As part of the Global Vaccines Delivery team, and in collaboration with a small team of direct reports, and country and program leadership, the position will: (i) drive program and grant management, (ii) lead CHAI's vaccines program in the area of MSC and sustainable financing for immunization, (iii) provide strategic and programmatic support for the design and implementation of work in focus countries, and (iv) improve national and global immunization practices and policies. The Manager's work will help to achieve and sustain immunization program outcomes, and will also serve as a blueprint to identify powerful interventions to improve health systems which could be adapted for other primary health care programs. 1) Drive MSC & GTR program and grant management, in collaboration with program and country leadership- Develop, support and manage a team of ~3 Associates on the MSC & GTR sub-team, to drive team effectiveness and engagement across the portfolio- Support development of program-wide and country-specific objectives, strategies and milestones to implement the MSC & GTR portfolio - In collaboration with country teams and Regional Managers, regularly assess progress against program objectives in areas of focus- Help prepare high-quality briefings for donors and CHAI management, including achievements to date, key risks and opportunities, and action plans going forward; effectively manage donor relationships 2) Lead CHAI's vaccines strategy in the area of MSC and sustainable immunization financing, in collaboration with program and country leadership- Lead CHAI’s forward looking strategy and provide strategic direction and thought leadership related to MSC & GTR both at global and country level, to increase CHAI’s effectiveness and impact- Support fundraising and grant development in line with CHAI’s strategy, both at country and global level- Foster horizontal collaboration between Global Vaccine Delivery sub-teams to ensure MSC & GTR interventions are leveraged to support other CHAI’s vaccine delivery objectives (e.g. improving vaccine cold chain and supply chain, supporting service delivery at the last mile, leveraging immunization to support primary health care strengthening etc.);  put in place appropriate mechanisms to ensure cross-fertilization across these objectives3) Provide strategic and programmatic leadership for the design and implementation of work in focus countries to dramatically and sustainably improve immunization management performance and financing, in collaboration with direct reports and Regional Managers- Support ramp up of new workstreams and new focus countries, and strengthen capabilities of existing programs, leveraging institutional knowledge from CHAI- Contribute to the design, planning and implementation of high-impact work with country teams to transform management and financing systems in CHAI focus countries, including through- Supporting governments to address and resource equity priorities- Strengthening national and subnational data driven performance management systems- Strengthening national and subnational planning and coordination processes to expand the reach and quality of immunization and other primary health care services- Improving immunization financing, resource mobilization and sustainability, in particular for countries in Gavi transition- Demonstrate impact and support countries to plan for scale and sustainability of high-impact work, including transition of successful practices to national government leadership4) Improve national and global practices and policies related to MSC & GTR, in collaboration with direct reports and program leadership- Develop productive relationships with key stakeholders (e.g., WHO, Gavi, BMGF, UNICEF, PATH, JSI, Sabin) and foster effective exchange of know-how with partners- Become a respected and trusted thought leader in this area of focus within CHAI and within the global immunization community- Disseminate CHAI's programmatic insights into the global immunization community and inform global policies and country practices beyond CHAI focus countries, including through global working groups

The Program Manager will be the strategic leader of the CHAI-Haiti team, responsible for overseeing the vision and effective execution of multiple programmatic strategies and ensuring CHAI provides high-quality support to the Ministry of Health. Program Management:- Oversee CHAI’s full program of support to the Haitian government- Drive internal strategic planning, annual work planning and budgeting processes related to the malaria work streams and oversee project performance against work plans and budget- Support and strategize with the NMCP on successful execution of the malaria strategy; mobilize CHAI and partner resources to develop solutions to rapidly address bottlenecks- Facilitate the strengthening of the national malaria program and government systems- Update MoH guidelines, policies, and strategic/operational plans to align with global malaria recommendations- Develop operational work plans and associated training materials to build government capacity and support effective execution of malaria program- Work with the MoH on strengthening the performance of CHWs network (ASCPs) in at least two prioritized departments (Sud and Grand’Anse), as well as coordination of efforts at central level- Support implementation of vector control interventions in high-risk areas- Support roll-out and further consolidation of recently developed surveillance systems, ensuring rapid and accurate reporting and management of malaria data from health facilities, community health care workers and vector control brigadiers- Support MoH-efforts to strengthen the supply chain management system horizontally and improve availability of antimalaria commodities at central and peripheral levels- Assist the national and subnational programs to implement processes to analyze and use data routinely for a more targeted and effective malaria response- Identify key impediments to the successful execution of the malaria strategy and other national guidelines and work with the NMCP and partners to develop and implement solutions- Assist NMCP to identify potential sources for and mobilization of additional funding to address any potential gaps preventing robust implementation of national malaria strategic plan- Explore the utilization of new tools and interventions to eliminate malaria and develop operational plans and other materials to support the implementation of these tools- Coordinate with Senior Malaria Regional Manager and country team on programmatic and budgetary aspects of implementation- Other responsibilities as needed by teamTeam Management:- Directly manage a team of 6 staff (Subnational Associate Grand’Anse, Subnational Associate Sud, Supply Chain Associate, Community Health Associate, Epimemiologist/Research Associate and Vector Control Associate)- Train, mentor, and oversee the work of the Country Team on a day to day basis, supporting staff to ensure high quality delivery of CHAI support- Establish effective communication and coordination mechanisms within the CHAI malaria team in order to ensure a motivated and well-functioning team and well-coordinated work streams to maximize impact of CHAI’s support to national programStrategic Planning:- Work closely with CHAI’s Regional Manager, Regional and Global Technical Advisors and Operations team to maintain overall strategic direction of the program- Identify strategic areas for expansion or redirection and guide strategic planning or proposal development as needed.
