- Develop an Annual Activity Plan along with budget for submission and implement program of effort in a timely manner.- Drive internal strategic planning and oversee the development and implementation of the Vaccines program work plans and program operations and administration of multi-million-dollar grant funding including planning, monitoring and reporting progress to national and global stakeholders.- Build capacity of provincial and district-based health worker on EPI standards and guidelines with a focus on cold chain management and overall vaccine management.- Support the EPI program manager in managing the day-to-day EPI operations as needed.- Manage relationships with a network of other partners operating in the vaccines space in PNG, providing strategic and technical input, proactively identifying opportunities and synergies with CHAI work.- Work closely with the EPI Program Manager to gather input and ensure alignment and buy in across all programmatic activities, as well as coaching and providing input across a broader range of vaccines issues.- Work directly with the PNG NMS Vaccines Manager on all vaccine supplies related programmatic activities, ensuring alignment and collaboration with EPI as well as providing broader advice and input on EVM.- Identify strategic areas for expansion or redirection and guide strategic planning, proposal development for fundraising opportunities as needed.- Undertake any additional work as directed by the National EPI Manager and provide regular feedback and updates as required.Performance Outcomes include:- Quarterly review of performance against the outlined roles and responsibilities with the National EPI Manager and CHAI Vaccine Program Manager.- Well updated Vaccine Management System at National and Provincial level.- Feedback provided regularly to PHAs through report on immunization coverage and recommendation for improvement.
• Work with the MoH Health Planning and Statistics to design work plan to reconcile old and new data to update GIS maps for all health facilities. • Design of a georeferenced database able to contain essential information at village level. • Development of an easy-to-use data collection application that permits to capture data in the field (with no internet connection)• Provide training to all relevant national and district level staff on geospatial data collection. • Provide technical assistance and support to the field teams during data collection, and data entry.• Ensure all data generated by the field teams is efficiently sent back to the central team (after providing a reasonable level of quality checking)• Perform data quality checks and produce set of GIS displays and interactive maps that will enable different users access to layers of information and produce tailored reports.• Build capacity of MoH on GIS mapping and maintaining the georeferenced database• Develop standard operating procedures (SOPs), GIS manual, and training materials for updating of relevant data for updating of the GIS maps.• Promote a culture of high performance and accountability for outcomes under the guidance and leadership of Senior Program Manager, Women and Children’s Health• Other responsibilities as requested by supervisor
- Support the strategy manager in development and implementation of the Immunization Delivery Programme ensuring consistent improvements in supply chain and service delivery through strengthening of Cold Chain Management, Vaccines- Delivery & Logistics, Service Delivery, Data Systems and Review Mechanisms- Undertake primary and secondary research and deliver data-based insights to provide credible evidence for formulating systems strengthening strategies on immunization- Acquire data from public data sources and maintain data sets and support primary data collection from the field- Work closely with the programme team for providing effective data analysis against the set objectives and deviations- Prepare actionable and effective programme materials, presentations, reports for supporting communications with key stakeholders such as donors and government functionaries- Assimilate and triangulate information from multiple sources to monitor performance and inform strategy refresh where required- Support implementation of immunization systems strengthening activities to improve full immunization coverage and quality of immunization service delivery in key areas- Collaborate with government to ensure skills transfer and government ownership, identify the most critical hurdles to scaling up, and develop innovative strategies to address them- Co-ordinate project wide outputs related to reporting, compliance, and updates- Undertake any other duties as requested by the supervisor
Scope and build up global level support to strengthen vaccines supply chain data systems- Develop productive relationships with key global stakeholders (e.g., Gavi, BMGF, UNICEF Supply Division/Program Division) to identify areas of support and foster effective exchange of know-how and coordination of efforts with partners- Become a respected and trusted representative and thought leader on cold chain and supply chain within CHAI and within the global immunization community- Support potential hiring and staffing of team to deliver on identified areas of support in collaboration with CHAI’s regional and technical managers- Scope new impactful and transformational new work with our existing global partners (e.g., BMGF, Gavi) to support improvement in cold chain management and sustainable data systemsSupport cold chain as a service strategy development and planning in partnership with UNICEF and selected country partners- Support the development of a novel procurement strategy and its implementation plans in partnership with UNICEF. This will include costed implementation planning and preparing for a pilot program with clear objectives and transformational goals- Work with in-country stakeholders to identify and map context specific implementation of CCaaS to plan for a pilot program and subsequent scaling to sustainable implementationLead our global thought leadership to improve in-country and global practices and policies for CCE management- Inform national and global practices and policies that improve sustainable CCE management based on analytical perspective and lessons learned from CHAI and other partners- Develop documentation, sharing and effective use of results and lessons learned across countries and externally, if appropriate- Develop thought pieces and toolkit in area of focus and ensure it is effectively disseminated and use across the program and the global immunization community- Inform and improve global policies & strategies and their country implementation beyond CHAI focus countries. This will include participation in global working groups (e.g., EPI manager meetings, ESA regional meetings, Immunization Supply Chain Steering Committee, TechNet, etc.).Support grant management and reporting in areas of focus- Prepare high-quality updates and reports for donors and CHAI management, including achievements, forward looking strategy and risks/opportunities- Provide high-value input to action plans to help country teams meet grant objectives and ensure grant translate into sustainable transformational impactOther responsibilities as needed.
- Support implementation of Vaccines projects to strengthen NIP/EPI and PMD capacity and management and to meet donor objectives and timelines, including development of reports to donors- Support the development of guidelines, workplans, budgets and other materials for key activities- Support leading the implementation of the scale up of an integrated NCD screening and COVID-19 vaccine service delivery model at HCs and the development of local policy/strategic guidance for future integrated PHC models of care- Provide analytical support to the government to inform the planning and management of COVID-19 vaccines delivery, including (related to the above) identifying opportunities and costs associated with integration with other health services- Establish and maintain strong working relationships with key stakeholders in government, donors, and partner organizations- Collaborate with government to ensure skills transfer and government ownership- Support the implementation of monitoring and evaluation (M&E) systems to measure the impact of Vaccines programs and assess progress against project goals on a regular basis in coordination with the Program Manager- Develop influential presentation materials that work for varying audiences- Stay up to date with the latest knowledge, skills, policy/strategic guidance and industry trends in the immunization space- Contribute to strategic areas for expansion and support Program Manager in fundraising efforts- Work closely with the CHAI Global Vaccines Team to enlist support and capture and disseminate emerging best practices- Perform other duties that may be assigned by the Program Manager and Senior Program Leadership
