- Overall Program management, accountability and oversight in terms of:- Ensuring that the program has an FCDO approved workplan, Logframe, budget and forecasts as part of official program documents- Ensuring that these are shared and communicated to all leads, teams and partners working and billing to the project- Understanding the FCDO inception, implementation and close out phase milestones, timelines and expectations and that these are communicated to all teams working in the program- Leading and managing the achievement of the program outputs, in consultation with the technical leads in the different work streamsmeasuring, and ensuring that the objectives of the grant through the program log-frame and workplans are achieved - ensuring that all teams work against the approved workplan and report against the approved Logframe- Identifying, documenting and communicating program risks as part of program management, and be able to report urgent, threatening risks early to the Senior Director CHAI, and to Program Officer at FCDO as necessary in agreement with the Senior Director- Establishing and managing a good relationship with the FCDO Program Officer overseeing the CHAI projectProviding operational program management including recruitment and management of personnel, and ensuring cohesive teamwork, as a Team leader- Developing and maintaining a program governance framework for program review meetings, monitoring of deliverables and collation of program and donor reports- Budget development, oversight, management, expenditure control, reporting and observe allowable variances as set by donor, working closely with the Finance Manager- Ensure compliance with the responsibilities in the grant framework and manage and maintain the risk management tool- Support the Senior Director in managing the relationship with the donor, consortium partners, CHAI sub-awardees, DoH- Lead monitoring, evaluation, reporting and learning (MERL) efforts with the aim to maintain and update comprehensive, feasible M&E frameworks that will generate credible, actionable and timely information as required by the donor- Oversee and support all five program objectives, ensuring alignment and coordination of programmatic activities to ensure successful execution of the program- Oversee and support the Senior Director (and CHAI) with the program strategy, planning, and implementation, including analysis, policy, and guideline development and review by engaging with partners and other CHAI teams on related program initiatives, as it relates to the implementation of programmatic plans- Participate in business development through developing concept notes, and proposals and seeking additional funding- Document program activities in a form of case studies and peer-reviewed publications- Execute any other additional responsibilities, as requested by the Senior Director.

- Lead grant management and reporting for key HIV prevention market shaping project.- Foster strategic collaborations with numerous internal teams and stakeholders, prime grantee, the donor, and other external stakeholders to strengthen project goals and facilitate cross-organizational coordination and execution.- Develop and execute a comprehensive capacity building strategy for the project to ensure capacity building goals are met effectively, efficiently, and within available resources.- Manage, coordinate, and develop inputs for routine reporting and donor updates, as well as ad hoc reporting needs, including requesting, reviewing, and consolidating inputs across numerous CHAI teams.- Provide strategic, operational, and tactical support for partner management and donor engagement, including facilitating information sharing, drafting agendas and meeting slides, supporting meeting planning, taking and organizing notes and follow-ups, etc.- Develop clear presentations to share findings and recommendations for internal and external audiences.- Support HIV Prevention Director in fostering a collaborative team environment which supports and engages team members.- Other duties as assigned.

Financial Accounting- Day to day financial accounting oversight- Review financial transactions to ensure accuracy of information and compliance- Oversee vendor payments, reimbursements, cash advances, workshop participants payment etc.- Ensure financial vouchers have sufficient supporting documentation- Ensure all prepayments are accurately amortised and reconciled- Manage the daily cashbook closeout procedures- Lead the month end financial close ensuring accurate, timely and complete reporting in line with CHAI guidelines• Work with Local auditors to ensure full compliance on OHADA financial reporting for Non-profit entities.Financial Management- Prepare monthly cash forecast in line with monthly workplans- Review all expenses to ensure proper allocated to correct grant and budget lines- Ensure time cash request for effective program implementation through prompt payments- Review all procurement documentations and payment request to ensure it is in full compliance with CHAI and donors’ guidelines- Prepare monthly variances to budget analysis by grants to support program managers in spending plans- Review various donor reports to ensure expenses are accurate and complete before submission to donor- Prepare adjustment entries as required for grant spending management- Provide monthly feedback on grant tracking tools report- Lead in the monitoring of financial activities for all programs and prepare expenditure reports for program managers as needed- Prepare and analyze grant spending reports to ensure full compliance to donor requirements- Establish and maintain effective working relationships with program managers/staff members- Lead in the preparation of organizational annual budgets and periodic reforecasts- Preparing donor budget proposals as needed- Assist in the preparation of audits management letter response, financial statements if neededGrant and Partnership Management- Review all Donation Letters, Independent Contractor Agreements and Memoranda of Agreement from financial management perspective prior to signing with partners/contractors; suggest any points of negotiation and analyses the impact- Assess and Train local partners on best practice in Finance, HR, procurement, and admin processes to ensure compliance with donor policies and regulations- Manage local partners and ensure timely reporting, invoices quality reviews and timely cash disbursements for implementations- Create tracking system to monitor the progress of new agreements with partners and be responsible for record-keeping- Develop grants tracking to monitor existing partners’ performance and compliance- Make regular visits to partners’ offices, to monitor their financial management system and to verify their payments- Review and analyze grant expenses and variances in consultation with supervisor to advise the partner on expenditure trends and potential issues- Ensure that donor regulations are complied with in all grant transactions and processes of the partners- Build relations with focal person and build a trusting partnership with partner organizations- Keep the Country Director informed on all major compliance issues/challenges while taking the necessary corrective steps with the respective Partners- Prepare grant Closure checklist for ending grants in collaboration with Program ManagerStatutory and Regulatory Compliance- Coordinate with auditors for annual audits and coordinate donor audits- Maintain banking relationships and ensure compliance with funds transfer justifications- Work closely with the attorneys for labour laws and other legal matters- Implement all Corrective Action Plan ensuing from different audits- Ensure Finance and Other policy manuals are revised annually- Ensure full compliance with all fiscal and social security obligations

