- Define the Country Team's overall strategy, develop clear operational plans for execution, and continually identify opportunities for CHAI to add value and maximize impact- Build and leverage strong effective relationships with key partners and stakeholders, identify and establish additional partnerships as appropriate- Establish robust financial, administrative, and human resource policies and systems, ensuring they are aligned with CHAI global policies- Oversee the financial management of the program, including monthly cash flow and financial reporting, cash allocations and budget forecasting and planning- Develop and manage program budgets in collaboration with program staff- Support human resources management, including recruitment and management of existing staff- Oversee internal management of the office's daily operations, including contracting with vendors, ensuring compliance with local laws, and interfacing with CHAI's legal and financial teams- Support fundraising efforts, including new program development, budgeting and the development and management of relationships with existing and potential donors- Manage processes for internal and donor reporting- Develop communication materials, make presentations and represent CHAI at public forums- Coordinate efforts with CHAI's partners and establish new partnerships- Maintain appropriate bi-directional communication with CHAI headquarters to ensure that CHAI's global capabilities are being fully leveraged- Facilitate communications and coordination between stakeholders- Lead the M&E development and implementation plans of CHAI supported interventions and lead the country team in the preparation of donor reports- Perform other tasks as necessary
- Anchor program at the state level and lend strategic support to multiple departments in the state government in operational roll-out of programmatic activities in the state, including capacity building of providers, plan for rapid deployment of treatment devices, initiation of services on screening and treatment, support state departments in improvement in reporting mechanisms and tools, and in roll out of communication activities to improve screening and compliance with appropriate treatment- Engage, mentor and guide the program team and partners in the state in execution of key program modules- Monitor program implementation activities; identify potential risks and challenges to the implementation plan and roll-out of activities; work towards addressing potential risks / mitigation mechanisms- Build and maintain trust-based relationships with key government partners (from national and state level), developmental partners in the state, and other relevant stakeholders to expand access to quality cancer care.- Support in design and implementation of processes, systems for collection, collation, and synthesis of program data to inform program strategy, operations, and reviews.- Support program leadership in the overall grant management process including sharing inputs or drafting donor update reports including progress monitoring, budget utilization, risk assessments and sustainability structures.- Disseminate key learnings from the program implementation in the state with government partners at the state and national level, CHAI program teams in other states and the donor to inform and strengthen interventions on cervical cancer prevention- Aid and support other aspects of the cancer program by working closely with the CHAI program teams at the states, country and global levels.- Support development of proposals, work plans, budgets and other reports and documents for ongoing and new areas.
The Manager will interface directly with the Unitaid finance team and will be responsible for ensuring that donor expectations and requirements for financial management are met. S/he will act as the team’s lead on internal financial management, working with the Budgeting & Reporting Department and country team finance leads. S/he will oversee subcontract management for contracts held by HQ and support other operational and logistics needs as they arise. Grant Management - Liaise directly with donors on financial matters - Support Global and Country Teams to create and revise grant proposal budgets and reforecasts that meet both internal CHAI requirements and external donor requirements - Ensure latest grant budget information is appropriately disseminated and understood within each sub-team at global level and by country team management (programmatic and finance) - Generate financial reports and invoices for donors, working directly with the relevant Director responsible for the grant, and work with the HQ Budgeting & Reporting Department to validate the reports - Develop grant-specific tools for financial management and reporting, for both donor and internal management needs - Lead on ensuring compliance with donor requirements CHAI Financials- Lead on the review of G/L entries across all Project IDs funded through program grants and work collaboratively with program managers and directors on G/L adjustments - Prepare monthly analyses of operational expenses against the budget; work with program managers and directors to provide variance explanations and to make ongoing adjustments to programmatic plans - Work with Program Director to periodically review income allocations and closely coordinate with all program teams about execution rate, adjustments needed and other changes with financial implications - Coordinate annual budgeting and semi-annual reforecasting for the cervical cancer programs to ensure consistency and accurate reflection of programmatic goals given the financial resources available - Work with the appropriate managers to allocate and track funding from the cervical cancer programs to other CHAI programs. Invoices and Contracts - Manage the business relationship with care-partners, lead on financial management, subcontract formulation, and compliance issues - Work with program managers and directors and Accounts Payable to ensure timely payment of invoices Internal Operations Management- Lead on the organization of internal and external meetings - Work with global program management to run & continuously improve processes needed for objective setting and prioritization, work planning & budgeting, and progress review & updates for the global program - Support HR-related operations of the global program team, in collaboration with global HR team and global team management (e.g., staff contract & work authorization, safety & security, office registration) Procurement - Manage the tasking and responsibilities of a procurement associate on the cervical cancer grant.