The Associate will report to the Sustainable Health Financing Program and his or her responsibility will include, but are not limited to the following:- Work closely with MoH and across a range of relevant government institutions to identify key areas that require upgrades and improvements in primary health care, to develop a comprehensive long-term costed plan for driving these investments in and improving PHC, aligned with the vision and priorities of the Government of Rwanda. This will include a credible financing plan for how investments in the health system can be maximized and how external investments in systems can be sustained over time and support the implementation of the plan.- Engage with high-level government officials in the Ministry of Health to facilitate alignment on key priorities for accelerating progress on the current health sector strategic plan. This will require activities including:- Assessment of current health sector policies, strategies, and plans to determine initiatives, interventions and activities that are planned, in the pipeline, being implemented or can be effectively and efficiently delivered at the PHC level.- Leveraging existing literature and available data to determine established targets, the status of progress towards targets and gaps across the health systems as related to PHC.- Develop and leverage existing costing of investment and recurring costs, relevant to PHC over an extended period. This may require additional data collection, tools, and approaches.- Map available resources against costs, including external and domestic funds projections, highlighting funding gaps. This will leverage existing information.- Develop a robust financing plan and facilitate stakeholder validation of plan, including the role for existing external financing to be re-aligned with this plan, for new external financing, and for increased domestic financing over time.- Support the government leadership in the design and implementation of health financing strategies, interventions, and reforms, including provider payment reforms for primary health care, priority setting and benefits package design, financial management, strengthening of donor coordination to support domestic resource mobilization and a sustainable transition towards greater self-reliance. This will include analytical work and engaging MoH team and other stakeholders, the development of literature reviews, concept notes, excel tools, quantitative and qualitative analyses.- Support the government in resource mobilization plan development both domestically, including private sector engagement and promotion of medical tourism, and external financing to ensure health programs are financed more sustainably through diverse and innovative sources of funding.- Support the government to design a sustainable capacity-building strategy for MoH staff in analytical work, and data analysis, including costing, scenario modeling, budgeting, impact analyses, and other quantitative analyses that help assess opportunities to improve efficiency, effectiveness, and sustainability in health financing to inform priority reforms.- Organize policy dialogues, meetings, and workshops.- Prepare background papers and technical briefs, and produce high-quality written reports and presentations for engaging stakeholders.- Other responsibilities as assigned by supervisor.

The Associate, Vaccines will work independently to support the EPI programme in several high impact activities.  Specifically, the Associate will be responsible for the following activities:  Immunization System Strengthening, and New Vaccines Introductions- Support the Senior Programme Manager, Women and Children’s Health in developing a workplan for immunization system strengthening at the national, district, and health facility level. Put in place appropriate mechanisms to ensure cross-fertilization and collaboration across these objectives and sub-teams.- Provide strategic and programmatic support for the design and implementation of work in focus countries to dramatically and sustainably improve immunization coverage, in collaboration with direct reports and regional manager:- Contribute to the design, planning and implementation of high-impact work with direct reports and country teams to achieve high and sustainable coverage of new and routine vaccines in CHAI focus countries. Projects could include the following depending on technical focal area:- Strategize for the efficient and effective rollout of new vaccines while maintaining line of sight for improving routine immunization- Support program redesign in light of COVID-19 pandemic and the effects on routine and new immunizations, including supporting countries to introduce, achieve high coverage, and routinize Covid-19 vaccination- Support and build capacity of local governments to make decisions and optimize vaccine product portfolios for greater cost efficiency and coverage- Support governments to address and resource equity priorities- Strengthen national and subnational data driven performance management systems- Strengthening national and subnational planning and coordination processes to expand the reach and quality of immunization and other primary health care services- Improve immunization financing, resource mobilization and sustainability, in particular for countries in Gavi transition- Drive continuous development and effective dissemination and use of programmatic toolkits, lessons learned, and other know-how related to CHAI's vaccines program experience in focus countries.- Demonstrate impact and support countries to plan for sustainability of high-impact work, including transition of successful practices to national government leadership. - Improve national and global practices and policies, and cultivate global relationships, in collaboration with direct reports and program leadership:- Develop productive relationships with key stakeholders (e.g., WHO, Gavi, BMGF, UNICEF, PATH, JSI, IHME) and foster effective exchange of know-how with partners.- Become a respected and trusted thought leader in this area of focus within CHAI and within the global immunization community.- Disseminate CHAI's programmatic insights into the global immunization community and inform global policies and country practices beyond CHAI focus countries, including through global working groups (e.g., EPI manager meetings, WHO hosted regional meetings, antigen specific global working groups, etc.).- Other responsibilities as needed
