As part of the Global Vaccines Delivery team, and in collaboration with a small team of direct reports, and country and program leadership, the position will: (i) drive program and grant management, (ii) lead CHAI's vaccines program in the area of MSC and sustainable financing for immunization, (iii) provide strategic and programmatic support for the design and implementation of work in focus countries, and (iv) improve national and global immunization practices and policies. The Manager's work will help to achieve and sustain immunization program outcomes, and will also serve as a blueprint to identify powerful interventions to improve health systems which could be adapted for other primary health care programs. 1) Drive MSC & GTR program and grant management, in collaboration with program and country leadership- Develop, support and manage a team of ~3 Associates on the MSC & GTR sub-team, to drive team effectiveness and engagement across the portfolio- Support development of program-wide and country-specific objectives, strategies and milestones to implement the MSC & GTR portfolio - In collaboration with country teams and Regional Managers, regularly assess progress against program objectives in areas of focus- Help prepare high-quality briefings for donors and CHAI management, including achievements to date, key risks and opportunities, and action plans going forward; effectively manage donor relationships 2) Lead CHAI's vaccines strategy in the area of MSC and sustainable immunization financing, in collaboration with program and country leadership- Lead CHAI’s forward looking strategy and provide strategic direction and thought leadership related to MSC & GTR both at global and country level, to increase CHAI’s effectiveness and impact- Support fundraising and grant development in line with CHAI’s strategy, both at country and global level- Foster horizontal collaboration between Global Vaccine Delivery sub-teams to ensure MSC & GTR interventions are leveraged to support other CHAI’s vaccine delivery objectives (e.g. improving vaccine cold chain and supply chain, supporting service delivery at the last mile, leveraging immunization to support primary health care strengthening etc.); put in place appropriate mechanisms to ensure cross-fertilization across these objectives3) Provide strategic and programmatic leadership for the design and implementation of work in focus countries to dramatically and sustainably improve immunization management performance and financing, in collaboration with direct reports and Regional Managers- Support ramp up of new workstreams and new focus countries, and strengthen capabilities of existing programs, leveraging institutional knowledge from CHAI- Contribute to the design, planning and implementation of high-impact work with country teams to transform management and financing systems in CHAI focus countries, including through- Supporting governments to address and resource equity priorities- Strengthening national and subnational data driven performance management systems- Strengthening national and subnational planning and coordination processes to expand the reach and quality of immunization and other primary health care services- Improving immunization financing, resource mobilization and sustainability, in particular for countries in Gavi transition- Demonstrate impact and support countries to plan for scale and sustainability of high-impact work, including transition of successful practices to national government leadership4) Improve national and global practices and policies related to MSC & GTR, in collaboration with direct reports and program leadership- Develop productive relationships with key stakeholders (e.g., WHO, Gavi, BMGF, UNICEF, PATH, JSI, Sabin) and foster effective exchange of know-how with partners- Become a respected and trusted thought leader in this area of focus within CHAI and within the global immunization community- Disseminate CHAI's programmatic insights into the global immunization community and inform global policies and country practices beyond CHAI focus countries, including through global working groups
The Program Manager will be the strategic leader of the CHAI-Haiti team, responsible for overseeing the vision and effective execution of multiple programmatic strategies and ensuring CHAI provides high-quality support to the Ministry of Health. Program Management:- Oversee CHAI’s full program of support to the Haitian government- Drive internal strategic planning, annual work planning and budgeting processes related to the malaria work streams and oversee project performance against work plans and budget- Support and strategize with the NMCP on successful execution of the malaria strategy; mobilize CHAI and partner resources to develop solutions to rapidly address bottlenecks- Facilitate the strengthening of the national malaria program and government systems- Update MoH guidelines, policies, and strategic/operational plans to align with global malaria recommendations- Develop operational work plans and associated training materials to build government capacity and support effective execution of malaria program- Work with the MoH on strengthening the performance of CHWs network (ASCPs) in at least two prioritized departments (Sud and Grand’Anse), as well as coordination of efforts at central level- Support implementation of vector control interventions in high-risk