CHAI is seeking a Senior Associate to join its Global Vaccines Delivery team to support work improving coverage and equity through new vaccine introductions and enhancing service delivery across focus countries, particularly as it relates to the COVID-19 vaccine decision making and introduction process and introducing other key life-saving vaccines, such as HPV. The Senior Associate will operate at both country-level and global-level to provide strategic and programmatic support, with a focus on countries in West Africa.This is an opportunity to join a fast paced, energized, matrixed team focused on implementing lasting, transformational impact to the global vaccines' delivery space. Candidates should be experienced at analyzing & presenting data and messaging powerfully through written documents and presentations; working collaboratively in a fast-paced, multi-cultural environment; and functioning independently with minimal guidance. This role could benefit from someone with management consulting or analytical experience, who is also motivated and mission-oriented with strong quantitative, problem-solving, and cross-cultural communication skills. To Note:This position will be based in either Nigeria or Cameroon, with the flexibility and preference to be based in Sub Saharan Africa pending country leadership approval.Key responsibilities of this position include, but are not limited to: 1) Provide strategic and programmatic support for the design and implementation of key in-country work on COVID-19 and other new vaccine introductions. The successful candidate will provide both strategic and technical support to the select CHAI focal countries on COVID-19 and other new vaccine introductions. These activities will include collaboration with CHAI country program staff to support select CHAI focal countries on:- Decision-making and delivery model optimization to improve logistics and coverage of COVID-19 vaccines amidst rapidly changing circumstances (e.g. supply volumes, timelines, and product presentations). In particular, there will need to be emphasis on supporting CHAI country teams to adapt global tools and guidance to the country specific context for the current urgent push to reach 70% coverage of COVID-19 vaccines in every country, transitioning COVID-19 vaccines programs to the sustained model, and other NVI decisions during this period. Including:- Facilitation of a review of various product and introduction scenarios to support countries to determine feasibility and risks to introduction readiness; and support countries to identify key challenges for mitigation or potential scenarios where a selected vaccination strategies will ultimately not be feasible on a reasonable timeline- Support focal countries to understand key challenges and intervention needs for service delivery of the COVID-19 vaccine, including but not limited to selecting and reaching target cohorts, novel supply chain challenges, and rapid regulatory needs of vaccinations- Identification of an appropriate mixed delivery model for different segments of the population, and development of recommendations for changing global guidance and vaccine efficacy/safety data for various populations, particularly for the future, sustained, COVID-19 program- Rollout planning and preparation to support the implementation of the national introduction preparations, including working with country program staff to anticipate potential challenges to accelerated uptake of COVID-19 vaccine rollout and collaborating across the team to help identify mitigation action to get delayed activities back on track. Critically, during the introduction rollout, the successful candidate will provide technical assistance to country partners and help to adapt global guidelines to the country specific context. - Post-launch support to diagnose bottlenecks and designing bottleneck mitigation strategies at various stages through the introductions, identify concrete opportunities and best practices for boosting COVID-19 vaccination coverage. Depending on the development of the COVID-19 vaccination landscape, successful candidate may also collaborate with select CHAI focal country teams to develop recommendations and strategies on subsequent phases of COVID-19 vaccination, including decision making on issues of product selection, preventative vs reactive vaccination strategies, and integration with routine immunization and primary health care programs.- Continuous development and effective dissemination and use of programmatic lessons learned, and other know-how related to new vaccine introduction across CHAI's vaccines program focus countries and global partners.- Support collection, documentation, and sharing of key lessons learnt in collaboration with CHAI focal countries. These lessons will be shared across CHAI country programs to help accelerate COVID-19 countries and help with cross country sharing and collaboration.