Surveillance support (50%)- Supporting integration of data use and analysis in routine programmatic activities at all levels of the health system;- Supporting development, integration, and institutionalization of malaria information systems, including data collection tools and dashboards;- Assisting to monitor and evaluate the performance of existing and new surveillance platforms, in collaboration with the health informatics malaria team at CHAI;- Developing guidelines, SOPs, and training materials for malaria surveillance activities;Analytical support (20%)- Organizing and merging available data and assessing its quality and suitability for analysis;- Conducting statistical and spatial analyses (descriptive analyses, regressions and other relevant methods); - Managing and coordinating analytical projects related to malaria epidemiology, intervention targeting (e.g. Indoor Residual Spraying, LLIN distribution, health worker allocations) and surveillance, as required;- Synthesizing results and communicating them through high-quality presentations, reports, and publications;- Performing scientific literature review as needed;Programmatic/operational support (30%)- Formulating and delivering national and sub-national level training materials with a focus on analytical content (e.g. data management best practices, online data collection tools), and surveillance strengthening;- Assisting with the development of operational plans and accompanying manuals and guidelines to support malaria case detection, case management and vector control activities; - Developing and implementing M&E plans for CHAI and program activities, including monitoring and evaluating the implementation of relevant malaria interventions- Translating results to national and sub-national government partners to support evidence-based decision making;- Developing and maintaining strong working relationships with key stakeholders across government and non-governmental organizations, with support from program managers;- Any other tasks identified.
Strategic Advisory- Lead the review and evaluation of existing service readiness, service availability and health outcomes data to identify opportunities for advancing health coverage in the country which are aligned to the Essential Health Care Package (EHCP II) and which have the potential to improve priority health outcomes as described in the National Health Sector Strategic Plan (eNHSSP III)- Act as a trusted strategic advisor to the MoH on the development and implementation of a strengthened National Community Health Strategy, based on the upcoming report of the UN-commissioned review into community health service delivery in Eswatini- Lead the development of a CHAI Eswatini UHC strategy which is aligned with, and supports the expansion and delivery of Government and donor service priorities, specifically in the priority areas of: primary health care (PHC), sexual reproductive health and rights (SRHR) and non-communicable disease (NCD)Programmatic Support - Coordinate and lead the development and redesign of key guidelines, protocols and decision support tools, aligned with the health service delivery strategies in each priority disease area- Lead the design and development of NCD-focused service delivery reforms at primary care and community level, including feasibility and readiness assessmentsOther responsibilities as needed
Programmatic Support and Insights- Oversee CHAI’s NCD support to the MoH through serving as the main focal point of contact with the MoH for all NCD related activities:- Provide technical support to the MoH in the decentralization of NCD services in the countryOversee the support to the MoH in implementing systematic decentralisation of care for diabetes and hypertension across the country- Support quantitative analysis to understand the needs required for NCD care decentralisation including costing of resource gaps identified to determine funding gaps and inform budgeting, prioritization and investment discussions- Support identification and realization of cost saving efficiency measures to be taken when scaling up services- Support budget preparation and fundraising- Manage a team comprising of Coordinator(s), Analyst(s) and Associates(s)- Other responsibilities as requested by supervisorResearch Management- The Program Manager will oversee a team of Associates, Analysts and Coordinators to ensure high quality and timeous implementation of key deliverables under the WHO-PEN@Scale Project to:- Oversee the planning and implementation of CHAI study led activities- Manage project administration including preparation of work plans, deliverable reports, progress updates for CHAI- Support the development of study documents and tools in collaboration with the consortium partners and the MoH and ensure implementation as per study protocol- Ensure research activities are responsive to the realities of people on the ground and that they respect ethical and human rights principles- Support the writing and publication of scientific manuscripts and reports- Support dissemination of results and sharing of lessons learnt