areas- Support roll-out and further consolidation of recently developed surveillance systems, ensuring rapid and accurate reporting and management of malaria data from health facilities, community health care workers and vector control brigadiers- Support MoH-efforts to strengthen the supply chain management system horizontally and improve availability of antimalaria commodities at central and peripheral levels- Assist the national and subnational programs to implement processes to analyze and use data routinely for a more targeted and effective malaria response- Identify key impediments to the successful execution of the malaria strategy and other national guidelines and work with the NMCP and partners to develop and implement solutions- Assist NMCP to identify potential sources for and mobilization of additional funding to address any potential gaps preventing robust implementation of national malaria strategic plan- Explore the utilization of new tools and interventions to eliminate malaria and develop operational plans and other materials to support the implementation of these tools- Coordinate with Senior Malaria Regional Manager and country team on programmatic and budgetary aspects of implementation- Other responsibilities as needed by teamTeam Management:- Directly manage a team of 6 staff (Subnational Associate Grand’Anse, Subnational Associate Sud, Supply Chain Associate, Community Health Associate, Epimemiologist/Research Associate and Vector Control Associate)- Train, mentor, and oversee the work of the Country Team on a day to day basis, supporting staff to ensure high quality delivery of CHAI support- Establish effective communication and coordination mechanisms within the CHAI malaria team in order to ensure a motivated and well-functioning team and well-coordinated work streams to maximize impact of CHAI’s support to national programStrategic Planning:- Work closely with CHAI’s Regional Manager, Regional and Global Technical Advisors and Operations team to maintain overall strategic direction of the program- Identify strategic areas for expansion or redirection and guide strategic planning or proposal development as needed.

Strategy development and resource mobilization- Lead the development and implementation of CHAI’s pediatric and adolescent HIV and eMTCT strategy.- Develop innovative concepts and proactively identify opportunities to raise funds to execute against CHAI’s pediatric and adolescent HIV strategy and goals.- Work to identify and engage new donors for CHAI’s pediatric HIV agenda.Management of the pediatric program portfolio- Translate CHAI’s overall strategy and vision into concrete deliverables and design programs that are set up to demonstrate improvements in pediatric outcomes.- Serve as a trusted, accessible advisor to governments and CHAI country teams on a variety of pediatric HIV topics.- Monitor progress to ensure the achievement of program goals, targets, and objectives; problem-solve and refine CHAI’s approach as required.- Engage with CHAI country leadership and program teams to align on approaches, problem solve, provide technical and analytical support, track progress, and ensure pediatric HIV continues to be prioritized.- Ensure that we put affected communities – in this case, children and adolescents living with HIV – at the center of all we do, through meaningful community engagement and partnership.Donor & grant management- Establish and maintain strong relationships and communication with donors on pediatric-focused grants.- Ensure execution against grant priorities, targets, and deliverables.Team & People Management- Build a motivated, results-driven and dedicated team of strategic thinkers who can work across the matrix to ensure outcomes for children living with HIV improve in program countries.- Foster the continuous growth and performance of all direct reports through active coaching and leadership that blends high expectations with intensive support and empathy.- Manage operational and administrative aspects of the team and projects, including timely and accurate reporting of results to donors, budgeting, and recruitment.- As part of the HAP Leadership Team, help to shape the culture and dynamics of Global HAP through regular communication and activities that build team effectiveness and cohesion across geographies and work streams.- Role model the values and mission of CHAI and the behavior norms of Global HAP.Collaboration with internal stakeholders- Develop a trusted relationship and dialogue with program leads on other CHAI teams working on pediatric and adolescent focused projects to foster collaboration and ensure alignment on priorities, strategies, processes, and objectives.- Stay up-to-date on developments across relevant CHAI programs to identify synergies and opportunities where CHAI can magnify impact.Collaboration with global pediatric partners- Manage and build strong relationships with the broad ecosystem of global pediatric partners to identify gaps, design approaches, implement strategies, monitor impact, and continuously improve the strategic programmatic agenda of CHAI’s pediatric response.- Make positive and useful contributions to the overall pediatric HIV landscape and continue to cement CHAI’s role as an important partner in the pediatric space across diagnosis and treatment.- Represent CHAI in international fora on pediatric and adolescent HIV and eMTCT.
