Technology design and modification:- Work with CHAI staff in the country and across the regional to understand technological and non-technological requirements for malaria surveillance, including the monitoring of malaria epidemiology and the impact of malaria interventions- Define requirements to upgrade the surveillance system in coordination with other staff in the malaria global team, country team, and the government- Support the design of dashboards to improve data to action practices Technology development:- Work with local vendors and developers to manage software roadmap and ensure deliverables are completed in a timely basis- Develop testing templates and lead end to end testing processes of different information systems to ensure systems works smoothly before implementation- Coordinate with country team, global team and vendor/developer for the importation of historical data into the surveillance system Capacity Building- Help build capacity of relevant government entities to independently use and manage the surveillance system- Develop manuals, SOPs, training materials and help train staff and government partners in the use of information technology- Develop and implement SOPs to ensure timely collection of feedback from end users- Work closely with local vendor/developer to ensure system maintenance is done in a timely manner- Execute additional responsibilities as needed
Management- Be responsible for the strategic and program management assistance to the malaria program in Vietnam, and coordinate CHAI’s support to help strengthen systems and achieve audacious programmatic goals on aggressive timelines- Assist NMCP to successfully execute the malaria elimination strategy and to reorient their programs towards elimination. Specific activities may include leading CHAI’s effort to:- Update, scale-up and institutionalize the surveillance system nationwide, with the goal of ensuring rapid and accurate reporting of case-level malaria data from all levels and that data is appropriately stored and managed to ensure a rapid and effective response- Support the government and partners to update national guidelines and policies to ensure alignment with overall elimination goals- Update operational plans and associated training materials to build government capacity and support effective execution of malaria program in high burden communes- Assist NMCP identify potential sources for and mobilization of additional funding to address any potential gaps preventing robust implementation of national malaria strategic plan- Serve as technical point person to government and CHAI country team regarding approaches to malaria elimination and liaise with CHAI global teams regarding technical matters and additional support required to execute country work plans- Identify key impediments to the successful execution of the malaria elimination strategy and other national guidelines and work with the NMCP and partners to develop solutions to rapidly address these bottlenecks- Develop internal work plans aligned with national strategy objectives, and oversee the quality of the delivery of work by CHAI malaria staff on regular basis, supporting as necessary to ensure high quality deliveryTeam Management- CHAI has a hybrid management structure with co-management roles across program and functional areas. Manager will oversee the day to day delivery from the team of 5 staff and facilitate effective communication and coordination mechanisms within the team.Strategic Vision- Work closely with the Country Director, Associate Director(s), and local and regional malaria teams to maintain overall strategic direction of the program- Identify strategic areas for expansion or redirection and guide strategic planning or proposal development as needed
- Contribute to the planning and execution of high-impact projects- Provide research and analytical support- Support evaluation and documentation of results and impact from CHAI's work- Develop influential presentation materials that work for varying audiences- Present findings of analyses to a broad range of internal and external audiences in meetings and conferences- Build and manage relationships with key individuals in the Ministry of Health, senior-level stakeholders at procurement agencies, manufacturers, other NGOs, and relevant partner organizations- Identify potential areas of additional support in existing and new focal countries- Design models to assess new opportunities to improve or expand pharmaceutical access programs in the developing world- Develop clear communications materials based upon analyses- Perform other tasks as necessary
- Contribute to the planning and execution of high-impact projects- Assist in updating M&E framework- Ensure alignment of program M&E framework with existing data systems and results frameworks- Provide research and analytical support- Develop tools such as survey instruments, protocols, and databases for program monitoring and evaluation purposes- Support evaluation and documentation of results and impact from CHAI's work- Develop tools for the presentation and dissemination of information to inform program design and modifications by decision-makers and for optimization of program strategies- Build and manage relationships with key individuals in the Ministry of Health, in CHAI and relevant partner organizations- Represent CHAI at relevant technical working groups and meetings- Establish baseline and end line measures across target counties and at the national level- Evaluate current use of data systems at the facility, county, and central level and provide recommendations for integration of program M&E with existing systems and using existing population-based surveys and assessments- Identify potential areas of additional support in existing and new focal countries- Build capacity of county and health facility staff in timely and accurate health data collection, management and dissemination- Contribute to donor reports- Conduct other formative and operational research as necessary- Perform other tasks as necessary
