CHAI is seeking a Senior Program Manager with relevant experience in health financing and primary health care systems, to lead work across strategy, management and operations of CHAI’s health financing program and emerging primary health care strategy. This Senior Program Manager will work across countries in Sub-Saharan Africa and Asia.  This is a challenging, fast-paced and rewarding position. The Senior Program Manager will report to CHAI’s Director for Health Financing and play a leadership role as part of a global health financing team responsible for building out new areas of work for CHAI in response to government requests. He or she will work with CHAI teams and governments to develop plans and proposals, engage donors and mobilize resources, and operationalize plans and conduct monitoring and evaluation. He or she will be responsible for documenting and sharing learnings with CHAI teams, governments and partners, to accelerate progress across countries. Key responsibilities include the following:- Support the strategy and growth of the health financing portfolio and primary health care portfolio. This includes working closely with CHAI country and global leadership to shape, write and communicate strategies. - End to end project management. This includes working with CHAI country offices that receive requests from government leadership for support. He or she will conduct proposal development, secure funding, work with country offices to recruit and staff-up, drive implementation, and support monitoring and reporting.- Donor engagement and resource mobilization, securing the next phase of existing grants and new grants. Work will entail donor landscaping, relationship management with donors and partners, and development of successful proposals.- Manage grants for a growing portfolio that spans 12 countries across Africa and Asia. Provide strategic input and advice on work plans and budgets, working with each country office; Write and present narrative and financial reports for donors.- Collaboratively design theories of change and results frameworks and execute a cross-country monitoring of work and process evaluation.- Represent and communicate CHAI’s work both within CHAI and to external partners, funders and governments. Disseminate learnings including through organization of global summits, sessions at conferences, monthly calls, and development of case studies and toolkits. Support uptake of tools and approaches across countries.  Engage and build relationships with partners working in similar areas.- Oversee operations, HR and finance support across the portfolio including in budgeting and reporting, managing support staff. - Engage in program and technical content, developing thought leadership in key areas and supporting cross-country work.- Stay abreast of the evolving health financing landscape, monitoring key trends in the field, and support learning within the global health financing team and across CHAI.- This role requires taking initiative to identify new opportunities and take on other responsibilities as needed and as requested by manager.
