Primary responsibilities:- Facilitate oxygen equipment and commodity procurements, managing relationships with relevant ministries and stakeholders, third party vendors, and global team- Oversee contract/deliverable management during installation of VIE tanks, piping and equipment at a select facility in Yaoundé.- Support with routinizing the use of the VIE tank installed at site- Follow up with LOX orders and deliveries from vendors, and LOX utilization at site- Support the establishment of coordinating platforms to oversee investments in oxygen at national and regional levels- Design and implement hub and spokemodel pilot to demonstrate the utility of LOX and feasibility of scale up- Conduct monitoring and documentation of impact of LOX implementation at the VIE tank site- Support the MOH to routinize oxygen monitoring across its national and subnational levels- Facilitate sustainability planning for LOX use at the site and expanded use nationwide- In close collaboration with country representative, develop the SRMNCH portfolio strategy and ensure alignment with government, donor, and global CHAI strategies- Co-ordinate with other local and international development partners to leverage complimentary expertise, funding and/or relationships- Work with global and in-country leadership to identify and pursue fund-raising opportunitiesOther responsibilities- Integrate the MOH taskforce for medical oxygen access and build the capacity of relevant MOH staff in coordination of all oxygen-related activities in the country; act as secretariat to the working group, which may include drafting presentations, meeting agendas, and taking meeting minutes amongst others- Support broader advocacy and resource mobilization efforts for medical oxygen access, e.g. drafting grant proposals, concept notes, presentations, budgets- Lead the drafting of technical narratives, publications, and other dissemination products- Integrate medical oxygen equipment procurement and distribution into existing routine supply chain processes and systems, such as the country’s logistics management information system (LMIS/eLMIS)- Develop monitoring & evaluation tools for CHAI and ministry use, at the national, county, and health facility levels- Institute clinical training and mentoring plan for medical oxygen, including revision of training and mentoring materials, tracking training gaps and progress- Strengthen the BME inventory management systems, through development of inventory management tools, routine maintenance schedules and standard operating procedures (SOPs)- Liaise regularly with MOH units, other government agencies, NGOs and international multilateral organizations for oxygen-related work and serve as focal person at relevant workshops and meetings- Lead internal communications on key donor reporting deadlines to relevant team members – work closely with Finance and Administration teams to ensure activity plans and programmatic budgets are shared proactively-coordinate with Country Leadership to ensure any major risks and challenges for programmatic objectives are escalated and addressed accordingly- Develop materials and document internal updates to share with other CHAI Cameroon and global team members; highlight opportunities for integration and coordination across work streams wherever possible- Conduct literature reviews and research activities as needed, and undertake other duties related to improving oxygen access in Cameroon- Work with MOH and other stakeholders to identify available resources, analyze funding gaps and mobilize resources to fund national plan- Other responsibilities as assigned and needed
- Perform scientific literature review on relevant topics as needed (e.g., surveillance methods, drivers of malaria transmission, intervention effectiveness)- Monitor, evaluate, and improve the performance of malaria surveillance processes and platforms including the quality of generated information- Contribute to the formulation of surveillance guidelines and SOPs- Design, implement, analyze, and disseminate results from projects evaluating program and/or intervention effectiveness- Organize, clean, and integrate datasets from different sources to aid program monitoring and evaluation and data analyses- Conduct statistical and spatial analyses of malaria metrics (epidemiology, entomology, interventions) to understand disease pattern and impact of interventions in collaboration with academic partners- Synthesize and disseminate findings through high-quality presentations, reports, and scientific publications- Translate analytic results to government and non-government partners to support evidence-based decision making and the formulation of operations plans of malaria activities- Promote the routine use and analyses of epidemiological, entomological, and