Grant Management- Support program leads in creating comprehensive budgets for new grant proposals (or re-budgeting of existing grants) that meet both internal CHAI requirements and external donor requirements- Create and manage completion of financial reports, audit reports, and invoices for donors, working directly with the relevant leadership within IDRL responsible for the grant, as well as CHAI’s various country teams, global partners, Director of Budgeting and Reporting and Chief Financial Officer for validation and approval of reports- Liaise with sub-grantees and sub-contractors to manage all relevant budget and financial management components within the scope of the grant- Oversee compliance with donor financial requirements- Manage financial close-out of grants coming to an endMonthly Financial Review and Annual Budgeting- Develop and populate relevant tools to facilitate Manager and/or Director review of posted expenses across relevant programs and work collaboratively with Managers and Directors to identify necessary adjustments- Analyze and report on monthly variances of operational expenses to budget; work with Managers and Directors to provide variance explanations and to make ongoing adjustments to financial plans based on variances; conduct monthly reviews of activities with Directors and EVP- Lead the annual budgeting and semi-annual reforecasting for some of IDRL's teams to ensure consistency and accurate reflection of programmatic goals given the financial resources available- Work with the appropriate IDRL Directors and Managers to allocate and track funding from IDRL programs to other CHAI programs, including country teamsOperations Evaluation and Financial Planning- Work with IDRL Finance colleagues on the evaluation of program performance e.g. appraisal of cost-allocation and management of key business drivers- Lead in the creation and maintenance of financial models to track expenditure and generate forecasts to help drive programmatic decisions- Support development of alternative scenario analyses to facilitate decision making by senior management; lead in financial risk management- Identify, investigate, and implement potential operational improvementOther- Facilitate training on finance-related issues to non-finance staff; ensure corporate memory is retained; facilitate knowledge transfer of best practices between IDRL programs- Create tools and reports for budgeting and planning purposes- Perform other programmatic/operational duties as requested by the EVP
In strong collaboration with the other CHAI members seconded at the MOH or the subnational level, the Associate will be responsible to:- Support and build capacity for the inclusion of NCD diagnosis and case management and support the development of referral pathways between NEHP and PMD- Support the NEPH to identify gaps in data availability and support analysis to inform the government’s decision making- Support the government for the advocacy, the development of SOPs and the establishment of pooled procurement mechanisms- Support the target learning province to effectively and identify best practices that would lead to national scale up- Support the establishment of regular communication between the national level MoH (PMD and NEHP) and the learning province PHD coordinator- Support the development of guidelines, workplans, budgets and other materials for key activities- Develop the program progress report against the work plan and consultation with the senior program manager.- Establish and maintain strong working relationships with key stakeholders in government, donors, and partner organizations- Collaborate with government to ensure skills transfer and government ownership- Perform other duties that may be assigned by the Senior Program Manager.
- Support implementation of Vaccines projects to strengthen NIP/EPI and PMD capacity and management and to meet donor objectives and timelines, including development of reports to donors- Support the development of guidelines, workplans, budgets and other materials for key activities- Support leading the implementation of the scale up of an integrated NCD screening and COVID-19 vaccine service delivery model at HCs and the development of local policy/strategic guidance for future integrated PHC models of care- Provide analytical support to the government to inform the planning and management of COVID-19 vaccines delivery, including (related to the above) identifying opportunities and costs associated with integration with other health services- Establish and maintain strong working relationships with key stakeholders in government, donors, and partner organizations- Collaborate with government to ensure skills transfer and government ownership- Support the implementation of monitoring and evaluation (M&E) systems to measure the impact of Vaccines programs and assess progress against project goals on a regular basis in coordination with the Program Manager- Develop influential presentation materials that work for varying audiences- Stay up to date with the latest knowledge, skills, policy/strategic guidance and industry trends in the immunization space- Contribute to strategic areas for expansion and support Program Manager in fundraising efforts- Work closely with the CHAI Global Vaccines Team to enlist support and capture and disseminate emerging best practices- Perform other duties that may be assigned by the Program Manager and Senior Program Leadership
In strong collaboration with the other CHAI members seconded at the MOH, the Program Officer will be responsible to:- Support the establishment of integrated screening for diabetes, hypertension and eye screening in the learning province- Support and build capacities of PHD/OD to build quality NCD services with guidance from both the PMD and NEHP departments- Support all activities that will lead to high rates of integrated screening such as:- Pilot strategy for referral- Support health care worker training- On going quantification of commodities- Support careful analysis and documentation of innovative practice- Support the establishment of regular communication between the learning province PHD coordinator and the national level MoH (PMD and NEHP)- Support identification of key best practices that would lead to national scale up- Support the development of guidelines, workplans, budgets and other materials for key activities- Develop the program progress report against the work plan and consultation with the senior program manager.- Collaborate with government to ensure skills transfer and government ownership- Perform other duties that may be assigned by the Senior Program Manager.

