We are seeking a highly motivated individual with outstanding analytical and strategic abilities, emotional intelligence, communication skills, academic credentials, and private sector experience. The following are the main objectives and responsibilities of the Senior Manager: Objective 1: Lead the team in achieving market-entry and access pricing agreements for service models to ensure the long-term functionality of vaccine refrigerators in-country- Markets-facing responsibilities:- Guide the team in refining the strategy for this work, as needed. Provide extensive mentorship with best practices for supplier engagement, including identification of high-potential (“Tier 1”) suppliers and service providers, providing product design and business strategies support, conducting costing analysis and negotiations, etc.- Mentor the team’s relationship managers with relationship-building and engagements with global suppliers and national or regional service providers to achieve high-quality, affordable yet sustainably-priced service capabilities. Examples of these services include leasing models and long-term maintenance contracts- Partner-facing responsibilities:- Take on full accountability for the team’s performance and reporting against grant targets, as committed to the Bill & Melinda Gates Foundation (the donor for this work). Guide the Manager of the CCE Markets team with the necessary project management. - Understand the team’s relationships and strategic priorities with each partner agency, mainly the Bill & Melinda Gates Foundation, Gavi, UNICEF, WHO, and PATH. Guide the team in refining these priorities as needed. Provide guidance and mentorship to the team’s relationship managers with each of these agencies, specifically with the following:- Relationship-management with key decision-makers at each agency- Programmatic problem-solving to periodically update/refine CHAI’s internal strategy and “theory of change” with each agency- Detailed technical problem-solving for a variety of policy measures to be informed/supported within each agency, e.g.: WHO’s standards and post-market monitoring mechanism for CCE; Gavi’s financing mechanisms and the detailed complexities of their operationalization in-country; UNICEF’s procurement practices and their implications for countries, suppliers, and donors- Country-facing responsibilities:- Support the team’s coordination with CHAI’s Vaccines Delivery team (global and in-country). Understand the “matrix” structure of the Vaccines program and ensure smooth collaboration with colleagues across the matrix- Support and guide the team’s work with CHAI’s Vaccines Delivery team to understand field realities and complexities in-country and their implications for markets work streams- Guide the consolidation of this in-country intelligence into formats that add value to the team’s work with suppliers and partner agencies- Mentor the team to add value to CHAI’s Vaccine Delivery team by sharing useful information and updates, actively offering bandwidth and support for impactful work streams, etc.- Any other responsibilities, as required by the Director of CHAI’s Vaccines Markets team and by the dynamic, evolving nature of the landscape Objective 2: Support completion of the solar electrification pilot in Uganda; explore opportunities for scale-up- Country-facing responsibilities:- In Q3 and Q4 2020, support CHAI-Uganda’s leadership with thinking about next steps for this area of work, pending the progress of the pilot - Support the Country Director, Deputy Country Director, and Program Manager of this work in Uganda to complete the pilot of a leasing model for solar electrification of health facilities. This work is being led by CHAI-Uganda through 2020, so the required support will likely be ad-hoc in nature and include:- Helping colleagues in Uganda with problem-solving and trouble-shooting- Helping colleagues in Uganda with relationship-management with the solar company- As needed, supporting colleagues in Uganda with data analysis, compilation of presentations and memos, and/or review/feedback about any materials- Other responsibilities:- Take on the existing relationships with partner agencies in the solar energy access space. Continue exploring opportunities for future partnerships and funding- Support the Executive Vice President of CHAI’s Vaccines program with strategizing further growth of this focus area- Additional responsibilities as assigned
- Provide high-value strategic and programmatic support to design and implement in-country initiatives which will dramatically improve vaccines supply chain performance in collaboration with CHAI country teams.- Provide critical input on the approach needed to meet in-country grant and program objectives related to vaccines supply chain, in line with the program strategy and model.Contribute to the design, planning and execution of high-impact projects with country teams to sustainably transform the vaccines supply chain in CHAI focal countries. Projects might include diagnosing the end-to-end vaccines supply chain and developing strategies and interventions for improvement, improving vaccines ordering and inventory management which may include improved used of technology and data for management, assessing opportunities to integrate vaccines supply chain with other commodities, and supporting thoughtful implementation of data management tools and systems.- Lead continuous development and effective dissemination & use of programmatic "tool kit", lessons learned, and other know-how related to vaccines supply chain across CHAI's vaccines program.- Inform national and global practices and policies related to vaccines supply chain.- Inform practices & policies based on robust evidence base, insightful analytical perspective, and lessons learned from CHAI and other partners to promote improved outcomes of immunization programs.- Develop relationships with key stakeholders in vaccine supply chain and establish yourself as a respected and trusted thought leader in this area of focus within CHAI and within the global immunization community.- Disseminate CHAI's programmatic insights to the global immunization community as appropriate.- Support the development of CHAI's vaccines program around vaccines supply chain, in collaboration with program and country leadership.- Support development of program-wide and country-specific objectives and strategies regarding vaccines supply chain.- Support scoping and development of new grants.- Develop program thought leadership in supply chain to deliver against current and future goals.- Support ramp up of new CHAI staff and new focus countries and strengthen capabilities of existing CHAI staff in supply chain, leveraging the institutional knowledge from CHAI vaccines program.- Support program and grant management, with a focus on vaccines supply chain work, in collaboration with program and country leadership.- Assess progress against overall objectives & milestones in areas of focus and help prepare high-quality briefings for donors and CHAI management, including achievements to date, action plan going forward, and key risks & opportunities.- Assess effectiveness of CHAI's theory of change and approach related to vaccines supply chain in focus countries and recommend improvement opportunities.- Other responsibilities as needed.
