Working closely with Ministry of Health (MOH), partners and relevant technical working groups or committees, the Senior Coordinator, Optimization will:- Undertake consultative processes with stakeholders to enhance systems for product introduction and maximize efficiencies and effectiveness during the optimal products’ scale up- Support analyses of policy and regulatory landscape to make recommendations and support any policy revisions that may be required to ensure the smooth introduction of the optimal products- Support MOH in development, costing, implementation and monitoring of detailed national scale up plans for optimal treatment products- Coordinate the integration of optimal products into existing country and partner procurement programs.- Support integration of commodities into technical support documents such as treatment guidelines, training and mentorship tools to enhance optimal product uptake- Review health information and logistics management systems to ensure critical data on supply and consumption of optimal products are captured through these systems- Support periodic reviews and document process of product introduction to identify best practices and course correct when bottlenecks arise.- Develop and maintain strong, trusted working relationships with key stakeholders in government, professional bodies, regulatory authorities, development partners and NGOs to facilitate optimal product introduction and scale-up- Perform any other duties assigned
Working closely with the Ministry of Health (MoH), partners and relevant technical working groups or committees, the Senior Coordinator, Diagnostic Services will:- Provide MoH, Uganda National Health Laboratory Services, AIDS Control Program, National Tuberculosis and Leprosy Program and other programs with applied analytics support for decision making including scenario modeling, cost-benefit analyses, and any other quantitative support required- Support Uganda National Health Laboratory Services to implement strategic and integrated diagnostic programs such as HIV, Tuberculosis, Hepatitis, Human papillomavirus (HPV) testing to improve integrated patient management- Support MoH/UNHLS to build capacity for key diagnostic multiplexing and integrated laboratory diagnostics- Coordinate operational pilots for HIV, HPV and TB testing services to demonstrate the cost effectiveness and impact of new products/service delivery models on patient outcomes and support data analysis and writing of evaluation reports- Support MoH to conduct the HIV Testing Services (HTS) optimization activities in collaboration with key stakeholders- Support analyses of policy and regulatory landscape to make recommendations and support any policy revisions that may be required to ensure the smooth introduction of the optimal diagnostic products- Support MoH through the development of innovative procurement strategies for diagnostic technologies including reagent or instrument rental deals, bundled pricing negotiations and tender generation for procurement purposes where necessary- Identify diagnostics programming and supply chain bottlenecks through comprehensive quantitative and qualitative analysis, including field research, and developing contingency mechanisms- Assist the Laboratory Services Team to manage global supplier relationships through product demand forecasting, market analysis, sharing of market intelligence, and supporting price negotiations- Lead the preparation of key reports to the MoH, UNHLS (and other related programs), development partners and other key stakeholders in the health diagnostic sector- Coordinate diagnostic information sharing and joint supply planning between the 4 major warehouses in Uganda- Perform any other duties assigned.
- Support national quantifications efforts, including pipeline planning, commodity gap analyses, and continuous monitoring of the funding for HIV Commodities and associated lab commodities.- Identify supply chain bottlenecks for medicines and diagnostic products through comprehensive quantitative and qualitative analysis, including field research and developing contingency mechanisms.- Provide Ministry of Health Pharmacy Division, National Medical Stores and Central Public Health laboratories (CPHL) with applied analytics support for decision making, including scenario modeling, cost-benefit analyses, and any other quantitative support required.- Support the preparation of key reports to the MoH, NMS, CPHL and development partners and other key stakeholders in the health commodities supply chain.- Coordinate information sharing and joint supply planning between the 4 major warehouses in Uganda.- Work with MOH Pharmacy Division, Warehouses, Implementing Partners and NDA to introduce and roll out more optimal ARV medicines and technologies- Conduct financial gap analyses and prioritization of treatment and diagnostics commodity scale up plans, and support efforts to mobilize resources towards underfunded areas of the plans.- Coordinate importation of CHAI procured commodities and support optimization of registration processes for new products.- Coordinate trainings and CMEs on new/more optimal medicines and diagnostics and updated guidelines.- Work with MOH Pharmacy Division, NMS and CPHL to improve Logistics coordination amongst lower level facilities, Implementing partners and District Health Teams.- Perform any other duties assigned.
