- Serve as a trusted advisor to Ministries of Health, Ministries of Finance, PPP commissions, CHAI country teams, and in-country and global partners on the value proposition of expanding access to diagnostic testing and utilizing private sector capacity to strengthen diagnostic systems.- Provide day-to-day thought partnership and technical guidance to country teams.- Develop comprehensive assessment of the national laboratory and imaging systems in project countries, and design attractive investment case for improving country diagnostics.- Act as the focal person for specific project countries and manage the relationship between the Global Diagnostics Team (GDT) and CHAI Country Teams.- Support countries in determining the structure and scope of PPP agreements that address their diagnostics challenges and strengthen their diagnostic capacity.- Lead the development of key deliverables summarizing the analysis of country diagnostic systems.- Ensure rigorous and timely response to all requests from the project leadership team and external / donor partners.- Provide evidence-based advice to countries to inform the development of PPP agreements.- Collaborate with other CHAI teams to conduct the necessary feasibility studies, financial modelling, and economic analysis for the approved project scope.- Work with CHAI country teams to assist Ministries of Health in determining evaluation criteria for PPP bids and metrics to assess potential partners.- Troubleshoot technical and programmatic issues raised by countries and coordinate appropriate support to address these issues from GDT and other CHAI Global Teams.- Work with CHAI country teams and Ministries of Health to define the specific key performance indicators for the PPP projects, and develop the system for monitoring/managing performance of the contracted private sector partner(s).- Work closely with country teams to develop compendium of lessons learned and other evaluative evidence of the program which can inform policy decisions.- Support country offices to develop key communication materials summarizing progress and key achievements of PPP arrangements in-country.- Other responsibilities as needed.

- Provide health system expertise to CHAI country offices as they establish PPPs in selected Sub-Saharan African countries.- Direct CHAI staff on country and global teams on rigorous quality methods and diverse approaches and to drive the development of high-quality evidence to inform policy and PPP design.- Lead presentations and discussions with country governments (Ministries of Health and Finance) as well as with donor.- Facilitate and advise on negotiations and engagement with private sector bidders, on behalf of country governments to ensure value for money is achieved from the PPPs.- Drive evaluation of each country’s health system and analyze how PPP can improve quality of laboratory services, whilst increasing access, particularly among more marginalized groups.- Determine options for PPPs that deliver on national goals but are also affordable, and viable as business propositions for private sector providers.- Lead initial investment proposal for each country and play a key advisory role in each country’s in-depth feasibility study.- Advise country governments and CHAI country offices on potential procurement and legal pitfalls, support the design of a procurement and contracting process and workflow which maximizes the chance of receiving competitive bids and selecting a competent provider.

Provide strategic, technical, and programmatic support to CHAI’s diagnostics programs across 2-3 Asia-Pacific countries (~40%):- Work closely with country teams to develop their diagnostics strategy and workplans, aligned with global CHAI diagnostics strategy and country-specific needs- Provide day-to-day thought partnership and technical guidance to country programs on topics such as diagnostics-related national policies, procurement and supply chain management, healthcare worker trainings, data management, etc- Develop high quality deliverables to support countries’ programmatic objectives, including presentations, concept notes, tools, and models- Collect, consolidate, and share lessons learned and best practices (strategies, tools, and experience) across country programs to maximize impact of learnings- ~20 - 30% international travel may be required, majority of which is expected to be within the Asia-Pacific regionSupport the Asia-Pacific Diagnostics Consortium and other regional initiatives (~40%):- Conduct deep-dive analyses and develop preparatory materials to inform consortium discussions on gaps and priorities for diagnostics in the region- Engage and coordinate with a wide range of external stakeholders to ensure buy-in on the overall activities and outputs of the consortium- Provide ad-hoc support to other regional initiatives on an as-needed basisDrive cross-cutting global work streams, projects, and communications (~20%):- Lead the drafting of grant reports and presentations, concept notes and fundraising proposals- Contribute to CHAI’s global diagnostics strategy development efforts- Support development and implementation of special projects to further global impact