A) Grant Management: Support effective management of grants and of other external engagements for vaccines programIn coordination with the management of global vaccines and country teams, and with support of program coordinator:- Provide project management support to manage grants or produce key program deliverables (e.g., multi-country donor reports or proposal, large meetings); and build capacity of other team members on project management- Ensure the high quality of the writing and communication produced by CHAI’s vaccines with donors and external partners- Take responsibility for the operational and financial aspects of engagement with donors or external partners (including financial oversight, reporting, and compliance)- Ensure contractual commitments are reasonable, in coordination with CHAI’s contract and B&R team, and met (e.g., grants with donors, sub-contractor), including but not limited to anticipated cash flows, reporting requirements, approved budgetB) Internal Operations Management: Support effective management of internal operations for vaccines program and global vaccines teamWith support from the program coordinator, and in collaboration with global vaccines management team and related global operations teams, be responsible for the following:- Work with global vaccines management to run & continuously improve processes needed for objective setting and prioritization, workplanning & budgeting, and progress review & updates for the global vaccines program- Promote effective communication, coordination & knowledge management across the global vaccines team and the entire vaccines program (including identification of needs, collection of input/feedback, and organization of internal program meetings)- Organize global or regional meetings for the vaccine programs, in consultation with vaccines management- Support global vaccines management to strengthen the team culture and esprit de corps for the global vaccines team and the entire vaccines program team- Coordinate on operational & financial matters with the management of CHAI country teams and other global teams- Support HR-related operations of the global vaccines team, in collaboration with global HR team and global vaccines management (e.g., staff contract & work authorization, safety & security, office registration)- Strengthen and support hiring, on-boarding, professional development & retention, in coordination with global vaccines team’s managers.- Act as point person for global vaccines team for all operations-related questions related to organization policies, benefits, expense reimbursement, etc- Proactively and continuously identify opportunities to improve team’s effectiveness and efficiency and lead implementation of priority changes (e.g., processes, tools, technology)C) Financial Management and Financial System Strengthening for Vaccines Program:Manage and provide support to the finance senior associate of the global vaccines program in doing the following;- Budgeting and reporting: Ensure robust and proactive grant budgeting and reporting- Support Global and Country Teams to create and revise grant proposal budgets and reforecasts that meet both internal CHAI’s programmatic goals and requirements and external donor requirements- Ensure latest grant budget information is appropriately disseminated and understood within each sub-team at global level and by country teams management (programmatic and finance)- Help ensure timely and accurate generation of financial reports and invoices for grants administered by Global Vaccines- Proactively identify and flag grant financial issues to relevant stakeholders and assist in their resolution- Ensure compliance with donor financial requirements- Financial management: Ensure robust and proactive financial management for the vaccines program and the global vaccines team- Ensure accuracy and compliance of CHAI’s General Ledger (GL) entries for Vaccines with relevant indirect cost policies (of grant and of CHAI)- Review monthly CHAI budgets and their implementation for all Project IDs (PIDs) related to Vaccines, provide variance explanation and propose adjustments, raise flags to Global Vaccine Management, and assist in their resolution- Work with Global Vaccines Directors to develop & update CHAI budget for Global Vaccines Delivery team and to monitor the budget implementation- Work with Global Vaccines Directors to periodically review income allocations and closely coordinate with all program teams about execution rate, adjustments needed and other changes with financial implications- Develop grant-specific tools for financial management and reporting, for both donor and internal management needs.- Financial Systems Strengthening: Support and strengthen resources, systems & capacity building for financial management of the vaccines program- Ensure accurate, timely and proactive financial information flow between Global Vaccines, Budgeting & Reporting team and Vaccines country teams; strengthen systems and processes to ensure proactive and effective communication and coordination on financial matters- Develop & maintain useful financial references (e.g., master finance data, SOPs & guidance documents) and documentation (records of plans, adjustments, risks identified) for the Global Vaccine Program- Support improved financial management system and capacity for global and country vaccines teams through designing new tools, improving existing planning templates and processes and helping teams implement them effectively.D) Management of sub-team focused on program finance and operations (includes Vaccines Program Coordinator and Finance Senior Associate):- Manage your sub-team:- Set goals and priorities towards areas of greatest value-add with your team in consultation with vaccines program management team- Allocate responsibilities and delegate work effectively across your team- Ensure regular and smooth flow of information up, down & across the team- Facilitate effective and collegial communication and collaboration between you, your team and counterparts in other country and global teams- Manage each of your direct reports:- Help set impactful goals and priorities for your directs, in line with program priorities- Ensure your directs are productive, deliver high-quality work that materialize into impact, and help improve further their performance- Support your directs’ professional development, provide coaching where neededIn addition, the manager might take other responsibilities identified by supervisor.
