Role and ResponsibilitiesCHAI is seeking an Associate with project management experience and extensive analytical skills to provide quality technical support to the Ministry of Health. This will include support to various health financing and system strengthening reforms listed above. The Associate will be based in Ouagadougou and will interact with key government stakeholders, donors, and the rest of the local and international community in Burkina Faso.This position offers a unique opportunity to work closely with a government that is committed to ensuring universal access to health care through historic and innovative reforms. Key responsibilities include the following:- Act as an advisor to government stakeholders and support the design and implementation of new or improved health financing reforms and strategies. This will include support to the following initiatives:- Support the MoH to design and implement key reforms/interventions to strengthen primary health care financing, including for Free. - Support the MoH to design a training programme on health financing for policy makers and managers. - Strengthen resource management processes, capacities and practices at different levels of the system for evidence-based planning, budgeting and expenditure tracking.- Design and conduct cost and impact analyses and other quantitative analyses that assess opportunities to improve the efficiency, effectiveness, and sustainability of health financing in Burkina Faso, including for the free care program. This includes the development of protocol studies with key process, output, outcome and impact indicators to track.- Develop high-quality written reports and briefs tailored to different target audiences, to turn analytical findings into policy and operational recommendations. This can include policy brief to inform health financing reforms and support the Ministry of health raise funding for their key priorities including with donors and with the Ministry of Finance.- Support the ministry of health in the revision of their national plans and budgets, including the plan for primary health care and national health sector plan, and help ensure the right evidence is used to inform priorities.- Study the methods used in the deployment of health financing and public financial management reforms in other countries and advise the government on adapting these lessons to the Burkinabe context.- As part of all projects, help strengthen institutional capacity in health financing and ensure sustainable skills transfer.- Pursue opportunities for collaboration with other CHAI teams and other partner institutions, helping to build a crosscutting community of practice within the country, region and organization and to keep abreast of key global trends and research.- Maintain technical expertise in health financing and stay abreast of key challenges- Other Potential Responsibilities Assigned by the Supervisor----ResponsabilitésCHAI recherche un(e) associé(e) ayant une expérience en gestion de projet et des compétences analytiques étendues pour fournir un soutien technique de qualité au ministère de la santé. - Own and execute external and internal communications strategy to support goals of Assistive Technology program- Develop and maintain a comprehensive and easy to access suite of AT communication resources and best practice guidance for using and developing content- Support CHAI’s communications team to carry out wider communications strategy, including managing special projects for various teams at CHAI- Conduct strategic media outreach, including defining audiences, developing pitches, and building or updating media lists- Plan and execute strategic outreach to new and existing partners and donors- Write and edit materials including blog posts, reports, press releases, decks, social media posts, and more- Assist with internal communications and knowledge sharing
Specific responsibilities of the Supply Chain Associate will include:Global Supply Coordination- Provide the CPG with support to onboard new countries to the GFPVAN; provide ongoing support to 3-6 countries. - Execute training of assigned country users and other country stakeholders on supply chain data management principles related to GFPVAN processes and the GFPVAN platform.- Act as main point of contact between VAN and country data providers for the collection, review, and validation of national inventory and supply plan data for a portfolio of countries. - Work with country data providers to ensure that inventory and supply plan data is submitted on time and is complete.- Work with the CPG to vet contraceptive orders, allocate shipments across countries, prevent stock outs and identify potential funding shortages. Relay critical country-level insights in global discussions, quickly and effectively supporting information flow between country and global levels to address actual or potential stock imbalances.- Ensure that supply plans, inventory, and order/shipment data as presented in the GFPVAN are in alignment with one another for a portfolio of countries.- Create data validation tickets and work to resolve data validation issues for a portfolio of countries using the GFPVAN ticketing system when possible, or directly with country data providers.- Support continuous process improvement efforts through active participation in GFPVAN taskforces and workstreams. - Support ad hoc translation to help bridge understanding between the Francophone and Anglophone communities.