- Implement surveillance projects related to disease (malaria and NTD) epidemiology, intervention, commodity and entomology, as required;- Support the rollout and monitoring the performance of existing and new surveillance processes and platforms for improved data collection, reporting, data management, automated analysis and data visualization e.g. using dashboards;- Help cultivate a culture of data-use within disease programs by strengthening the quality, use and analysis of epidemiological, entomological, and programmatic data by the malaria program to inform country strategy planning and program implementation;- Support institutionalization of data reviews at all levels, including the development and use of data collection tools and dashboards (e.g., Tableau, DHIS2, etc.);- Contribute to the formulation of relevant disease programs documents including but not limited to surveillance guidelines and SOPs, M&E plans, lessons learned documents and operational manuals;- Design, implement, analyze, and disseminate operational research projects related to surveillance, intervention effectiveness, and entomology;- Provide technical supervision, training and ad-hoc programmatic support to staff members involved in surveillance activities such as data quality assurance and management, monitoring and evaluation of existing activities, outbreaks detection and responses, surveillance system evaluation, integration of health management information system, and study implementation;- Synthesize results, translate them to national and sub-national government partners to support evidence-based decision making, and disseminate findings through high-quality presentations, reports, and publications internally and externally at international venues;- Represent CHAI at external technical meetings with local academic and technical partners;- Develop and maintain strong working relationships with country teams, key stakeholders across government, non-governmental organizations, and academic institutions, with support from technical advisor;- Any other tasks identified.

Specifically, key responsibilities include, but are not limited to, the following:- Support program implementation including strategic support to relevant government departments in operational roll-out of programmatic activities including national policy and coordination, with a specific focus on integrating the delivery of behavioral and structural HIV prevention interventions in routine HIV prevention programming.- Support the design and implementation of processes, systems for collection, collation, and synthesis of program data to inform program strategy, operations, and reviews- including development.- Monitor program implementation activities; identify potential risks and challenges to the implementation plan and roll-out of activities; work towards addressing potential risks/ mitigation mechanisms.- Analyze quantitative and qualitative data, presenting findings and recommendations to diverse audiences.- Provide input into relevant planning and policy documents to support the introduction and scale-up of innovations within HIV prevention.- Maintain key relationships with HIV prevention stakeholders at the provincial and district levels to ensure alignment of operations and priorities while minimizing duplication of efforts.- Perform other duties as requested.

- Collaborate regularly with the MoH-CDC, local partners and other relevant stakeholders to support implementation and scale-up of national hepatitis program- Support identification of good practices and lessons learned, in coloration with national, provincial, district health authorities and health centres- Support improvement of data monitoring processes and systems, with a focus on using program data to identify areas for improvement within initial roll-out to inform subsequent national scale-up- Partner with MoH-CDC to conduct regular monitoring of program progress and execution across 15 Operational Districts, including supporting with supervision visits, identifying solutions, and communicating with subnational facilities to resolve ad-hoc issues- Serve as thought partner to MoH-CDC around future integration of Viral Hepatitis program into existing national processes and systems (including referral processes)- Participate in resource mobilization efforts for national viral hepatitis program, including updating the investment case, drafting proposal or budgets as needed- Support identification of financing channels (through social protection schemes, domestic financing, others) for long-term sustainability of HBV and HCV services- Develop and contribute to the drafting of key documents, including budget proposals and regular program reporting- Collaborate with the government to ensure skills transfer and government ownership- Act as strategic thought partner to program manager

- Support WJCF’s Immunization team and the Government of Bihar in implementing the routine immunization program by strengthening management, governance, service delivery, and supply chain aspects.- Provide the state leadership with insights to aid key policy, strategy, and program implementation decisions. The role also involves supporting the government in developing high-impact reports and presentations. The analyst will be instrumental in communicating key findings and recommendations to stakeholders, fostering informed decision-making at all levels.- Develop the capacity of the state and sub-state program managers in data analytics by developing easy to use dashboards and performance reports for program review meetings, planning, and decision-making.- Analyst will also support the state in training of program managers and data handlers in data analytics.- Conceptualize, design, and coordinate program monitoring and evaluation close collaboration with the state and program leadership.- Document program progress through reports, presentations, concept notes, proposals, and templates for internal use and dissemination at state and national levels.- Build and maintain strong working relationships with stakeholders across the immunization ecosystem in the state.- Create customized tools and templates for evidence driven decision-making and review at the sub-state level.- Travel on short notice to various parts of the state.- Undertake any other duties as requested by the Supervisor.
