Key responsibilities include, but are not limited to, the following:- Support the NDoH in HIV and related treatment access initiatives; with respect to planning and implementation of supply chain, market intelligence and regulatory technical assistance, ensuring CHAI’s ongoing alignment with the NDoH strategic goals and priorities;- Oversee the translation of objectives provided by the government, donors, and other partner organizations into clear activity plans, and provide guidance to a team and DoH on prioritization of initiatives;- Manage and establish collaborative relationships with the NDoH, suppliers, partner organizations and other relevant stakeholders;- Ensure communication and alignment of activities across government and partner stakeholders’ efforts and across other CHAI programs in South Africa to ensure coordination and successful execution of the program;- Oversee analyses of policy and regulatory landscape to make recommendations and support any revisions that may be required to ensure the smooth introduction of new products and/or services;- Oversee quantification and costing, implementation and monitoring of detailed national commodity procurement optimization, introduction and scale up plans;- Oversee development and maintenance of program databases and dashboards for performance monitoring;- Oversee the development and input provided to relevant technical documents including health services provider training curricula, health technology assessments, standard operating procedures and service delivery guidelines to support the program scale up;- Prepare donor reports and other external program reports as needed;- Provide regular reports on program and work progress to CHAI Leadership team and liaise with global teams within CHAI.
Key responsibilities include, but are not limited to, the following:- Support NDoH in all aspects of strategy, costing, planning and implementation, ensuring CHAI’s ongoing alignment with the DoH strategic goals and priorities;- Compile, synthesize, and analyse data to inform the development of reports and training plans to enable effective program execution;- Develop a thorough understanding of the healthcare, pharmaceutical and diagnostic landscape related to the medicines and equipment portfolio within South Africa and globally and therefore manage the development and presentation of medicines and equipment forecasting and quantification analysis;- Perform financial/economic analysis of key health systems investments and interventions related to sexual reproductive health, with the aim to inform decision making on prioritizing initiatives to maximize value for money and public impact;- Manage and establish collaborative relationships with the DoH, suppliers, partner organizations and other relevant stakeholders;- Represent the program in meetings and workshops;- Support the Program Manager on key deliverables and ad-hoc requirements, as needed.
The Advisor will be part of the CHAI Vaccines team working to achieve affordable yet sustainable global vaccine prices and supply. The Advisor will report into the Ghana team and work closely with the Global Vaccine Markets and Global Vaccines Delivery teams. Responsibilities include but are not limited to the following: Ghana Country team- Develop a deep understanding of decision-making processes for vaccine introduction (including for COVID-19), product switches, procurement processes, and financing considerations in Ghana- Design and implement strategies to share relevant routine market intelligence on vaccines with immunization stakeholders in-country to inform and influence priority decision-making (e.g., identify relevance of new vaccine insights to countries based on pipeline candidates and commercially available products)- In collaboration with other CHAI teams, foster strong relationships with and support country stakeholders in immunization policy, procurement and implementation (e.g., analytical and coordination support related to vaccine product selection, new vaccine introduction and switch decision-making)- Support efforts to optimize procurement policy and support evaluation of tender offers to optimize tendering outcomes (i.e., improved access to affordable products)- Understand healthcare dynamics, regulatory policies, price and access pathways and anticipate new trends that may influence the access environment- Develop market access roadmaps and readiness assessments prior to new product introduction- Act as key point of contact in-country for any discussions related to vaccines markets (e.g. engagements with vaccine supplier(s) and/or other global partners)Global Vaccines Markets team- Contribute insights from low-to-middle income countries (LMICs) to support supplier engagements (e.g., demand forecasting, supplier access strategies, regulatory access) and global/regional LMIC initiatives (e.g., Immunization Agenda 2030, Africa MIC Regional Pooled Procurement, UNICEF’s Vaccine Procurement Practitioners Exchange Forum)- Lead development of a robust understanding of decision-making processes for vaccine introduction (including for COVID-19), product switches, procurement processes and financing considerations in base and LMICs in the West African sub-region) and synthesize insights to become CHAI’s thought leader on vaccine procurement in middle income countries- Pro-actively liaise between CHAI Global Vaccines Markets and Ghana to share directional insights and proactively identify areas for deeper collaboration (e.g., to support Ghana’s new vaccine introduction priorities)- Lead development of effective working relationships with partners in Ghana and middle-income countries in the region and support regional efforts to improve vaccines affordability and access- Prepare reports, presentations, and other analyses to inform global policy, supplier and country practices for enhanced vaccine procurement and access in middle income countries- Coordinate the development and implementation of national and regional market access plansOther- Any other duties as required by the Country Director Ghana and the Global Vaccines market Director- Domestic and international travel may be required