- Flag CHAI focus country commodity gaps to key stakeholders at the global level (e.g. USAID, UNFPA, RHSC, FP2020, FCDO) and gain consensus on the gaps and to enact concrete solutions to address gaps- Develop relationships with key stakeholders working in SRH commodity security, becoming a respected and trusted thought leader in this area of focus within CHAI and within the global community- Conduct analyses of global consumption or procurement data, or other information, as needed- Provide country insight to the CHAI Global Markets Team to support market shaping efforts Country Supply Chain- Serve as a supply chain expert resource to the Global SRH Team and to country teams, providing technical support as needed on in-country supply chain and distribution systems- Respond to requests from Global SRH Team to provide support to country teams to strengthen national forecasts and improve supply planning processes, and build the forecasting and supply planning capability on teams as needed- Manage and strengthen system to monitor stock on hand, consumption and orders of family planning commodities and medical abortion products for CHAI focus countries- Collaborate with country teams to mitigate supply chain related barriers Knowledge Management- Complete knowledge focal point responsibilities as outlined in the SRMNH knowledge map- Inform program activities based on global evidence base, insightful analytical perspective, and lessons learned from CHAI and other partners- Develop and coordinate with SRH team members to develop global goods and knowledge products that advance our global evidence base General- Work collaboratively with Global SRH Team, Global MNH Team, Applied Implementation and Research Team (AIR), Global Markets Team (GMT), the Product Development and Regulatory Affairs Team (PDRA), other relevant CHAI global teams and CHAI country teams to achieve project goals- Provide analytical and management support as requested- Contribute to donor reports- Frequent travel to meet with global stakeholders in Washington, D.C., Copenhagen and New York as well as to countries in Africa and Asia- Other responsibilities as needed
- Implement analytical projects related to disease (malaria and NTD) epidemiology, intervention and surveillance, as required- Assisting to monitor and evaluate the performance of existing and new surveillance platforms- Support the rollout and monitoring the performance of existing and new surveillance platforms for improved data collection, reporting, data management, automated analysis and data visualization e.g. using dashboards- Help cultivate a culture of data-use within disease programs by strengthening usage and analysis of surveillance data by the malaria program and the quality of data- Review and provide feedback on relevant disease programs documents including but not limited to surveillance guidelines and SOPs, M&E plans, lessons learned documents and operational manuals- Design, implementation, analysis, and dissemination of operational research projects related to surveillance, intervention effectiveness, and entomology- Organizing and merging available data, assessing its quality and suitability for analysis and conducting statistical analyses; (regressions, time series and other relevant methods)- Analyzing geographic and remote sensing data with GIS software, including descriptive and predictive mapping of malaria burden and intervention coverage- Provide technical supervision, training and ad-hoc programmatic support to staff members involved in epidemiological activities such monitoring and evaluation of existing activities, study implementation and all data cleaning, management and analysis tasks- Support design and routine implementation of monitoring and evaluation of CHAI and governmental programs- Translating results to national and sub-national government partners to support evidence-based decision making- Synthesize results, translate them to national and sub-national government partners to support evidence-based decision making, and disseminate findings through high-quality presentations, reports, and publications internally and externally at international venues- Develop and maintain strong working relationships with country teams, key stakeholders across government, non-governmental organizations, and academic institutions, with support from TA- Any other tasks identified.
- Serve as a thought leader and contribute to a technically sound strategic vision for how analytics, surveillance, financial management tools, strategic planning, health information and other relevant systems can be leveraged to strengthened malaria program and campaign digitization in Francophone Africa, with a specific focus on DRC.- Provide technical support to the implementation of malaria control activities including but not limited to strengthening surveillance systems, promoting the use of data for decision making, targeting and prioritization of case management and vector control interventions, and strategic and financial planning.- In alignment with the DRC country team, communicate effectively across a matrixed organization and expertly coordinate global CHAI teams and resources to ensure DRC-specific project goals are met.- Contribute to the formulation, review, and provide feedback on technical deliverables, which may include strategic plans, guidelines and standard operating procedures, analysis plan, grant proposals, donor reporting, or implementation updates.- Contribute to the design and implementation of monitoring and evaluation to measure progress towards malaria goals (analysis of key indicators, design and implementation of monitoring and evaluation of surveillance platforms, etc.).- Monitor program activities against project goals and donor commitments, identify operational bottlenecks or weaknesses, and work collaboratively with CHAI country and global teams to achieve exceptional results on aggressive timelines.- Formulate and conduct high quality technical outputs and promote the routine use of data and analysis to evaluate effectiveness of current interventions and inform strategic planning.- Rapidly digest and synthesize complex technical, political and operational information and expertly tailor results, outputs and action items to a wide range of internal and external stakeholders.- Identify new opportunities within and outside the initial project scope, anticipate risks and be proactive in responding to them.- Support CHAI teams with the development of programmatic reports for government and donor reporting, as well as concept notes or other external communication products.- Other responsibilities in Francophone Africa as needed.
