency and effectiveness of vector control implementation- Assist country teams with developing detailed operational plans, operating procedures, and associated training materials related to vector control, in order to build government capacity and improve effective execution of malaria programs- Proactively develop and maintain strong working relationships with key stakeholders working on vector control campaigns across government and non-governmental organizations- Represent CHAI at relevant working groups and meetings to provide appropriate technical support as necessary- Support the continuous development and refinement of the CHAI Vector Control Strategy.
In the near term the Associate will:- Work with CHAI teams, the Burkina Faso Malaria Program and Department of Information Systems to support the end-to-end planning, design, development, roll-out and monitoring and evaluation of a DHIS2-based malaria data repository in order to streamline data collection, reporting processes, integration, and use for decision-making by government stakeholders- Work with CHAI teams, and the Burkina Faso Ministry of Health in the design, development, roll-out and governance processes surrounding Master Facility List management and geo-spatial data management more broadly that is facilitated by a technology platform- Drive the utilization and improvement of existing routine information systems in Burkina Faso and DRC to increase data use through refining and developing new user-friendly and action-oriented dashboards and other outputs - Scope the current information systems landscape and identify potential opportunities for improvements and integrations in malaria surveillance, NTDs, and campaigns digitization in Benin and Democratic Republic of CongoAcross countries and projects, the Associate will have the following responsibilities: Scoping (15%)- Lead scoping activities on health technology solutions to further malaria and NTDs control and elimination, public health campaign digitization, and geo-spatial data management including the mapping of existing digital health systems, information flows, infrastructure, stakeholders and partner projects in select countries. Support the development of country-specific health information strategies based on scoping activities. - Establish and cultivate relationships with other CHAI teams and in-country partners working on technology, data, and/or surveillance work, to inform CHAI activities, guide country strategies, and collaborate with stakeholders to achieve program objectives.- Advise on strategies for collecting, reporting, storing, cleaning, and analyzing data, and for producing accessible automated data outputs for routine decision-making in the form of dashboards, reports and bulletins that speak to key data needsRequirements Gathering and System Design (20%)- Elaborate and document coherent, context-appropriate, and technology-appropriate requirements in partnership with Ministry of Health programs and regional CHAI staff pertaining to malaria, NTDs, public health campaigns, and geo-spatial data management technology solutions, including system architecture, digital form designs, analytical outputs, user roles, systems integrations, and usability (particularly DHIS2-appropriate specifications, and systems integration/interoperability requirements)- Play a translational role in communicating technical approaches, user requirements and software/hardware specifications to non-technical staff within CHAI management and ministries of health Technology Project Management (20%)- Select, liaise with, and manage sub-contractors (software developers) to build and configure applications and integrations (particularly with DHIS2) according to the defined requirements and timelines- Create and manage project plans with regional and country teams, including project management processes and communication mechanisms to progressively design, develop, and test systems and mobile tools- Manage ongoing tracking and prioritization of software development activities. Proactively manage changes in project scope, identify potential challenges and roadblocks, and develop contingency plans. - Test developer outputs and provide regular feedback on bugs and functionally to ensure solutions are being developed according to specificationsTechnology Implementation and Training (20%)- Develop system roll-out plans and support system installation and device set-up ahead of implementation- Assist with capacity building for government staff by developing manuals, SOPs, training materials; help train global, country and program staff in the use of information technology- Help cultivate a culture of data-use within malaria programs by monitoring and strengthening the quality of data inputs, refining analytical outputs, and developing context-appropriate strategies to strengthen the usage and analysis of data by the malaria program - Work actively and closely with CHAI teams and government stakeholders to design and implement M&E plans to routinely assess the performance of digital solutions, as part of broader program M&E plansTechnical Support (20%)- Assist in the configuration of data collection, management, reporting, and analysis tools as needed (both mobile and web-based)- Configure, update, and thoroughly test DHIS2 set ups, including updates to organization units, data elements, indicators, data collection forms, and dashboards based on requirements and feedback from end users- Provide ad-hoc support to malaria teams, particularly with data management and visualizationKnowledge Management (5%)- Manage and develop resources, guidelines, and other material to provide guidance to and share lessons across teamsOther responsibilities as requested by supervisor
- Lead and drive the success of CHAI’s malaria and NTD program in Benin including setting the vision and goals, prioritizing resources, and developing country-specific work plans - Proactively monitor and manage execution of CHAI’s malaria and NTD program in Benin to ensure that expected deliverables and targets are achieved on time and within budget - Identify and problem-solve challenges in meeting objectives including internal and external conflict resolution, budget constraints, and other operational challenge and apply strategic and critical thinking to adjust objectives and activities accordingly - Build strong relationships with stakeholders from government, partner organizations and local institutions to facilitate coordination, problem solving, alignment of objectives and delivery of results - Work closely with CHAI’s regional technical teams and managers to identify strategic areas for expansion or redirection and guide strategic planning or proposal development as needed - Demonstrate leadership and directly manage all members of the CHAI Benin Malaria and NTD team - Synthesize results and communicate them internally and externally at national and regional venues through high-quality presentations, reports, and publications - Oversee the operational and financial management of the country program, including budget planning and reporting, as well as leading the finalization of CHAI’s corporate setup in Benin. This may include the need to serve on the local Board of Directors of the CHAI Benin entity and act as the point person for vendor relationships. - Act in an official signing capacity as the official CHAI, Inc. representative in Benin with the government - Any other tasks assigned by the supervisor