Leadership and Strategic Planning- In close coordination with the DRC senior leadership team, provide operational and technical support to the MoH and most particularly the National Malaria Control Program (NMCP) to develop a strong national vision and increase coverage of high-quality case management and vector control, including working with government staff on a daily basis to:- Catalyze critical improvements in government-owned surveillance systems and routine data analysis and response- Design and implementation of routine surveillance and data system improvements including developing guidelines to ensure quality data collection and reporting; training staff on the new approaches, introducing new analytic or visualization tools and ensuring regular data review- Foster a data culture and create sustained demand for information to understand the drivers of malaria transmission and impact of malaria programs as well as to respond and/or adjust course more rapidly- Develop and execute evidence-based strategic and operational plans and policies - Identify, document, and disseminate lessons learned - Support operational stratification and tool selection for context-appropriate interventions- Develop new funding proposals for the country malaria control activities in collaboration with national governments- Support national malaria programs to streamline financial planning, disbursement, and tracking processes to reduce impediments to implementation- Identify key financial management impediments to programmatic goals and work with donors and country governments to devise targeted solutions to address them- Develop and implement a compelling strategy for maximizing CHAI’s impact and support to the MoH, including clear operational plans that align with government priorities and are coordinated with relevant stakeholders- Coordinate CHAI’s support to the MoH to help strengthen systems and achieve audacious goals on aggressive timelines- Monitor program activities against project goals and MoH commitments, identify operational bottlenecks or weaknesses, and work with DRC government partners and CHAI teams to strengthen programs as necessary- Produce quality products and documents including strategic plans, guidelines and standard operating procedures, presentations, project reports and implementation updates, and/or communications with partners- Successful transition of completed activities with an emphasis on the long-term sustainability of investmentsStakeholder Relationship Management- Engage, build, and maintain strong working relationships with key stakeholders in government, country and international partners, donors and NGOsworking on public health campaigns and digital health in DRC in alignment with MoH priorities to:- Develop a deep understanding their motivations and challenges and- Ensure effective and impactful coordination between various stakeholders- Represent CHAI in public forums, including the development of presentations and materials for external audiences and maintain relationships with national and international partners to ensure coordinated activities- Coordinate and lead internal communication within the team, across teams and globally- Engage and collaborate with regional and local experts, institutions, and partners to facilitate long-term sustainability of CHAI’s workProgram Management and Mentorship- Provide direct oversight of a small team of highly competent staff; provide support and guidance to program managers and junior staff on strategy and project deliverables to achieve team goals- Mentor program managers and technical staff as they take on managerial responsibilities- Develop management capacity and technical expertise of CHAI country and regional staff to augment support to national health programs- Develop and ensure execution of program budgets and performance indicators in collaboration with program staff and the DRC senior leadership team- Lead reporting for the health campaigns programs, working alongside the DRC senior management team to develop programmatic and financial updates- Work with program teams to develop new program areas, including proposal development and engagement with internal and external stakeholdersOther activities and responsibilities, as needed.
- Provide technical support to the State Tuberculosis Office to sustain PPM (Public Private Mix) Strategy for TB Control in the state of Bihar- Liaise with National Health Mission (NHM) and STO to drive contracting of PPM initiatives as per the Guidance Document on Partnerships- Report to the Grant Manager and support the state health society in program implementation, represent WJCF in key stakeholder meetings- Manage relationships with external partners/ vendors/ donors, Government, and other stakeholders- Directly manage a team of two (2) individuals to provide necessary technical, managerial, and M&E support to the program at the state and district level- Build and maintain relationships with key stakeholders at the state and district level, enabling quick rollout of the PPM initiatives, increase DBT uptake and provide necessary support on Research led initiatives- Work with the NTEP staff to facilitate availability of public sector commodities (diagnostics and FDCs) and streamline FDC supply chain mechanism for private sector patients- Support NTEP in roll out of DBT led interventions and scale up of ICT supported adherence systems- Support STO in periodically reviewing (and monitoring) of various PPM initiatives, DBT schemes & TB Indicators- Provide strategic guidance to implementing partners to improve program implementation effectiveness- Support the State office in ensuring building capacity of program staff to effectively manage the TB program- Work collaboratively with other program teams to identify opportunities and develop cross program responses to funding opportunities- Support in ideating & preparing proposals for potential TB projects- Other responsibilities as needed
NSHPD coordination- Serve as the liaison between the CMHS and HRH Secretariat.- Work closely with Principal and the Deans of the five schools to facilitate new curriculum development and review of the existing ones, acquisition of teaching materials, and other educational tools across schools, campuses & teaching hospitals.- Work closely with the principal and deans to ensure that the all the mandatory faculty are recruited on time.- Co-manage enrollment planning.- Support the Principal in coordinating academic programs in all the aspects and research activities for the implementation of the NSHPD.- Work closely with the CMHS leadership and the HRHS in tracking progress on implementing the NSHPD.Academic partnerships management- Support the CHMS to develop and implement an effective academic partnerships strategy in close collaboration with HRHS.- Assist the CMHS to identify, develop and maintain strong relationships with potential and existing academic partners.- Support the CMHS to develop and execute MoUs and contracts with academic partners and visiting faculty.- Effectively engage and manage relationships with key training institutions.Administration and operations- Support the Principal and Deans to develop annual plans and budgets to sustain academic programs.- Provide inputs as required to annual and projects reports and briefing documents.- Provide organisational support to the CMHS research projects.- Co-develop communication mechanisms to ensure effective dissemination of information across schools and teaching hospitals.- Perform other duties related to the position as deemed relevant by the principal.