- Build and maintain trust-based relationships with key government officials and partners at a senior level- Act as a thought partner to government officials and donors, helping to shape thinking around surveillance and diagnostics strengthening- Co-create and monitor the strategic direction and implementation of the Covid-19, Diagnostics and Surveillance program- Play the high-level representational role with the government, donors, partners, and other stakeholders at the national and state levels.- Manage a team of analysts and associates and provide ongoing support to the team- Provide strategic insight at technical working groups and/or other high level meetings/conferences as a senior level representative of CHAI- Undertake donor and grant management and manage the operations and finances of the program to meet deliverables within the appropriate timeframes- Contribute to internal organization development initiatives- Undertake any other duties as requested by the program leader
Strategic Leadership & Donor Management- Lead the overall portfolio and program for Access to Safe Drinking water and drive the strategic roadmap for ‘Access to Safe Drinking Water’ - Lead all donor communication and reporting as per the requirement of the project- Develop donor portfolio and design donor outreach strategies for sourcing funds for scaling up the model in other geographies- Support in developing business models (financial modelling) aimed at increasing efficiency of the entire CWTP vis a vis keeping the system sustainable- Establish linkages at the relevant national level forums/think-tanks and participate in workshops, seminars, webinars etc.Program Operations- Provide research and analytical support to the department to aid identification of sites and SHGs/entrepreneurs for setting up CWTPs- Mapping water treatment technology landscape to better inform the department’s decision making to identify suitable technology- Identifying innovative models for promoting access to safe drinking water by involving community- Liaison with the State and district level officials for efficient and timely execution of the project- Establishing convergence with the other line departments like Tribal Welfare, National Health Mission, Women and Child Development, Education etc. for efficient operations of the CWTPs- Map relevant government welfare schemes (with budgetary outlays corresponding utilization data) at national and state level- Develop Standard Operating Procedure (SOPs) incorporating the best practices on how to effectively manage CWTPs- Design IEC collaterals and event calendars for conducting awareness generation sessions among the communities- Provide handholding support to the SHGs/entrepreneurs and build their capacities for efficient operationalization and management of the CWTPsProgram Monitoring- Support Monitoring and Evaluation (M&E) through conducting baseline/end line surveys- Develop monitoring frameworks, tools and reporting templates for bringing in efficiency and ensuring transparency in operations- Monitoring operations of the CWTPs and ensure submission of regular reports and analysis to PHED and SRLM leadership- Manage the field team comprising of staff at Bhopal office and field coordinators- Travel to various project blocks at a short notice as required by the Department/Program Manager- Perform other responsibilities as requested by program or country leadership

- Support the program to develop and implement M&E plans, including designing data collection and management systems to ensure rigorous data collection, validation, and analysis for improving program performance.- Support the design of data management tools, systems, dashboards, analytics frameworks, and innovations to ensure continuous and harmonized data collection, validation, analysis for monitoring and evaluation of program performance.- Synthesize program performance and promote its use in decision making for program service delivery and resource allocation through leading analyses, discussions, and other measures.- Support the implementation of monitoring and evaluation plans through reviewing work plans, reports, organizing and participating in field visits, and initiating data reviews.- Contribute to research development and execution, including the design of study protocols and management of data collection and analysis.- Assist the development of programmatic reports by creating content, analyzing data, and synthesizing project activities.- Provide technical and capacity building assistance to the government staff.- Support the Program Manager to identify and bridge gaps pertaining effective implementation of the program’s priorities.- Performs moderate to highly complex analyses and presents findings in a clear, concise manner.- Other responsibilities as needed.
- Serve as a thought partner and technical backstop to design and implement analyses related to health workforce distribution and performance- Design analyses to understand current HRH situation and gaps across primary health facilities- Design data collection materials that will interface with Nigeria State teams to gather required inputs- Analyze data and design templates and tools to enable the project team to analyze data routinely- Using the findings from above-described analytical assessments, support development of interventions that aim to close identified health worker gaps across PHC facilities- Use quantitative models and analyses to estimate national staffing targets and/or create workforce pipeline models- Develop clear communication materials based upon analyses, and present analytical findings to internal and external audiences- Assist with management of project work plans and schedules to ensure timely achievement of milestones- Provide analytical support for other projects as needed- Other duties as assigned
