Organizational Strategy (35%)- Advise and support CHAI Leadership to review the operations strategy, identify and execute priority projects for operational excellence to ensure CHAI continues to deliver results, whilst successfully managing growth and complexity of its operation - Support Chief the Operating Officer on priority projects related to operations excellence, global compliance, programmatic and country operations as assigned- Represent Global Operations in key committees such as Enterprise Risk Management (ERM); Safeguarding Committee; Diversity Equity and Inclusion (DEI) and Knowledge management- Serve on CHAI’s Operations Leadership Team (OLT) Global Operations (~35%)- Establish, maintain, and communicate consistent organizational policies and procedures that improve effectiveness, efficiency, and accountability- In partnership with Legal and Compliance ensure all relevant program and non-program countries are up to date and in compliance with respective government requirements. - Support CHAI country start-up and scale-down operational activities, ensuring that all necessary stakeholders are effectively coordinated, and compliance requirements are met- Manage the global operations team in the execution of day-to-day responsibilities, provide mentorship and support staff’s professional development- Support CHAI’s knowledge management processes using internal repositories and the consolidation, organization, and distribution of organizational-wide policies, guides, and practices - Develop and maintain annual budgets and track financial expenditures Safety and Security (30%)- Provide leadership on safety and security policy management and operational support to enable the safest and effective implementation of programs and CHAI activities- Oversee and ensure the development, implementation and management of security training strategies that increases skills, security awareness and security knowledge of all personnel across CHAI and lead the annual review of CHAI's duty of care competencies."- Ensure all safety and security policies, documents and reporting are effectively maintained and updated in line with industry best practice; including but not limited to country risk assessments, Safety Point Person training, and visitor overviews- Advise senior leadership on risk management protocols and liaise with senior stakeholders when managing serious safety and security incidents- Oversee the safety and security team in the execution of their day-to-day responsibilities, provide mentorship and support staff’s long-term professional development- Serve on and lead CHAI’s Incident Management Team (IMT) in times of critical incidents and/or elevated security conditions - Works closely with Regional Vice Presidents and Country Directors providing technical expertise and cross-cutting program coordination and management of safety and security- In coordination with the S&S Lead, conduct and/or oversee S&S assessments of operations in high-risk environments to ensure compliance with relevant policies and procedures. Make appropriate recommendations to strengthen these systems and address non-compliance issues
DEI Strategy:- In collaboration with CHAI’s Senior Leadership Team and the DEI Committee, establish and ensure a shared understanding of DEI across CHAI.- In collaboration with CHAI’s DEI Committee, develop a comprehensive CHAI-wide strategy and three-to-five year strategic DEI plan that outlines specific initiatives and activities, such as organising listening sessions across the organization.- Proactively build and maintain strong partnerships across program, country and operations staff, and manage the integration of diversity, equity, and inclusion initiatives across the organisation.- Create and facilitate forums for constructive dialogue on DEI issues and solutions across the organisation- Partner with CHAI leaders, Global Communications, Global and Country HR, and the DEI Committee to drive diversity-related messages throughout CHAI, including internal and external platforms.- Lead the creation of diversity-related metrics, reporting, and responses to donors/audit requests- Manage the deliverables, timelines, and budgets related to internal DEI initiatives- Manage the creation and availability of shared DEI resources that are accessible across the organisation.- Represent CHAI’s DEI work at CHAI-All meetings, leadership summits, and any external meetings as required.- Keep up to date with, and report on, best practices related to DEI, and use these to inform recommendations about strategic priorities and projects to CHAI leadership.Training:- Identify DEI training needs across the organization and, in partnership with country, program and HR leaders, design new training initiatives on cultural competency, gender differences, disability, PSEAH, and other topics designed to increase awareness and support of equity and inclusion values, and maintaining compliance with applicable laws. - Facilitate virtual and in-person DEI training workshops to CHAI leadership, people managers and staff across the organisation.