In strong collaboration with the other CHAI members seconded at the MOH or the subnational level, the Associate will be responsible to:- Support and build capacity for the inclusion of NCD diagnosis and case management and support the development of referral pathways between NEHP and PMD- Support the NEPH to identify gaps in data availability and support analysis to inform the government’s decision making- Support the government for the advocacy, the development of SOPs and the establishment of pooled procurement mechanisms- Support the target learning province to effectively and identify best practices that would lead to national scale up- Support the establishment of regular communication between the national level MoH (PMD and NEHP) and the learning province PHD coordinator- Support the development of guidelines, workplans, budgets and other materials for key activities- Develop the program progress report against the work plan and consultation with the senior program manager.- Establish and maintain strong working relationships with key stakeholders in government, donors, and partner organizations- Collaborate with government to ensure skills transfer and government ownership- Perform other duties that may be assigned by the Senior Program Manager.
- Support implementation of Vaccines projects to strengthen NIP/EPI and PMD capacity and management and to meet donor objectives and timelines, including development of reports to donors- Support the development of guidelines, workplans, budgets and other materials for key activities- Support leading the implementation of the scale up of an integrated NCD screening and COVID-19 vaccine service delivery model at HCs and the development of local policy/strategic guidance for future integrated PHC models of care- Provide analytical support to the government to inform the planning and management of COVID-19 vaccines delivery, including (related to the above) identifying opportunities and costs associated with integration with other health services- Establish and maintain strong working relationships with key stakeholders in government, donors, and partner organizations- Collaborate with government to ensure skills transfer and government ownership- Support the implementation of monitoring and evaluation (M&E) systems to measure the impact of Vaccines programs and assess progress against project goals on a regular basis in coordination with the Program Manager- Develop influential presentation materials that work for varying audiences- Stay up to date with the latest knowledge, skills, policy/strategic guidance and industry trends in the immunization space- Contribute to strategic areas for expansion and support Program Manager in fundraising efforts- Work closely with the CHAI Global Vaccines Team to enlist support and capture and disseminate emerging best practices- Perform other duties that may be assigned by the Program Manager and Senior Program Leadership
In strong collaboration with the other CHAI members seconded at the MOH, the Program Officer will be responsible to:- Support the establishment of integrated screening for diabetes, hypertension and eye screening in the learning province- Support and build capacities of PHD/OD to build quality NCD services with guidance from both the PMD and NEHP departments- Support all activities that will lead to high rates of integrated screening such as:- Pilot strategy for referral- Support health care worker training- On going quantification of commodities- Support careful analysis and documentation of innovative practice- Support the establishment of regular communication between the learning province PHD coordinator and the national level MoH (PMD and NEHP)- Support identification of key best practices that would lead to national scale up- Support the development of guidelines, workplans, budgets and other materials for key activities- Develop the program progress report against the work plan and consultation with the senior program manager.- Collaborate with government to ensure skills transfer and government ownership- Perform other duties that may be assigned by the Senior Program Manager.

Working closely with CHAI teams, country governments, and partners:- Landscape review: develop a deep understanding of industry-leading program/project management, financial/accounting, and business operations technology- and process-based solutions, including how they can be deployed and utilized in malaria program settings.- Identify gaps: scope and identify malaria programs that could benefit from improvements to their existing processes, tools, and structures for managing and utilizing programmatic and financial data.- Country-specific scoping: understand and document the context and perspective of government programs facing challenges and their critical needs.- Offer solutions: propose feasible, tailored, and actionable solutions to improve programs’ ability to track and manage implementation of their programmatic and financial plans. This may include improvements to management structures, processes, or technologies.- Detail specifications and requirements: define project scope, select appropriate technology, and define requirements, specifications, process and data flows, and end users.- Configuration: select, liaise with, and manage sub-contractors (system implementers or software developers) as needed to build and/or configure tools according to the defined requirements and timelines.- Change management: Develop training materials and help train program staff in the use of introduced solutions as well as establish best practice SOPs for day-to-day use of these solutions.- Advocacy: Support the development of proposals and funding requests as needed to expand the reach of this to new geographies or intensify support where needed.
