The DCD is a senior leader of the CHAI-Cambodia team, responsible for overseeing the effective execution of multiple programmatic strategies and ensuring CHAI provides high-quality support to the Ministry of Health. The role requires strong managerial, communication, and organizational skills. Responsiblities cover both internal and external areas, including management of one or more technical teams along with office operations. Leadership and Strategic Planning- Ensuring the development and execution of a compelling strategy for maximizing CHAI’s impact and support to the Ministry of Health, including clear operational plans that align with government priorities and are coordinated with relevant stakeholders- Supporting the development of new program areas, including development of proposal narratives, M&E frameworks and budgets; engagement with internal and external stakeholders; and donor engagement- Ensuring successful transition of completed programs with an emphasis on the long-term sustainability of investmentsProgram Oversight and Mentorship- Provide direct oversight of one or more program teams; provide support and guidance to program managers and other staff on strategy and project deliverables- Mentor program managers and senior technical staff as they take on managerial responsibilities- Develop and ensure execution of program budgets and performance indicators in collaboration with program staff and the country director- Work with program teams to shape new work areas, including project scoping, proposal writing and fundraisingOperations Management- Provide strategic thought partnership for operations, financial management and HR and ensure alignment with CHAI global policy and practice- Strengthen and formalize systems and processes for budgeting, financial tracking, and donor and government reporting- Support the operations team in planning how to translate new program needs into operations- Accompany the complex annual budgeting and reforecasting processesStakeholder Relationship Management- Represent CHAI in public forums, including the development of presentations and materials for external audiences- Ensure coordination and communication internally across teams, within country, across countries and globally- Develop and maintain strong working relationships with key stakeholders in government, international partners, donors and NGOs- Other activities and responsibilities, as needed
The Director will have overall responsibility for all programs in the CHAI Malawi office, with specific responsibilities that include: Program Management and Strategic Planning- Provide comprehensive oversight for all program implementation for CHAI Malawi.- Establish effective communication and coordination mechanisms across all workstreams to ensure maximum impact of activities and optimization of resources.- Identify key impediments to the successful execution of the program strategy and work with the MoH and partners to develop and implement solutions to rapidly address these bottlenecks.- Identify opportunities that could be catalytic for program and office growth to achieve expanded technical assistance to government.- Support cluster leads in their strategic planning, budgeting, and problem-solving and oversee project performance against work plans and budget.- Manage communication with CHAI global teams, and ensure monitoring, evaluation and reporting requirements to program donors are met.- Provide technical guidance, oversee quality of deliverables and ensure that communications and work products that are shared externally meet CHAI standards.- Ensure effective documentation, knowledge management and learning within and across programs.People Management- Lead and support staff to ensure optimal delivery of CHAI’s program activities.- Manage a team of highly motivated, and high-performing individuals with diverse work and educational backgrounds.- Work with HR and cluster leads to lead and support talent management initiatives, succession planning and provision of continuous feedback and capacity building to staff.- Provide support to HR and assist in the process of hiring, promotion, and teambuilding to ensure effective team staffing and performance in a multicultural environment.Technical Assistance and Relationship Management- Provide effective technical guidance to program teams and the Malawi government.- Support government in driving strategic discussions and decisions, and make technical contributions to national policies, strategies, plans, guidelines and programs.- Develop and manage key relationships with senior government and nongovernmental stakeholders.- Represent CHAI Malawi at local and international meetings, as designated by the Country Director.Resource Mobilization, New Initiatives and Grant Management- Provide strategic direction and leadership for resource mobilization efforts across CHAI Malawi, including cultivating new funding relationships.- Identify strategic areas for expansion or redirection of office priorities and guide strategic planning and proposal development.- Lead the office wide new program development initiative. Specifically, timely quality proposal/grant writing, application, follow up and new project/program start up.- Work closely with the Finance Manager in grant management, and provide direct support to cluster leads in grant management and tracking of programmatic budgets and expenditure.Office Leadership- Support the Country Director in setting programmatic strategy for CHAI Malawi.- As a Senior Management Team member, provide strategic guidance and support on issues that affect the CHAI Malawi office, including embracing diversity, equity, and inclusion in our teams.- Perform any other tasks assigned by the Country Director.
- Under this Agreement, Consultant will act as an advisory capacity to CHAI and its relevant stakeholders. Specifically, Consultant will: - Build strong relationships for CHAI with strategic and key leaders within the state health systems (including but not limited to Department of Health, Medical Education, Medical Corporation, autonomous government institutes), NGOs/developmental partners and other relevant allied bodies- Secure buy-in and support on the program on secondary prevention of cervical cancer with health leadership, concerned officials at the state and sub-state levels- Create an enabling environment in terms of policy, relationships and systems to support program scale-up ensure program goals are achieved- Support program team in implementing programmatic activities in areas including, but not limited to:- Capacity building of service providers and frontline-workers on screening and management of common cancers, specifically cervical cancer- Strengthening access to cervical cancer screening and treatment of cervical pre-cancerous lesions- Expedite decentralized deployment of treatment devices to improve access to treatment of cervical pre-cancerous lesions and enable a screen & treat approach for cervical cancer prevention- Support demand generation activities to mobilize beneficiaries for cancer screening- Support strengthening reporting and referral mechanisms to monitor program impact and ensure positively screened beneficiaries receive appropriate care and treatment; and- Other activities for successful operational roll-out and implementation of the program- Travel extensively within the state to visit health care facilities (PHC/CHC/CH/DH/GMC/TCCC) to assess and monitor health systems and effective on-ground implementation of the program- Actively engage with CHAI teams in Delhi, Madhya Pradesh and other states where CHAI is support implementation and strengthening of interventions on cervical cancer prevention to leverage learnings and strengthen / facilitate interventions in the Consultants program state- Support program reporting requirements through facilitating periodic reporting on status / progress and key indicators or program deliverables through the implementation of the program in the respective state- Undertake any other activities as asked by program leadership
- Provide input into policy documents including but not limited to national laboratory policies and strategic plans, quality improvement plans including accreditation schemes- Support assessment of technical resources and operational requirements in the laboratory network- - Support development of strategies and implementation plans based on outputs from PPP feasibility, DNO and SRS studies and for scale-up of piloted system strengthening activities- - Support the MOH in adoption of WHO guidelines for diagnostics- - Support national quantification exercises for diagnostics equipment and supplies- Support planning and implementation of technical and programmatic training and mentoring, including revision of training and mentoring materials, tracking training gaps and progress- Support in setting up of a data management system for reporting and results delivery and its integration into existing routine data management processes and systems, such as the country’s health information management system (HMIS)- - Develop materials and document internal updates to share with other CHAI team members, highlight opportunities for integration and coordination across work streams wherever possible- Conduct literature reviews and research activities as needed, and undertake other duties related to improving diagnostics access- Other responsibilities as needed