Key responsibilities include, but are not limited to, the following:- Support DoHFW in all aspects of strategy, planning, and implementation of initiatives for oxygen access and health systems strengthening.- Translate objectives provided by the national and state departments, donors, and other partner organizations into clear activity plans, and support DoHFW in prioritizing initiatives.- Develop strategies to improve access to medical oxygen at national, state, and facility levels based on in-depth understanding of oxygen needs and landscape i.e., oxygen manufacturers, suppliers, users, and intermediaries.- Closely support DoHFW officials in identifying and bridging gaps in supply chain and engage with divisional and district-level health staff for accomplishment of project goals.- Support WJCF's strategy for increased access to healthcare by identifying areas with significant beneficiary and policy impact.- Generate insights on issues related to quality, composition, supply, and administration of medical oxygen and suggest corrective actions.- Reconcile parallel data sources to facilitate monitoring, synthesis, and analysis of data to draw meaningful insights.- Oversee analytics, data-systems, and insight generation.- Manage and establish collaborative relationships with the DoHFW, technical and clinical experts, development partners, suppliers, and other relevant stakeholders.- Ensure communication and alignment of activities across government and partner stakeholders' efforts and across other WJCFCHAI programs to ensure coordination and successful execution.- Draft compelling presentations and reports for internal and external stakeholders.- Support capacity building of key government functionaries on relevant competencies for sustained ownership and delivery.- Perform other responsibilities as requested by programme leadership.
Key responsibilities include, but are not limited to: Talent Acquisition:- Support the Associate Director HR and program teams across the organization to determine hiring requirements and develop sourcing and acquisition strategies which include exploring talent partner relationships, tapping into alumni programs, consulting organizations, campus placement drives and other innovative sources.- Support the Associate Director HR in understanding resource requirements for thematic areas and verticals, designing appropriate job profiles, identifying talent acquisition strategy, maintaining database with appropriate metrics to track and monitoring requirements in a timely manner.- Execute all stages of the recruitment process from start to end including:- Provide consistent communication to hiring teams and candidates on the position's status throughout the recruitment process- Screen applicants to assess qualifications and conduct initial behavioural interview to generate candidate recommendations for respective hiring teams- Work with project team to ensure 98% staffing levels at all times- Work collaboratively with hiring teams to determine appropriate and equitable offer terms. Extend both verbal and written offers, confirm finalized terms with candidates & address compensation related questions.- Collaborate with the program teams to augment and execute the induction program for all employees.Talent Management & Support:- Maintain an effective HR filing- Develop/improve systems and processes for effective management of Vendor HR- Support in benefits management and payroll administration including system management, data record-keeping, and contract management for staff.- Maintain a ready employment database/HR dashboard and consistently guide the team to ensure smooth integration of new joinee data into the MIS.- Ensure execution of highly critical and sensitive HR audit processes in compliance to organizational and donor requirements.- Support the team in executing all processes across the employee lifecycle including extension of employment letters, joining formalities and exit formalities etc.- Support the Associate Director HR in designing and executing the overarching learning & development strategy considering a multigenerational workforce and augment learning opportunities across the organization.- Provide implementation support on organizational engagement initiatives in partnership with program teams to drive an engaged workforce including facilitation of channels and forums of communication for employees such as workforce surveys, other public forumsTalent Management & Support:- Support the Associate Director HR to amend and implement policies centred around organization and employee wellness.- Support the Associate Director HR in developing and executing organizational development interventions in partnership with leadership to support workforce planning, organizational design of existing structures, organizational transitions or change management interventions if required.- Maintain a stronghold on HR data analytics for identifying opportunities for improvement and informing HR strategy.- Support development and execution of strategies to build and foster a positive work environment based on fair work and gender justice practices.- Other duties as assigned or required