Serve as a thought leader, manage, and implement analytical projects related to Malaria epidemiology, interventions, and surveillance, as required. Across countries and projects, the Associate will achieve these objectives by:Surveillance support:- Manage surveillance activities in the country, in coordination with the CHAI Malaria program team and with support from their manager- Support development and review of national guidelines, standard operating procedures (SOPs), and training materials for malaria surveillance activities- Measure performance and determinants of malaria surveillance systems and provide prioritized recommendations to address key gaps- Support development, integration, and institutionalization of malaria information systems, including data collection tools and dashboards- Support integration of data use and analysis in routine programmatic activities at all levels of the health systemAnalytical support:- Manage and coordinate analytical projects across different technical teams related to malaria epidemiology (e.g., drivers of transmission), targeting and evaluation of interventions (e.g., Indoor Residual Spraying, Insecticide-Treated Net distributions, health worker allocations), and surveillance (e.g., data quality audits)- Provide high-quality analytical support to CHAI regional and country teams, government staff, and relevant partners, through the planning, implementation, and presentation of highly complex analyses- Clean, organize, and merge available datasets and assess their quality and suitability for analysis- Conduct statistical and spatial analyses (descriptive analyses, regressions, and other relevant methods)- Translate analytical results to national and sub-national government partners, ensure data are used to inform strategic decisions, and influence program strategy- Provide mentorship and review for team members conducting and synthesizing analytical workProgrammatic support:- Perform scientific literature review on relevant topics as needed (e.g., surveillance methods, drivers of malaria transmission, intervention effectiveness)- Formulate and deliver national and sub-national level training materials with a focus on analytical content (e.g., data management best practices, online data collection tools), and surveillance strengthening- Develop and implement M&E plans for CHAI and program activities, including monitoring and evaluating the implementation of relevant Malaria interventions, and surveillance systems- Ensure sustainability and country ownership of malaria surveillance and analytics activities by developing and maintaining relationships with key stakeholders across government programs, non-governmental organizations, and local academic institutions, with support from program manager- Synthesize results and communicate them through high-quality presentations, reports, and publications- Represent CHAI at external technical meetings within the country, and develop and document dissemination materials from these meetings- Perform other duties that may be assigned by Program Manager
- Collaborate with the global CHAI Oxygen team, the MoH and relevant departments, and local partners to improve oxygen delivery as a common goal- Develop and support deployment of an emergency oxygen response strategy- Develop, conduct, and analyze the results of a rapid assessment for oxygen capacity and biomedical equipment in relation to potential COVID-19 needs and scale-up for broader respiratory diseases- Contribute to the strengthening of the oxygen M&E, procurement, supply chain and equipment maintenance processes and mechanisms- Identify new opportunities for relevant engagement and actively troubleshoot issues as they arise- Envision and create a sustainable system for equipment maintenance- Analyze and draw conclusions from data, to develop and deliver influential presentations (verbal, power point, other)- Provide regular reports on progress and perform any other duties as assigned.
- Lead on developing technical guidance documents and materials for oxygen systems application: supporting the Oxygen team and MOH on technical design, development, production, and use of oxygen equipment and ancillary system needs.- Guide stakeholders to address the system planning, technology selection, specification requirements, procurement, distribution, maintenance, and asset management for properly utilizing oxygen systems and pneumonia and hypoxemia diagnostic equipment.- Other responsibilities as requested.
- Building and maintaining trust-based relationships with key suppliers, donors, and external partners at a senior level- Conducting thorough market assessments for oxygen supply- Leading supplier engagement and negotiations on market-shaping initiatives- Effectively managing ongoing market-shaping agreements between relevant parties- Collaborating with CHAI's technical teams to develop and implement strategies to help suppliers accelerate the development, regulatory approval, and commercialization of key products- Working to design, build, and socialize key analyses to support market-shaping efforts (e.g., demand forecasts, business cases, etc.)- Developing and building consensus around strategic frameworks and priorities to move forward market-shaping discussions- Design of tools for facility assessments, demand estimation, supply chain management, data analytics for various modalities of oxygen supply- Participate in field visits to monitor functioning of oxygen generation plants (Pressure Swing adsorption plants) and other infrastructure like LMO tanks, oxygen cylinders, concentrators etc. and provide technical support for biomedical equipment- Coordinate data collection and data analysis for oxygen related system (need assessment, analysis of oxygen capacities and gaps to inform decision making) in state public health facilities by securing necessary permissions and approvals from government authorities- Design of SOPs, training modules, guidelines, supplier landscape, tender documentsProvide invaluable inputs for development of oxygen demand assessment tools factoring in critical insights from government departments- Develop strong relationships with key external and internal stakeholders including government officials, affiliated institutes, and partners working in the oxygen therapy landscape in program states
Strategic Planning and Leadership (40%)- Serves on the global leadership team, reporting to the CEO and shaping strategic decisions for the organization.- Develop and execute a positioning strategy to develop CHAI’s role as a catalytic thought leader and agent of change in global health.- Direct and update CHAI’s global communications strategy and manage Communications team to implement the strategy.- Develop and lead messaging and brand voice for the organization and ensure quality, consistency, and integrity across teams and media platforms.- Develop, coordinate, and implement communications plans in partnership with program and country teams and other partners to raise awareness about CHAI’s mission and impact.- Develop and execute cohesive internal communications strategy in partnership with other Operations groups.- Manage and mitigate risk and lead crisis communications.Content Development/Writing and Editing (30%)- Provide communications support to CHAI leadership and CEO such as strategic guidance, talking points, briefing memos, event prep, speeches, presentations, or op-eds.- Develop and prepare materials including briefing memos and talking points when needed for members of CHAI’s Board of Directors.- Organize and lead communications events including webinars, press conferences, and relevant industry conferences and symposia and prep participants.- Write, develop, and edit materials including CHAI’s annual report, key leadership documents, talking points, press releases, white papers, and policy briefs.Media Relations and Other Communications Activities (30%)- Direct and lead media outreach and public relations as primary spokesperson for organization.- Lead communications training for CHAI teams.- Additional responsibilities as needed.
