Supported by other in-country and global team members, the Vaccines Program Manager will be responsible for: Program Leadership- Support the development and refinement of the vaccines program’s strategic initiatives, facilitating ongoing alignment with the MOH strategic goals and priorities- Lead a small team to meet program objectives- Translate objectives into clear activity plans, and provide guidance to vaccines team on prioritization of initiatives- Identify solutions for issues and challenges to ensure effective implementation of work plan activities- Identify strategic areas for expansion and guide proposal development needed for future program development- Track detailed program budgets and spends to ensure financial management is compliant with donor and CHAI regulationsStakeholder Coordination- Support collaborative relationships with the MOH, partner organizations and other relevant stakeholders- Ensure communications and activities are aligned with government, donors and partners.- Collaborate with internal CHAI global and country teams to facilitate access to key information and stakeholders, provide updates, and leverage core competencies of the various CHAI teamsDonor Relationship Management- Coordinate with donor organizations to provide progress updates, performance metrics, and other reporting requirements- Manage the vaccines program budget and liaise with appropriate CHAI internal and donor teams to meet all mandated requirementsPerform other duties that may be assigned by country leadership.
- Support the CD and Associate Directors in defining overall strategy, develop clear operational plans for execution, and continually identify opportunities for CHAI to add value and maximize impact- Develop and manage program budgets and performance indicators in collaboration with program staff- Identify and develop new program and funding opportunities and develop and manage relationships with existing and potential donors- Support human resources management, including recruitment and management of existing staff- Oversee internal management of the office’s daily operations, including contracting with vendors, ensuring compliance with local laws, and interfacing with CHAI’s legal and financial teams- Manage processes for internal and donor reporting- Develop communication materials, make presentations and represent CHAI at public forums- Maintain a thorough understanding of the health landscape in Vietnam and the Ministry of Health’s key priorities and challenges- Lead implementation of one or more program areas while overseeing all program strategies, activities, work plans, M&E, and reporting- Maintain robust financial, administrative, and human resource policies and systems, ensuring they are aligned with CHAI global policies- Other activities and responsibilities, as needed
Management- Be responsible for the strategic and program management assistance across areas of CHAI interest- Assist NMCP to successfully execute the malaria elimination strategy and to reorient their programs towards elimination; mobilize CHAI and partner resources to develop solutions to rapidly address bottlenecks. Specific activities may include leading CHAI’s effort to:- Strengthen the surveillance system, with the goal of ensuring rapid and accurate reporting of case-level malaria data from health facilities and community health care workers and that all data is appropriately stored and managed to ensure a rapid and effective response. This work will include strengthening both active and passive surveillance systems, especially to apply new real-time case-based reporting and investigation tools, to analyze and interpret data, and to help make intervention adjustments as needed. The work will specifically focus on supporting refinements to the national malaria management information system (“MMS”).- Strengthen management of malaria cases, from time of suspected infection through treatment.- Update guidelines, policies, and plans to align with global elimination recommendations- Update operational plans and associated training materials to build government capacity and support effective execution of malaria program- Assist NMCP identify potential sources for and mobilization of additional funding to address any potential gaps preventing robust implementation of national malaria strategic plan- Identify key impediments to the successful execution of the malaria elimination strategy and other national guidelines and work with the NMCP and partners to develop solutions to rapidly address these bottlenecks- Explore the utilization of new tools and interventions to eliminate malaria and develop operational plans and other materials to support the implementation of these tools- Collaborate with NMCP and partner organizations to design and implement operational research projects to identify improved approaches that will help optimize malaria elimination interventions- Drive internal strategic planning related to the work streams Team Management- CHAI has a hybrid management structure with co-management roles across program and functional areas. Manager will oversee the day to day delivery from the team of 3-4 staff and facilitate effective communication and coordination mechanisms within the team. Strategic Vision- Work closely with the Country Director, Associate Director(s), and local and regional malaria teams to maintain overall strategic direction of the program- Identify strategic areas for expansion or redirection and guide strategic planning or proposal development as needed