- Support WJCF’s portfolio team, MoHFW, and state governments in developing and implementing the programme ensuring for supporting improvements in strengthening management and governance, service delivery, supply chain, and other Routine Immunization aspects- Craft program management frameworks and optimise existing implementation and reporting mechanisms in alignment with broader immunisation program strategy laid out by MoHFW and WJCF program outcomes to facilitate effective oversight and management, encompassing key input, processes, output, and outcome indicators.- Conceptualise effective measurement mechanisms and lead the implementation of the Monitoring & Evaluation framework through the WJCF team.- Conceptualize, design, and coordinate program impact and progress evaluation surveys- Assimilate and triangulate information from multiple sources such as RMNCHA datasets, other health data sets, other non-health government data sets, localised datasets, and surveys to monitor performance and inform strategy refresh- Significantly contribute to internal and external capacity building initiatives by the team for improving data handling and decision-making competencies of target trainee cohorts- Significantly contribute to documentation of programme progress through reports, presentations, and templates for effective internal use and dissemination of reports at state and national levels- Collaborate with government to ensure skills transfer and government ownership, identify the most critical hurdles to scaling up, and develop innovative strategies to address them- Travel on short notice to the various parts of the country- Undertake any other duties as requested by the Senior Programme Manager
- In collaboration with the Program Manager, provide strategic leadership, administrative and managerial oversight and monitoring of key verticals of the HIV and Syphilis programs portfolio- Develop strong working relationships with key stakeholders in government, international partners, donors and NGOs, and ensure maximum coordination of resources and effort- Support external stakeholder management and engagement with donors, GoI officials and partners- Manage effective project implementation, technical research as well as contextualized approaches to achieve project outcomes- Support Program Manager in identifying and defining WJCF's overall strategy for various project areas, develop clear operational plans for execution, and continually identify opportunities for WJCF to add value and maximize impact- Develop strategic and policy briefs to guide programs in newer areas and deepen engagement at the national and state level in areas of HIV prevention, advanced HIV disease, HIV self-testing, Triple Elimination of Mother to Child Transmission of HIV, Syphilis and Hepatitis, STI management, and integration with other programs of relevance such as HIV, Hepatitis, etc.- Oversee execution of workplans, progress reports, management of budgets and finances in accordance with financial covenants and procedures- Create and disseminate material, to internal and external stakeholders, to effectively communicate CHAI’s achievements in the HIV and Syphilis verticals- Support recruitment of talent in consonance with project needs and provide guidance/ mentoring to project staff- Liaise with CHAI’s global teams regarding information about new diagnostics and drugs and assist with in-country technical or operational evaluations or new product roll-out strategies to improve uptake of new products as they become available- Other responsibilities as guided by Program Manager
- Market Intelligence- Maintain an organized, up-to-date knowledge base of the market landscape for key products in the oxygen space- Maintain a pricing database from quotes received in prior procurements (among other sources) and analyze pricing trends and influences across different product categories- Support targeted efforts (through desk research, data collection, lead generation, etc.) to landscape new products / markets as needed to support overall program strategy and/or country planning / implementation. Examples include:- Consumables and equipment suppliers- Medical equipment distributors- Repair and Maintenance vendors- PSA/Liquid oxygen production site database- Document effective methods and sources for rapid market landscaping and company research- Recommend strategic priorities, objectives, and/or approaches based on an up-to-date knowledge of global and regional market landscapes for key products- Supplier Management- Maintain a central relationship management database / tool on key manufacturers and distributors in collaboration with the EM Procurement Officer where appropriate- Support senior Global Team members with supplier negotiations, communications, and general relationship management functions- Coordinate markets and technical support / inputs for country and global procurement exercises in collaboration with EM Procurement Officer and EM Engineering technical specialists- Market Shaping Interventions- Supporting with company due diligence / research, market position analyses, reference pricing development, sensitivity analysis, etc.- Country-specific vendor identification / selection and due diligence- Demand forecasting analytical support- Demand vs. supply mapping- Basic supply model mapping & development (facility selection recommendations and defining equipment requirements)- Including packages of recommendations for MoH / stakeholders- Cost modelling and options analysis for above- Support supplier engagement efforts, incl. negotiations and deal development, with analytics and background desk research- Provide input / assistance to country support managers in response to markets-related country team needs / requests