Le/la chargé(e) de projet senior appuiera le gouvernement dans l’élaboration et la mise en œuvre d’un plan opérationnel pour l’amélioration du système de santé primaire. Les activités spécifiques seront à définir en collaboration avec le Ministère de la santé et pourront inclure les éléments suivants :- Conduire une analyse des goulots d’étranglement et besoins d’amélioration du système de santé primaire, à travers des consultations avec les acteurs à tous les niveaux de la pyramide sanitaire- Mener des appuis ciblés à la mise en œuvre et apprentissage d’interventions à fort impact, par exemple l’assistance technique pour la bonne marche et la mise à l’echelle des clubs de santé communautaire- Définir d’un plan opérationnel de mise en œuvre et de mise à l’échelle pour améliorer l’accès à des soins primaires de qualité- Développer un dossier d’investissement pour appuyer le gouvernement dans la mobilisation de financements domestiques et extérieurs pour le système de santé primaire. Concevoir et réaliser des analyses de coûts et d'impact, ainsi que d'autres analyses quantitatives qui évaluent les possibilités d'améliorer l'efficience, l'efficacité et la durabilité du financement de la santé au Burkina Faso. - Conseiller le gouvernement sur la mise en œuvre et à l’échelle de leur stratégie de santé communautaire. Responsabilités En étroite coordination avec le responsable CHAI du programme paludisme au Burkina Faso et dans la sous-région, fournir un soutien opérationnel et de gestion à l'équipe de lutte antivectorielle du programme national de lutte contre le paludisme. En tant qu’assistant technique, le poste sera essentiellement basé au PNLP afin d’apporter un appui quotidien au jour le jour et un renforcement des capacités de l’équipe de lutte antivectorielle, suivant le plan de travail défini avec CHAI et le PNLP, et pour atteindre le maximum d’impact. Le candidat reportera au Manager du programme Paludisme de CHAI sur les progrès obtenus en lien avec la stratégie de CHAI, avec un lien indirect de reporting au coordonnateur du PNLP et ses équipes techniques. Le chargé de lutte antivectorielle travaillera nnotamment au quotidien pour:- Élaborer et exécuter des plans et des politiques stratégiques et opérationnels fondés sur des données probantes- Catalyser l'opérationnalisation des sites sentinelles entomologiques et des systèmes de surveillance pour la collecte de données de routine, le contrôle de la qualité, l'analyse et la réponse- Encourager une culture des données et créer une demande soutenue d'informations pour comprendre les facteurs de transmission du paludisme et l'impact des programmes de lutte contre le paludisme, ainsi que pour réagir et/ou ajuster le cap plus rapidement- Soutenir le renforcement des capacités des techniciens de santé des districts en matière d'entomologie médicale.- Effectuer une supervision de soutien et organiser des formations de remise à niveau pour les techniciens sanitaires de district formés.- Élaborer une liste précise et complète des indicateurs sur la couverture et l'utilisation des moustiquaires a longue durée d’action.- Suivre et évaluer les stratégies de contrôle et de prévention du paludisme par un suivi, une analyse et une cartographie systématiques des indicateurs quantitatifs et qualitatifs, et appliquer une réflexion stratégique et critique pour identifier les principaux points forts et les domaines à améliorer- Identifier, documenter et diffuser les enseignements tirés- Soutenir la stratification opérationnelle et la sélection d'outils pour des interventions adaptées au contexte- Fournir un soutien technique et opérationnel pour la mise en œuvre des interventions de lutte antivectorielle, notamment les moustiquaires imprégnées d'insecticide de longue durée, la gestion des sources larvaires et la pulvérisation intra domiciliaire à effet rémanent. We are seeking a highly motivated individual with outstanding strategic, analytical, communication and leadership skills. The successful candidate will adhere to the core CHAI values of resourcefulness, entrepreneurialism, flexibility, independence, humility, and work ethic. Responsibilities include but are not limited to the following:- Manage a small team (1-2 Associates) on projects to improve access to hypertension and diabetes care in low- and middle-income countries.- Lead the design and implementation of in-country market assessments and in-country market shaping plans in 5 focus countries, including the development/alignment of market assessment tools for use in these countries. These assessments should cover both public and private supply chains, including an understanding of mark-ups at various levels of these supply chains, and current barriers to availability and affordability.- Support effective implementation of the market shaping plans and provide technical support as needed to CHAI country teams in order to assist their alignment with global objectives of the NCD program.- Develop an understanding of global and local market dynamics and market shaping priorities for key NCD commodities (antihypertensive and antidiabetic medication, insulin, glucose monitoring devices and consumables, insulin syringes/pens and other commodities) in low- and middle-income markets (LMICs).- Guide the development of analyses that strengthen the business case for enhanced affordability and availability of these commodities in LMICs, such as demand forecasts, uptake scenarios and market access strategies; production development, cost reduction and manufacturing strategies- Build and lead relationships with suppliers that currently produce or have the potential to produce relevant, high-quality NCD commodities for LMIC markets.- Cultivate relationships with key global health partners to ensure coordination, alignment and collaboration with partner programs and research, where relevant.- Lead development of presentations, reports, and other analyses to inform global policy and increase the evidence base for high-impact interventions- Support the development of concept notes, donor proposals and new projects, and reporting requirements on existing programs.- Any other duties as required.