programmatic data to inform country strategy planning and routine program implementation- Supporting institutionalization of data reviews at all levels, including the development of data collection tools and dashboards (e.g., Tableau, DHIS2)- Formulate and deliver national and sub-national level technical training materials- Provide technical supervision, training and ad-hoc programmatic support to staff members involved in epidemiological and surveillance strengthening activities- Represent CHAI at external technical meetings with local academic and technical partners- Serve as a trusted adviser to key stakeholders across government and non-governmental organizations by proactively developing and maintaining strong working relationships- Any other tasks as required
- Closely collaborate with leadership to develop clear operational plans for execution- Build and maintain trust based relationships with the government and other stakeholders- Manage the integration and implementation of oxygen and related commodities to the supply management tools and systems, propose different options of an adapted Supply Chain Management strategy to optimize the distribution of oxygen cylinders and related commodities, as needed- Support the program in the development, coordination and implementation of trainings, conferences, and meetings- Design KPIs to monitor the oxygen and related commodities supply operations efficiency- Assist the development of programmatic reports by creating content, analyzing data, and synthesizing project activities- Provide technical and capacity building assistance to the government staff- Identify areas where support is needed, plan for and design the necessary programmatic support- Support the Program Manager to identify and bridge gaps pertaining effective implementation of the program’s priorities- Performs moderate to highly complex analyses and presents findings in a clear, concise manner- Other responsibilities as needed
- Provide health system expertise to CHAI country offices as they establish PPPs in selected Sub-Saharan African countries.- Direct CHAI staff on country and global teams on rigorous quality methods and diverse approaches and to drive the development of high-quality evidence to inform policy and PPP design.- Lead presentations and discussions with country governments (Ministries of Health and Finance) as well as with donor.- Facilitate and advise on negotiations and engagement with private sector bidders, on behalf of country governments to ensure value for money is achieved from the PPPs.- Drive evaluation of each country’s health system and analyze how PPP can improve quality of laboratory services, whilst increasing access, particularly among more marginalized groups.- Determine options for PPPs that deliver on national goals but are also affordable, and viable as business propositions for private sector providers.- Lead initial investment proposal for each country and play a key advisory role in each country’s in-depth feasibility study.- Advise country governments and CHAI country offices on potential procurement and legal pitfalls, support the design of a procurement and contracting process and workflow which maximizes the chance of receiving competitive bids and selecting a competent provider.
- Support CHAI country team, MOH, partners and targeted healthcare workers in the pursuit of adapting a point of use test card, for assessing the quality of chemotherapy drugs.- Collect qualitative and quantitative data to determine the market trend of chemotherapy products in Cameroon.- Implement post market surveys (PMS) of anti-cancer products in circulation in Cameroon using fast, reliable, affordable procedures like Spot-checks.- Develop a health and economic cost benefit analysis of instituting PMS on chemotherapy products for the country taking into consideration the impact on the health of patients.- Participate in the development and review of manuscripts for publication in peer review journals.- Collect relevant information to maximize access to scarce chemotherapy products and protect patient health in target health facilities.- Prepare preliminary analysis of data collected to guide leadership of investigators.- Collaborate closely with the team to proactively identify areas of opportunity as well as possible challenges and barriers to cancer treatment access.- Leverage strong analytical and problem-solving skills to accelerate progress towards the program’s milestones.- Provide additional technical assistance as needed in the areas of M&E, data management.- Prepare status reports and other required project update documents.- Prepares and submits relevant expense and activity reports within institutional timelines.- Carry out any other duties as may be required by CHAI leadership.
