The Associate's key responsibilities will focus on multi-country support to strengthen Health Resource Tracking across Africa. The Associate will provide targeted technical support to country advisors working with government leadership in resource tracking, facilitate sharing of insights and knowledge across CHAI-supported countries, and develop global knowledge products. This will include: Thought Partnership and Capacity Building- Strategic guidance and thought partnership to develop a roadmap/approaches to institutionalizing resource tracking processes- Research (desk and interviews) to landscape resource tracking exercises- Capacity building for CHAI teams in resource tracking, to become a team topic expert in over time- Support to in-country advisors to build Ministry of Health capacity in health resource tracking (e.g., training) and to support institutionalization activities (e.g. resource mobilization)- Process Guidance and Country-Level Execution- Production of data collection tools and training materials for Health Resource Tracking, adapted to country context and use cases- Support in drafting checklists, guidelines, standard operating procedures, and other tools to support institutionalization- Technical support to CHAI teams as needed in data cleaning, aggregation, and validation; as well as data analysis and modeling- Development and/or review of concise resource tracking reports and dissemination products tailored to audiences and use cases, with strong attention to detail- Knowledge Sharing and External Dissemination- Facilitate cross-country knowledge sharing through organization and facilitation of virtual exchanges between governments CHAI is supporting in resource tracking- Contribute to development of externally-facing knowledge products (e.g., toolkits and templates, learning briefs) to contribute to practical guidance on resource tracking; as well as advocacy and communications materials such as conference presentations and case studiesThe Associate is anticipated to grow as a core member of our global team, providing technical support across countries based on needs and the individual’s interest and skills. This will include assisting in broader strategy and proposal development as well as contributing to donor reporting and externally-facing knowledge products across our health financing portfolio. Key responsibilities may include:Global Strategy and Multi-Country Support- Participate in global strategy planning, problem-solving discussions, and review of program outputs. Support drafting program updates, presentations, concept notes, and meeting plans, as needed.- Provide targeted technical support to global technical leads and country advisors working with government leadership in the design and implementation of health financing interventions and reforms, including through the production of written documents, presentations, data analysis, and models. These technical areas of support include but are not limited to: aid coordination/resource tracking, benefits package design, health insurance design and- provider payment reforms, financial management, and gender mainstreaming in health.Donor Engagement and Monitoring & Evaluation- Support the program planning and development cycles across global and country teams through the development of project management tools such as workplans and templates- Contribute to the development of funding proposals and the production of donor reports and other associated resources (e.g., slide decks, concept notes, one-pagers)- Support documentation of program progress and outcomes, including case studies that link work in health financing and systems to expansion of SRH accessKnowledge Production and Management- Support global team technical leads and country advisors to develop health financing knowledge products on key technical topics (as described above). These knowledge products will be utilized by a range of CHAI, government, and other external audiences, and include case studies, reports, toolkits, and publications.- Support and participate in the development and organization of regular knowledge exchanges between countries and partner governments in the form of in-person and virtual summits, meetings, and trainings.- Develop and maintain technical expertise in health financing, and stay abreast of key challenges.- Other responsibilities as requested by manager
- Provide strategic and analytical support to EM O2 program implementation activities, including but not limited to, working with, and engaging with field staff to review programmatic activities, track implementation of activities, and monitor and review outputs.- Undertake research and analyze large datasets to generate insightful reports and dashboards that can inform programmatic decision making.- Closely work with State Lead to support officials in the DoHFW and other state governments including division and district level health staff in identifying and bridging gaps in hypoxemia management system.- Identify and communicate potential risks and challenges to the implementation plan and roll-out of activities; work towards addressing potential risks/ mitigation mechanisms.- Support the development of presentations, work plans, budgets, reports, proposals, articles, and other documents for ongoing and new areas.- Develop strong working relationships with and represent WJCF as a trusted advisor to key stakeholders in government, academic partners, suppliers, and other relevant organizations, and ensure coordination of resources and effort for maximum impact.- Support in the planning and execution of capacity building initiatives for key government functionaries and service providers on relevant competencies for sustained ownership and delivery.- Support program management and leadership team with programmatic activities, and evaluation and scoping of other potential intervention areas, as required.- Contribute to internal organizational initiatives.- Other responsibilities as needed.