- Support global efforts towards developing guidelines towards successful COVID-19 vaccination decision-making, introduction strategy and planning, and post-launch coverage acceleration. This will likely include development of “model” programs that could be scaled, replicated, or leveraged to develop future vaccination strategies. Leveraging lessons learnt from in country work the successful candidate will coordinate with the workstream manager to share these lessons and influence key global guidelines- Technical support (tools, information and lessons learned developed across CHAI’s work) provided to country governments and partners and through global mechanisms that support COVID-19 vaccine interventions and/or service deliveryWhile the focus of this role is expected to be on COVID-19 vaccination, the successful candidate will also be requested to carry out support to other critical new vaccination work within CHAI’s portfolio or scoping, such as infant and HPV vaccination programs as needed. 2) Support the development of CHAI's vaccines program, in collaboration with program and country leadership- Support development of program-wide and country-specific objectives and strategies regarding new vaccine introduction, particularly as related to the long-term arc of COVID-19 vaccination- Support scoping and development of new grants, including development of CHAI’s next new vaccine introduction strategy pieces- Develop program thought leadership in new vaccine introduction and complex vaccine service delivery to new target cohorts to deliver against current and future goals3) Support program and grant management, in collaboration with program and country leadership- Assess progress against overall objectives & milestones in areas of focus and help prepare high-quality briefings for donors and CHAI management, including achievements to date, action plan going forward, and key risks & opportunities- Assess effectiveness of CHAI's theory of change and approach related to immunization service delivery in focus countries and recommend improvements- Contribute as a member of the global vaccine team to the effectiveness and collegiality of the team, help identify opportunities and improve CHAI’s vaccines program and team
- Build strong relationships with stakeholders across government and non-governmental organizations- Serve as a trusted advisor to the malaria program- Provide day-to-day support to national malaria programs to help them make evidence-based plans and execute effective programs- Provide technical support to development or revisions of guidelines and SOPs for malaria elimination activities- Work with CHAI's technical teams and regional managers to develop and implement a coordinated program of support- Identify key impediments to programmatic goals and help devise targeted solutions to them- Conduct quantitative analyses to ensure sufficient supplies of commodities, appropriate coverage with interventions, and/or progress towards program goals- Conduct costing and financial analyses and support development of funding proposals- Draft presentations and reports for internal and external stakeholders- Coordinate meetings and facilitate knowledge sharing between the government program and partner organizations in the region to ensure coordination- Provide program and budget updates for donor reporting and best practice sharing- Other responsibilities as needed
- Serve as the focal point and knowledge center for CMPE and external partners on CHAI’s support to eliminate P. vivax malaria in Laos- Build expertise on P. vivax diagnostic tools and local operational research, and contribute to the overall strategy and theory of change from planning to implementation of these new tools in Laos- Provide technical support to CMPE to manage the planning, introduction, and phased implementation of safe radical cure of P. vivax- Regularly monitor the status of P. vivax commodities in country such as G6PD tests and primaquine, and support the development of inputs for routine quantifications and operational budgets for these commodities- Support CMPE with data collection from DHIS2 and mSupply, analysis, and visualization. Track progress and quality of data, and make necessary updates to the P. vivax M&E framework.- Support CMPE in developing or revising case management training materials, job aids, and guidelines and support CMPE to conduct trainings for central and sub-national level staff - Support CMPE to conduct effective case management supervision visits and on-the-job trainings to poor performing health facilities as identified through data reviews- Reinforce and expand programmatic reporting and activity tracking tools and processes at central and subnational levels; further the capacity of government staff to conduct activity tracking on a regular basis- Support CMPE and CHAI subnational teams to ensure high testing and reporting rates by health centers and VMWs. Support subnational teams to regularly review and analyze data from DHIS2 to inform response and interventions- Follow up on VMW program implementation to ensure alignment with CMPE recommendations- Track CHAI grant position-relevant deliverables and support donor reporting processes- Coordinate with CHAI subnational team to simultaneously provide targeted support and relay implementation feedback to central level- Coordinate closely with CHAI colleagues to ensure comprehensive and seamless case management, surveillance, and program and financial management support to CMPE- Represent CHAI in external meetings to provide project updates and technical guidance on safe radical cure activities- Other duties as assigned