- The primary task supervision on the procurement related workstreams would include: - Oversee the preparation of the Annual & Half-yearly procurement plans for the grant. - Ensure that the grant budget is updated and is in-sync with the Annual & Half-yearly procurement plans - Keep a track of the changes to the procurement as per the project need and keep in the donor and the program leadership informed of the changes - Ensure that the procurement of programmatic commodities is executed as per the agreed upon plan with the country teams. Procurement- Prepare Annual & Half-yearly procurement plans for the grant. - Ensure that the grant budget is updated and is in-sync with the Annual & Half-yearly procurement plans- Track changes to the procurement as per the project need and keep in the donor and the program leadership informed of the changes- Assist the country teams with order processing and ensuring compliance to the Annual & Half-yearly procurement plans- Coordinate with the in-country team leaders and partner suppliers to ensure programmatic commodities are manufactured, shipped, and delivered in the country as per the evolving grant operational plans.- Draft RFPs for new products and commodities required by the program- Collaborate with the partner suppliers and assist them with production planning, forward looking capacity expansion and liaising with external buyers i.e., country government, implementing partners and donor organizations- Assist country teams with new product registrations, local distributor identification and negotiations- Collaborate with the country teams and the CHAI quality assurance team to ensure product breakdowns/failures are appropriately logged and reported to the suppliers. S/he will also ensure that replacement devices are shipped timely to the country teams to keep service downtime to the bare minimum.- Prepare/review shipment package (Airway Bill, packing list and commercial Invoices) and coordinate the shipment schedule (release to the logistic provider)- Coordinate with logistic providers on the shipments and assist in issue related to shipments and transit risks.- Prepare Purchase orders (PO’s) and related payment request forms following the organization’s procurement policy and guidelines.- Collaborate with procurement agencies (UNICEF) on procurement orders, planning, recording, and reportingOperations & Finance Management- Work with each of the countries to ensure timely receipt of budgets- Run validation checks on budgets received from each country, liaise with countries to populate any missing data points- Support monthly with the GL review (all countries and global teams) with a view on:- Appropriateness of expenses charged- Staff costs to ensure they are in line with budget allocation for the country- Highlight if any expense reclasses are needed and work with accounting to get those done- Support on a quarterly basis:- GL review as per #1 above- Work with countries to carry out tagging of expenses in line with the donor cost categories- Review allocation to expenses to different outputs of the program as budgeted/ agreed- Work with countries to update the Asset register- Review quarterly financial reports of key sub-contractors- Reconciling procurement related expenses with the procurement plan and corresponding entry into the books- Support on a bi-annual basis:- GL review as per #2 above- Consolidate all countries’ GLs into the donor format
- Under this Agreement, Consultant will act as an advisory capacity to CHAI and its relevant stakeholders. Specifically, Consultant will: - Build strong relationships for CHAI with strategic and key leaders within the state health systems (including but not limited to Department of Health, Medical Education, Medical Corporation, autonomous government institutes), NGOs/developmental partners and other relevant allied bodies- Secure buy-in and support on the program on secondary prevention of cervical cancer with health leadership, concerned officials at the state and sub-state levels- Create an enabling environment in terms of policy, relationships and systems to support program scale-up ensure program goals are achieved- Support program team in implementing programmatic activities in areas including, but not limited to:- Capacity building of service providers and frontline-workers on screening and management of common cancers, specifically cervical cancer- Strengthening access to cervical cancer screening and treatment of cervical pre-cancerous lesions- Expedite decentralized deployment of treatment devices to improve access to treatment of cervical pre-cancerous lesions and enable a screen & treat approach for cervical cancer prevention- Support demand generation activities to mobilize beneficiaries for cancer screening- Support strengthening reporting and referral mechanisms to monitor program impact and ensure positively screened beneficiaries receive appropriate care and treatment; and- Other activities for successful operational roll-out and implementation of the program- Travel extensively within the state to visit health care facilities (PHC/CHC/CH/DH/GMC/TCCC) to assess and monitor health systems and effective on-ground implementation of the program- Actively engage with CHAI teams in Delhi, Madhya Pradesh and other states where CHAI is support implementation and strengthening of interventions on cervical cancer prevention to leverage learnings and strengthen / facilitate interventions in the Consultants program state- Support program reporting requirements through facilitating periodic reporting on status / progress and key indicators or program deliverables through the implementation of the program in the respective state- Undertake any other activities as asked by program leadership