- Consult with country, program and operations teams to determine donor-specific training needs and provide guidance for the curriculum design of DEI-based solutions that align with programmatic and donor objectives.- Serve as the main point of contact for DEI training and facilitation with both internal and external stakeholders.- Ensure DEI training materials are kept updated and include current best practices and opportunities related to Diversity, Equity and Inclusion- Serve as an advisor to country and program teams seeking to pursue tailored DEI training.Safeguarding:- Serve as a key collaborator and advisor to CHAI’s Safeguarding Committee and Director of Safeguarding- Serve as the DEI Focal Point, and intake any complaints related to DEI matters, as well as partner with safeguarding staff to investigate matters in which DEI concerns may be a factorCommittee Work:- Serve as a member of the DEI Committee and provide strategic support to advance key priorities- Proactively build and maintain strong relationships with members of the committee and serve as a thought partner to individuals’ mandates.- Serve as a resource to CHAI’s existing DEI Sub Committees (Gender Equity Network, LGBTQ+ committee, Parent Network, Recruitment, etc)Policies, Process, and Procedures- Collaborate with HR colleagues to assess potential barriers and develop strategies focused on recruiting and retaining a diverse workforce- Partner with country and global HR colleagues to compile key DEI metrics and establish a strategy for quantitative and qualitative data reporting to inform progress and leadership decision-making - Conduct annual audits, and report on the application of progress of existing policies, processes, and practices intended to enhance/maintain diversity, equity and inclusion
- Safety and Security (60%)- Manage the safety and security team in their day-to-day responsibilities, provide mentorship, and support staff’s long-term professional development- Ensure CHAI’s global duty of care policies are effective, comprehensive, and coordinated across the organization’s leadership, country and program teams, and CHAI’s central support functions - Travel security management across global operations including corporate travel management, tracking, and policy implementation, security briefings for high-risk country visits, and emergency travel support to staff and consultants- Expert advisor to country and senior leadership on security management best practices, crisis management, and incident response, identifying company risks, and building resiliency, with an increased focus on high-risk environments- Lead CHAI’s Crisis Management Team, ensuring clear communication lines, clarity of roles and procedures, and liaison with external security providers during critical incidents impacting staff or country operations- Oversee the development, implementation, and knowledge management of global security policies and standards with an increased focus on training support for staff, including HEAT, Security Awareness, and Psychological First Aid- Work closely with colleagues in the Global S&S Department to staff the S&S Duty phone and respond to incidents, including during weekend and evening hours- Oversee the Safety & Security Department’s relationship with Safety Point People in-country members of CHAI leadership- Oversee the Safety & Security Department’s work with country and global team colleagues to monitor and improve compliance with S&S global policies and guidelines - Global Operations (40%)- Lead budgetary development and financial oversight for global safety and security budget - Support CHAI country start-up and scale-down operational activities, ensuring that all necessary stakeholders are effectively coordinated, and compliance requirements are met- Oversight and relationship management with insurance brokers, medical and security assistance providers, and travel management, including reviewing and leading RFP processes - Working across diverse stakeholders at CHAI, including country, program, support, and leadership, deliver diverse global operations support to work streams strategically and sensitively as needed - Participate in CHAI’s Operations Leadership Team (OLT) meetings as needed
- Acts as the primary liaison with all global operations teams.- Shares responsibilities with Regional Safety and Security Managers for incident response management across all CHAI teams, with specific responsibilities for global teams.- Identifies, trains, and manages S&S liaisons on each global and operations team.- Provides operational support to the S&S Department, including the day-to-day work planning and execution of team strategies.- Works closely with Regional Safety and Security Managers and Liaisons to ensure that all department delivery deadlines are met.- Develops and coordinates accurate reporting to be shared as needed with a variety of audiences, including CHAI leadership.- Manages and tracks incidents and develops all incident reports for CHAI leadership.- Leads S&S-related training for individual travelers and new hires, including sharing all available internal and external resources.- Develops and formalizes S&S training across the global Safety and Security Department.- Maintains and routinely updates S&S Portal Page.- Assist the Senior Manager in planning of S&S department team building meeting as required- Conduct country visits with liaison with the Regional Managers as required to learn about the S&S challenges and operations