The GMT SRH Manager will drive forward key SRH market-shaping activities. This role will involve leading projects to enhance access to vital SRH commodities in LMICs through a range of activities such as negotiating supplier agreements, supporting the introduction and scaleup of key commodities once supplier agreements have been reached, and bringing generic competition to market. As part of these activities, the manager will often need to guide the development of compelling business cases and demand forecasts, among other analyses. We are seeking a highly-motivated, entrepreneurial, and collaborative individual with outstanding analytical, problem-solving, stakeholder management, and communication skills. The manager must be able to function independently, be comfortable working across various technical and country teams within CHAI, and have a strong commitment to excellence. CHAI seeks an Associate to join Rwanda’s sustainable health financing team. In this role, the Associate will support the implementation of CHAI support to the GoR working closely with key decision makers of the MoH, RSSB, and Ministry of Finance. This will include support to various health financing reforms and operational improvement initiatives, including a provider payment reform for PHC and the revision of the CBHI benefit package. The Associate will report to the Program Manager for Health Financing and will work closely with other CHAI teams at the country and global level, including in Health Financing; Health System Strengthening; Infectious Diseases; Reproductive, Maternal, and Child Health; and others. Responsibilities- Design and carry out the scope of CHAI's support to the Ministry of Health and to Rwanda Social Security Board, for health financing according to government priorities and the evolving support needs of the Ministry of Health.- Act as a key advisor to government leadership in the design and implementation of health financing interventions and reforms. Those will include, and not be limited to, the following:- An ambitious provider payment reforms for primary health care providers. This will involve support to the government at central and subnational levels for the roll out of the payment reform.- The institutionalization of an evidence-based process to revise CBHI health benefit package and ensure essential services are covered by the scheme- The strengthening of donor coordination to support domestic resource mobilization and a sustainable transition towards greater self-reliance- Support the government in conducting in-depth financial analyses to inform priority reforms. These analyses may include the following:- Projections of service demand and financial needs for CBHI, as well as an analysis of financial availability and funding gaps.- Efficiency analyses that will inform interventions to improve financial management at central and peripheral levels and for different pillars of the health system.- Critical analysis of the distribution of financial resources for the health system as a whole and the expenditure incurred.- Other quantitative analyses to assess the opportunities to improve the efficiency, effectiveness and sustainability of health financing in Rwanda.- Transfer expertise to government partners in data analysis, including costing, scenario modelling and budgeting.- Draft presentations and reports for internal and external stakeholders on the work of health system strengthening in Rwanda.- Pursue opportunities for collaboration with other CHAI teams, helping to build a cross-cutting community of practice within the country, region and organization.- Other responsibilities as assigned by supervisor.
Leading Investigations- Serve as investigation manager for internal investigations, including assigning investigation teams, writing and reviewing TORs, interview documentation, outcome reports, and sharing recommendations with CHAI leaders; assist external investigations as needed, by providing counsel with relevant information and acting as a CHAI liaison.- Provide professional expertise to CHAI’s team of internal investigators, Global HR, Safety & Security, impacted staff and managers, and to CHAI’s senior leadership, while maintaining strict confidentiality- Liaise with legal counsel to evaluate and advise CHAI leadership and Global HR on country-specific investigation requirements, processes, and risk mitigation- Support CHAI’s complaint response mechanisms, including monitoring a third-party whistleblower hotline and responding to open complaints- Maintain CHAI’s investigations procedures, and engage with counsel to routinely assess and update procedures as necessary to adhere to legal complianceTraining and Development- Own and update CHAI’s existing safeguarding and respectful workplace-related training content (online and in-person materials) and develop new training materials- Organize and conduct Focal Point Trainings for all new Focal Points (FPs), and make recommendations for new FPs in line with the diversity of CHAI’s global community- Build and promote additional safeguarding capacity across human resources (global and country) by sharing resources and training on conducting investigations and international best practices, such as managing gender issues in the workplace- Support program and country teams to incorporate safeguarding protocols, risk assessments and mitigation plans into their programmatic activities- Collaborate with external consultants to develop additional safeguarding resources as neededMonitoring and Evaluation- Maintain Global HR’s safeguarding tracker, outlining the status of complaints received, and