Finance and Accounting- Compile all payments requests and submit to Finance manager for review and approval by budget holder or Country Director- Ensuring accurate and timely processing of supplier invoices and payments- Sending supplier remittances where applicable- Support the internal or external audit process by sorting out audit sample and ensure their completeness- Act as first level support to new colleagues on finance processes and compliance issues- Assist Program staff in assigning the correct PID / GID in their expense reports- Receive and review all their party (EU, MTN etc.) payment vouchers and file them with appropriate TN’s- Prepare weekly cash release and submit to finance manager for review an approval by Country Director- Track staff travel cash advances and reconciliations to ensure compliance with finance manual- Monitor Fuel Tom card balances and ensure timely refill- Follow up with suppliers for original invoices and/or receipts- Support the month end close process with preparation of monthly fuel and carbon report- Ensure monthly filing of all finance vouchers and month end close files- Ensure monthly scanning of finance documents including vouchers, contracts etc.- Track and maintain records of equipment and capital purchases- Other accounting tasks as neededProcurement- Regularly update the vendor register with relevant information for new vendors- Ensure the PO tracker is updated weekly- Ensure all OFAC checks are updated on timely basis in line with CHAI policy- Review purchase orders and other relevant procurement documents for correctness and completeness before they are issued to vendors, and/or processed- Review purchase orders and consult with the team lead for approval, prior to issuance within agreed upon thresholds- Liaise with vendors and other service providers and ensure administrative documents, invoices, GRN are provided before payment is processed- Provide guidance to the program team on compliance requirements in procurement- Other procurement tasks as neededAdministrative- Maintain the asset register and ensure it is always up to date, including conducting impromptu asset verification on a periodic basis- Maintain office records such as travel logs, asset lists, and others as needed- Receive office supplies and prepare GRN- Manage office supplies/consumables stock and ensure timely replenishment- Collect and distribute in-coming mail, record, and send out all out-going mail- Keep reference serial list and assign to new external correspondence- Coordinate logistics for meetings and trainings and set up of conference room(s), request cash advance for refreshments, and provide other logistics for in-house meetings- Oversee office facilities management, transportation, and logistics, including making necessary arrangements for project meetings, workshops, and trainings- Manage the project leadership’s agenda, contacting people to request and confirm appointments- Manage general office services including guards, cleaning services, transportation, and utilities- Manage office supplies and consumables stock to ensure timely replenishment- Other administrative tasks as needed

Role and ResponsibilitiesCHAI is seeking an Associate with project management experience and extensive analytical skills to provide quality technical support to the Ministry of Health. This will include support to various health financing and system strengthening reforms listed above. The Associate will be based in Ouagadougou and will interact with key government stakeholders, donors, and the rest of the local and international community in Burkina Faso.This position offers a unique opportunity to work closely with a government that is committed to ensuring universal access to health care through historic and innovative reforms. Key responsibilities include the following:- Act as an advisor to government stakeholders and support the design and implementation of new or improved health financing reforms and strategies. This will include support to the following initiatives:- Support the MoH to design and implement key reforms/interventions to strengthen primary health care financing, including for Free. - Support the MoH to design a training programme on health financing for policy makers and managers. - Strengthen resource management processes, capacities and practices at different levels of the system for evidence-based planning, budgeting and expenditure tracking.- Design and conduct cost and impact analyses and other quantitative analyses that assess opportunities to improve the efficiency, effectiveness, and sustainability of health financing in Burkina Faso, including for the free care program. This includes the development of protocol studies with key process, output, outcome and impact indicators to track.- Develop high-quality written reports and briefs tailored to different target audiences, to turn analytical findings into policy and operational recommendations. Scope and build up global level support to strengthen vaccines supply chain data systems- Develop productive relationships with key global stakeholders (e.g., Gavi, BMGF, UNICEF Supply Division/Program Division) to identify areas of support and foster effective exchange of know-how and coordination of efforts with partners- Become a respected and trusted representative and thought leader on cold chain and supply chain within CHAI and within the global immunization community- Support potential hiring and staffing of team to deliver on identified areas of support in collaboration with CHAI’s regional and technical managers- Scope new impactful and transformational new work with our existing global partners (e.g., BMGF, Gavi) to support improvement in cold chain management and sustainable data systemsSupport cold chain as a service strategy development and planning in partnership with UNICEF and selected country partners- Support the development of a novel procurement strategy and its implementation plans in partnership with UNICEF. - Own and execute external and internal communications strategy to support goals of Assistive Technology program- Develop and maintain a comprehensive and easy to access suite of AT communication resources and best practice guidance for using and developing content- Support CHAI’s communications team to carry out wider communications strategy, including managing special projects for various teams at CHAI- Conduct strategic media outreach, including defining audiences, developing pitches, and building or updating media lists- Plan and execute strategic outreach to new and existing partners and donors- Write and edit materials including blog posts, reports, press releases, decks, social media posts, and more- Assist with internal communications and knowledge sharing