- Collaborate with government partners, CHAI country teams, and other stakeholders, to identify data and capacity gaps that impact procurement, supply, and distribution systems for malaria and NTD commodities (eg., insecticides, insecticidal bed nets, diagnostics, and treatments), and build solutions that fit the needs of the malaria program in the context of the national health system;- Work closely with CHAI country teams (in Francophone West and Central Africa) and government partners to integrate available data sources and build and/or update models to quantify and forecast demand for malaria commodities distributed by the public and private- Ensure adequate procurement and distribution of commodities to all relevant levels of the health care system through planning, data analysis and visualization, and coordination across- Evaluate stock management policies for community health workers (CHWs) and work with country teams to adequately plan, distribute, and monitor stock usage to CHW level- Establish supply chain monitoring and evaluation indicators to track progress and impact over time, and routinely report findings.- Identify new avenues for CHAI engagement with national malaria programs and the private sector for improved supply chain management.- Support broader malaria case management efforts to improve the quality and coverage of malaria diagnosis and treatment across public, private and community sectors.- Other responsibilities as needed.

The Oxygen Scientist is a member of the Oxygen program team of the CHAI-DRC, responsible for planning, executing, monitoring, and evaluating all program activities. Theywill report directly to the Associate Director, Diagnostics and Supply Chain. This role requires strong technical, managerial, communication, and organizational skills. The Oxygen Scientist will be based in Kinshasa, with the following specific responsibilities:- Collaborate with CHAI DRC team, the global CHAI Essential Medicines team, the Ministry of Health and relevant departments, and local partners to improve oxygen access and delivery as a common goal.- Contribute to the strengthening of the oxygen supply chain, infrastructure for diagnosis and treatment and equipment maintenance, including supporting the development of job aids, and training materials.- Provide analytical support particularly in areas of costing, scenario modelling, budgeting for oxygen interventions, analyzing technical challenges in the implementation of oxygen related interventions and any other quantification support as needed.- Facilitate monitoring and evaluation (M&E) for the current program, leveraging current analysis to drive action, as well as assisting with the development of sustainable M&E frameworks and tools for the Ministry of Health to see and manage data over the long term.- Support the Ministry of Health and relevant departments to coordinate and conduct oxygen-related trainings.- Identify new opportunities for relevant engagement and actively troubleshoot issues as they arise.- Conduct joint supervision visits to public hospitals at both national and subnational levels with relevant departments of MoH to monitor and evaluate gaps of key oxygen commodities for general respiratory care and COVID-19.- Collaborate with government to ensure skills transfer and government ownership.- Provide technical support to MoH in developing a strategic oxygen roadmap to expand access to oxygen beyond COVID-19 to cover treatment access to other SARI (Severe Acute Respiratory Infection).- Lead the installation and effective management of PSA in different provinces.- Lead the introduction and implementation of medical liquid oxygen in DRC.- Other relevant tasks as requested.
- Lead and drive the success of CHAI’s malaria and NTD program in Benin including setting the vision and goals, prioritizing resources, and developing country-specific work plans - Proactively monitor and manage execution of CHAI’s malaria and NTD program in Benin to ensure that expected deliverables and targets are achieved on time and within budget - Identify and problem-solve challenges in meeting objectives including internal and external conflict resolution, budget constraints, and other operational challenge and apply strategic and critical thinking to adjust objectives and activities accordingly - Build strong relationships with stakeholders from government, partner organizations and local institutions to facilitate coordination, problem solving, alignment of objectives and delivery of results - Work closely with CHAI’s regional technical teams and managers to identify strategic areas for expansion or redirection and guide strategic planning or proposal development as needed- Demonstrate leadership and directly manage all members of the CHAI Benin Malaria and NTD team - Synthesize results and communicate them internally and externally at national and regional venues through high-quality presentations, reports, and publications- Oversee the operational and financial management of the country program, including budget planning and reporting, as well as leading the finalization of CHAI’s corporate setup in Benin. This may include the need to serve on the local Board of Directors of the CHAI Benin entity and act as the point person for vendor relationships- Act in an official signing capacity as the official CHAI, Inc. representative in Benin with the government - Any other tasks assigned by the supervisor