lead weekly safeguarding meetings- Develop a safeguarding risk matrix to help identify and proactively manage current and emerging safeguarding risks- Prepare and distribute quarterly safeguarding summary reporting to CHAI leadership- In partnership with Global Operations & Contracts, provide quality and timely responses to donor assessments and review grant proposals to ensure alignment on safeguarding reporting- Develop M&E measures to ensure policies and procedures are implemented and executed CHAI-wideStrengthening Policies & Knowledge Management- Provide guidance to CHAI leadership on navigating highly sensitive situations, including supporting leadership when reporting safeguarding concerns to relevant parties- Promote knowledge sharing, documentation, and dissemination to all CHAI staff of existing safeguarding materials and best practices- Research and develop new tools and resources to support survivors of sexual abuse, harassment, and exploitation, including survivors of gender-based violence- Continually assess CHAI’s safeguarding program and identify gaps in knowledge and recommend appropriate enhancementsAdditional Tasks- Act as a Focal Point and member of CHAI’s Safeguarding Committee- Support CHAI’s background check rollout- Other duties and projects, as assigned
Lao PDR-specific responsibilities (50%)- Provide technical assistance to the Lao PDR National Center for Malariology, Parasitology, and Entomology (CMPE) and sub-national malaria programs to strengthen entomological surveillance programs to understand malaria transmission patterns in Lao PDR and tailor vector control interventions accordingly- Collaborate with key partners to analyze entomological surveillance data, develop training materials, and support select entomological field activities- Support the planning, implementation, and monitoring and evaluation (M&E) of long-lasting insecticidal net (LLIN) distribution through both mass campaign and continuous distribution channels in Lao PDRCambodia-specific project responsibilities (25%)- Collaborate with the CHAI Cambodia Malaria team and GMS Deputy Regional Manager to support planning, implementation, and M&E for LLIN distribution at national and sub-national levels- Support the Cambodia National Center for Parasitology, Entomology and Malaria Control (CNM)identify, cost, and deploy appropriate innovative vector control tools targeting high-risk populations- Explore digitization and conduct analysis of entomological surveillance dataOther responsibilities (25%)- Support NMCPs with developing detailed operational plans, operating procedures, and associated training materials related to vector control, in order to build government capacity and support effective execution of malaria program- Support the GMS Deputy Regional Manager to translate vector control normative guidance and other evidence into actionable insights, develop and maintain strong working relationships with key stakeholders at the regional level, and represent CHAI at country and regional vector control meetings- Work in close coordination with internal analytics and commodity access teams to tailor vector control tools based on malaria risk stratifications and support forecasting of vector control commoditiesPotential Deliverables- Design, implementation, and transition of an entomological surveillance program in Lao PDR, in collaboration with UCSF and WHO Lao PDR Office- Costing and quantification of routine and novel vector control interventions in GMS countries for the upcoming Global Fund RAI4E applications, in collaboration with other CHAI teams and external partners- Enhanced analytics and use of entomological data by NMCPs, potentially through routine data reviews and centralized entomological databases- Design and results analysis/dissemination of post-LLIN campaign assessments in Cambodia and Lao PDR- Review and syntheses of evidence for increasing the adoption and funding for novel vector control interventions
- Participate in all relevant administrative, financial and project related review and planning meetings (including preparation of project budgets).- Responsible for organizational and project related bookkeeping / accounting work, including recording of all financial transactions using accounting software.- Ensure booking of expenses in line with approved budget, accounts code, budget line etc for proper reporting and monitoring of expenses.- Ensure completion of all the documents in vouchers before processing the payment.- Process payments to partners, vendors, and employees on timely basis.- Ensure timely settlement of advance payments to staff/vendors.- Ensure timely payment of monthly statutory dues, closure of monthly accounts and reporting.- Prepare monthly office/project specific financial reports. Le/la chargé(e) de projet sera basé(e) à Cotonou et interagira avec les principaux acteurs du gouvernement, les bailleurs de fonds, et le reste de la communauté locale et internationale au Bénin. Il/elle doit donc parler couramment le français et avoir d'excellentes compétences en matière de communication, de relationnel avec des acteurs séniors au niveau du ministère et du gouvernement. Les programmes de CHAI étant relativement nouveaux au Bénin, le/la chargé(e) de programme jouera un rôle clé dans l'élaboration de futurs projets d’accès aux soins selon les besoins d’appui technique du gouvernement Béninois.