- Contribute to the planning and execution of high-impact projects- Assist in updating M&E framework- Ensure alignment of program M&E framework with existing data systems and results frameworks- Provide research and analytical support- Develop tools such as survey instruments, protocols, and databases for program monitoring and evaluation purposes- Support evaluation and documentation of results and impact from CHAI's work- Develop tools for the presentation and dissemination of information to inform program design and modifications by decision-makers and for optimization of program strategies- Build and manage relationships with key individuals in the Ministry of Health, in CHAI and relevant partner organizations- Represent CHAI at relevant technical working groups and meetings- Establish baseline and end line measures across target counties and at the national level- Evaluate current use of data systems at the facility, county, and central level and provide recommendations for integration of program M&E with existing systems and using existing population-based surveys and assessments- Identify potential areas of additional support in existing and new focal countries- Build capacity of county and health facility staff in timely and accurate health data collection, management and dissemination- Contribute to donor reports- Conduct other formative and operational research as necessary- Perform other tasks as necessary

Technology Project Management (40%)- Develop and document user-centered requirements in line with programmatic objectives and data needs, including data entry forms, user workflows, dashboards, and system integrations.- Manage technology vendors to ensure product configurations and developments are on track and in line with defined requirements; test developer outputs and provide regular feedback on bugs and functionally- Directly configure data collection, management, and reporting tools and systems as needed (e.g., DHIS2, ODK, CommCare), including user-friendly dashboards - Manage ongoing tracking and prioritization of software development activities; proactively manage changes in project scope, identify potential challenges and roadblocks, and develop contingency plansTechnology Implementation (40%)- Develop system roll-out plans and support system installation, device set-up, and operational readiness ahead of implementation- Build digital and data capacity within government staff by developing manuals, SOPs, and training materials; train stakeholders and end users in the administration and use of information technology- Cultivate a culture of data-use within malaria programs by ensuring data visualizations are automated, simple, clear, and action-oriented for program staff at all levels- Develop and implement sustainability plans with Ministry of Health staff to ensure the long-term success of digital health interventionsStrategic Guidance and Stakeholder Engagement (20%)- Engage closely with Ministry of Health (MOH) programs, in-country partners, and regional/local CHAI teams to develop a deep understanding of user requirements for malaria surveillance and public health campaigns- Provide guidance to MOH programs and stakeholders in the selection and application of technology tools to solve public health problems. - Play a translational role in communicating technical approaches, software/hardware specifications, and implementation guidance to non-technical staff within the MOH, partner organizations, and other CHAI team members- Serve as a thought leader for CHAI teams, MOH programs, and stakeholders on regional and country-level digital strategies, approaches, and guidance
- Identify important research questions within the mandates of the funded projects.- Ensure compliance with all local research ethics requirements and regulations.- Supervise data collection, management, and analytic staff.- Collaborate with data owners (e.g. MOH) to acquire data for analysis.- Prepare final data sets for transfer to overall AMBIT & Retain6 data teams- Implement and supervise all data and analytic aspects of the project including: 1) writing research protocols and SOPs; 2) developing and designing research tools; 3) coordinating data acquisition (data collection, transfer, dataset linkages, pre-processing, quality assurance etc.); 4) developing data analysis plans and sample size calculations; 5) conducting data analysis; and 6) writing up results.- Be able to set up and run descriptive and inferential and multivariate statistical analyses (including regression analyses, ANOVA), survival analyses, cluster analyses and non-parametric statistics as appropriate for different experimental designs.- Author analytic reports, abstracts, presentations, and manuscripts including data visualizations to contribute to presentations for stakeholders.- Train and mentor junior analytic research staff.- Travel to study sites and to meetings and conferences within and outside Zambia as needed.- As needed, participate in stakeholder meetings and represent the two projects to the Ministry of Health, implementing partners, funders, and other stakeholders.- Perform other tasks and roles as requested by AMBIT/Retain 6 leadership and CHAI leadership.
