Strategy Development- Provide strategic leadership and guidance for the HIV and Viral Hepatitis diagnostics programs, including supporting the development of the vision and priorities for workstreams, and overseeing the development of clear strategic and operational plans for program execution and synergy with the broader LST strategy- As a member of the leadership and management team for LST, contribute to the strategy development for diagnostic services for other disease programs by sharing best practices and lessons learned from HIV and Hepatitis programs, as appropriate.Program Management:- Provide technical guidance and support for the HIV diagnostic portfolio including HIV testing, early infant diagnosis, viral load monitoring, CD4 testing, TB LAM, and CrAg screening; guide the teams to resolve issues and mitigate risks; and support problem resolution where needed to ensure implementation progress and overall delivery of grant commitments.- Provide technical guidance and support for the global and country-specific viral hepatitis diagnostic portfolio, including hepatitis B (HBV) and hepatitis C (HCV) rapid screening, self/peer testing for HCV, HCV viral load and HBV and HCV antigen testing, and integrated multi-disease diagnostic platforms; guide the teams to resolve issues and mitigate risks; and support problem resolution where needed to ensure implementation progress and overall delivery of grant commitments.- Engage with country leadership to provide technical support and strategic guidance, and support market-shaping efforts for diagnostics.- When appropriate, represent CHAI’s work on HIV and Viral Hepatitis diagnostics externally at global stakeholder meetings, conferences, and webinars.- Support the development and conceptualization of high-impact interventions to translate the results of relevant analyses into actionable plans and changes in policy and operations at the country level.- Develop a trusted relationship and dialogue with program leads on other CHAI teams working on HIV and viral hepatitis diagnostics projects to ensure alignment on priorities, strategies, processes, and objectives.- Manage and build relationships with various external partners, including UN organizations, donors, implementing partners, technical partners, and suppliers, develop partner engagement strategy, and oversee partner engagement by staff members.- Work with technical staff to identify opportunities for evidence generation, and plan and execute evidence generation activities to inform international and national policy related to HIV and viral Hepatitis diagnostics.Human Resources Management- Directly line manage one Analyst supporting the viral hepatitis global team, including providing regular and ongoing technical support and performance management.Team Support and New Program Development- In partnership with Senior Director, HAP, Sr. Director Viral Hepatitis and Director of Programs, LST, set fundraising goals, identify, and develop fundraising opportunities.- Support fundraising, including proposal development, for new opportunities where appropriate. Engage in regular HAP and viral hepatitis global team meetings to ensure that diagnostics are appropriately integrated into overall program planning and implementation.- Role model the values and mission of CHAI and the behavior norms of the global HAP and viral hepatitis program.- Other responsibilities as needed.
- Manage program by establishing goals and delivery plan, supervising task execution, and monitoring project progress to ensure that expected deliverables and targets are achieved on time and on budget- Craft and execute comprehensive work-plans with Country Support Managers (CSMs) and country teams in line with LST objectives and commitments- Provide technical guidance in development, implementation and management of evidence-based programming consistent with organizational and international best practices, national health plans, and CHAI's strategic plans- Engender practice of sharing best practices within team, and by extension country programs, to ensure strategies, tools and planning processes build upon prior experience and learnings- Keep LST leadership and CSM team members informed of country and global activities so that each can fully anticipate programmatic needs- Work with LST leadership to develop and maintain strong internal and external relations, including but not limited to country teams and leadership, and public and private sector partners- Manage collection of procurement data, development of forecasts, and communication of findings with internal and external partners- Identify and develop new program and funding opportunities and develop and manage relationships with existing and potential donors- Perform other responsibilities, as requested by supervisor and program directors
- Serve as a key advisor to Ministries of Health, CHAI country teams, and in-country and global partners on the expansion of access to diagnostic testing, and utilizing the capacity of the private sector to strengthen diagnostic systems.- Act as the focal person for specific project countries and manage the relationship between the Global Laboratory Services Team (LST) and country offices.- Support countries in determining the structure and scope of PPP agreements that meet their needs to strengthen their diagnostic capacity.- Provide evidence-based advice to countries to inform the development of PPP agreements. Support countries with necessary financial modelling, economic analysis and monitoring of health improvements resulting from the PPP agreements.- Assist Ministries of Health in determining evaluation criteria for PPP bids and metrics to assess potential partners.- Troubleshoot technical and programmatic issues raised by countries and coordinate appropriate support from LST to address technical issues.- Support countries to monitor and performance manage agreements with private sector partners and hold them to account for delivery of key performance indicators.- Garner lessons learned and other evaluative evidence of the program across countries and synthesize into policy-friendly learning products.- Support country offices to develop key communication materials summarizing progress and key achievements of PPP arrangements in-country.- Other responsibilities as needed.