Leading Investigations- Serve as investigation manager for internal investigations, including assigning investigation teams, writing and reviewing TORs, interview documentation, outcome reports, and sharing recommendations with CHAI leaders; assist external investigations as needed, by providing counsel with relevant information and acting as a CHAI liaison.- Provide professional expertise to CHAI’s team of internal investigators, Global HR, Safety & Security, impacted staff and managers, and to CHAI’s senior leadership, while maintaining strict confidentiality- Liaise with legal counsel to evaluate and advise CHAI leadership and Global HR on country-specific investigation requirements, processes, and risk mitigation- Support CHAI’s complaint response mechanisms, including monitoring a third-party whistleblower hotline and responding to open complaints- Maintain CHAI’s investigations procedures, and engage with counsel to routinely assess and update procedures as necessary to adhere to legal compliance Training and Development- Own and update CHAI’s existing safeguarding and respectful workplace-related training content (online and in-person materials) and develop new training materials- Organize and conduct Focal Point Trainings for all new Focal Points (FPs), and make recommendations for new FPs in line with the diversity of CHAI’s global community- Build and promote additional safeguarding capacity across human resources (global and country) by sharing resources and training on conducting investigations and international best practices, such as managing gender issues in the workplace- Support program and country teams to incorporate safeguarding protocols, risk assessments and mitigation plans into their programmatic activities- Collaborate with external consultants to develop additional safeguarding resources as needed Monitoring and Evaluation- Maintain Global HR’s safeguarding tracker, outlining the status of complaints received, and lead weekly safeguarding meetings- Develop a safeguarding risk matrix to help identify and proactively manage current and emerging safeguarding risks- Prepare and distribute quarterly safeguarding summary reporting to CHAI leadership- In partnership with Global Operations & Contracts, provide quality and timely responses to donor assessments and review grant proposals to ensure alignment on safeguarding reporting- Develop M&E measures to ensure policies and procedures are implemented and executed CHAI-wide Strengthening Policies & Knowledge Management- Provide guidance to CHAI leadership on navigating highly sensitive situations, including supporting leadership when reporting safeguarding concerns to relevant parties- Promote knowledge sharing, documentation, and dissemination to all CHAI staff of existing safeguarding materials and best practices- Research and develop new tools and resources to support survivors of sexual abuse, harassment, and exploitation, including survivors of gender-based violence- Continually assess CHAI’s safeguarding program and identify gaps in knowledge and recommend appropriate enhancements- Additional Tasks- Act as a Focal Point and member of CHAI’s Safeguarding Committee- Support CHAI’s background check rollout- Other duties and projects, as assigned
Working closely with CHAI teams, country governments, and partners:- Landscape review: develop a deep understanding of industry-leading program/project management, financial/accounting, and business operations technology- and process-based solutions, including how they can be deployed and utilized in malaria program settings.- Identify gaps: scope and identify malaria programs that could benefit from improvements to their existing processes, tools, and structures for managing and utilizing programmatic and financial data.- Country-specific scoping: understand and document the context and perspective of government programs facing challenges and their critical needs.- Offer solutions: propose feasible, tailored, and actionable solutions to improve programs’ ability to track and manage implementation of their programmatic and financial plans. This may include improvements to management structures, processes, or technologies.- Detail specifications and requirements: define project scope, select appropriate technology, and define requirements, specifications, process and data flows, and end users.- Configuration: select, liaise with, and manage sub-contractors (system implementers or software developers) as needed to build and/or configure tools according to the defined requirements and timelines.- Change management: Develop training materials and help train program staff in the use of introduced solutions as well as establish best practice SOPs for day-to-day use of these solutions.- Advocacy: Support the development of proposals and funding requests as needed to expand the reach of this to new geographies or intensify support where needed.