• Collaborate with global CHAI Essential Medicines team, the Ministry of Health and relevant departments, and partners to improve oxygen delivery as a common goal• Assist in analysis of oxygen capacity and biomedical equipment need in the country in relation to potential COVID-19 needs and scale-up for broader respiratory diseases• Lead on the development of national oxygen strategy • Provide technical support to MoH in developing a strategic oxygen roadmap to expand access to oxygen beyond COVID-19 to cover treatment access to other SARI (Severe Acute Respiratory Infection)• Contribute to strategy for expanded and sustainable oxygen delivery for all levels of the health system• Ensure that the oxygen delivery commodities and essential supplies are funded for COVID-19 and other respiratory diseases• Identify new opportunities for relevant engagement and actively troubleshoot issues as they arise• Other relevant tasks as requested.

CHAI is seeking a Senior Associate with strong analytical and communication skills and relevant experience in health financing and primary health care systems, to support country teams and governments on their health financing efforts. The Senior Associate will work across a portfolio of countries in Sub-Saharan Africa. CHAI supports governments in health financing in 12 countries, including Burkina Faso, Ethiopia, Malawi, Rwanda, South Africa, Zimbabwe, Nigeria, and others. This is a challenging, fast paced and rewarding position. This position offers a unique opportunity to work closely with governments who are leading change in the region to achieve universal health coverage. The Senior Associate will provide health financing technical assistance to country teams and governments, help shape CHAI emerging primary health care and health financing strategy, and play a key role as part of a growing global health financing team responsible for building out new areas of work for CHAI across sub-Saharan Africa. The Senior Associate will report to a program manager in the global health financing team and work closely with the rest of the team, health financing country teams and governments, and various global teams including Maternal, Newborn & Reproductive Health, Human Resources for Health, Global Markets and others. This position has flexibility to be based in a CHAI program country, pending CHAI country leadership approval. Travel is anticipated to be up to 50%. Key responsibilities include the following:- In collaboration with other members of the global team, support governments and country teams supporting governments in developing and implementing health financing strategies and reforms, including for improved resource mobilization and pooling, strategic purchasing (including priority setting and benefits package design and provider contracting and payment), and financial management. This will include a mix of thought partnership and technical advisory to teams and government stakeholders, and of content creation including the development of literature reviews, concept notes, excel tools, quantitative and qualitative analyses, and training materials.- Design and conduct cost and impact analyses, and other quantitative analyses that help assess opportunities to improve efficiency, effectiveness, and sustainability in health financing for countries in scope of support. Provide training and coaching to teams on analytics, including in the areas of costing, scenario modelling, and budgeting.- Support the design, implementation and analysis of health system diagnostics, which will aim to support governments map the financing and management bottlenecks for effective service delivery at facility and community levels. Document learnings from those diagnostics in the form of internal knowledge materials or case studies.- Contribute to shaping CHAI Global Health Financing knowledge sharing approach and support continuous knowledge sharing across countries. This includes the development of relevant documents, publications, and case studies, and the planning and facilitation of learning events including the health financing summits and monthly calls.- Contribute to CHAI’s strategy on health financing and primary health care globally and at country level, including in country programs. This will include participating in strategy sessions, sharing learning from in country work, and developing materials such as strategy documents, concept notes, and proposals.- Maintain technical expertise in health financing and stay abreast of key challenges.- Other responsibilities as requested by manager.This role requires up to 50% travel within the Sub-Saharan Africa region and amount of travel will vary based on needs and in accordance with travel restrictions.
