The Senior Vector Control & Entomological Surveillance Associate, Panama will provide technical and operational support with selecting, targeting, planning, budgeting, implementing, monitoring and evaluating vector control interventions for malaria and dengue, and conducting needed entomological surveillance. This will include:- Serving as a trusted adviser to government on issues related to vector control and entomological surveillance, specifically to translate corresponding normative guidance and new scientific evidence into practical programs.- Identify key gaps in vector control that hamper effective control of vector-borne diseases and develop strategies to fill these gaps.- Assist the government in developing or updating national vector control, entomological surveillance and resistance monitoring and management plans.- Help malaria and dengue programs to plan for the introduction of new effective vector control tools as they come into market (e.g. spatial repellents, Wolbachia, ATSBs, transgenic mosquitoes).- Help the government in devising and budgeting annual work plans for vector control and entomology.- Develop and/or update vector control technical content in national disease control and elimination strategies guidelines, plans and in donor proposals.- Using available data to support the government in selecting the most appropriate vector control interventions, combining them as needed and targeting them to the right places and populations.- Help develop operational plans, operating procedures, and associated training materials for the adequate implementation of vector control activities, based on prior country experiences and global best practices.- Support the monitoring of vector control interventions, such as LLIN durability monitoring or IRS residual efficacy monitoring, including developing plans, protocols, SOPs, data collection forms and providing day to day field support.- Assist the government in designing and implementing optimal entomological surveillance systems to address key programmatic question to guide vector control.- Contribute to collating data and conducting analysis to evaluate the impact of vector control interventions.- Support the government to timely monitor and address biological and non-biological threats to vector control (e.g. insecticide resistance, introduction of invasive species, unplanned urbanization, climate change).- Contribute to the ideation and drafting of new project proposals, and identification of funding opportunities to support vector control and entomological surveillance.- Proactively developing and maintaining strong working relationships with key stakeholders across government and non-governmental organizations.- Collaborate with the government in disseminating results and learnings to internal and external audiences, via reports, publications and summary decks.
- Regular monitoring, mentoring and providing supportive supervision to outreach facilitators and tele callers- Review and share feedback on progress made by their supervisees as required, and in consultation with state team, work towards improving individual and team performance.- Develop a field plan, in consultation with the WJCF state team, and undertake field visits to review and monitor program implementation.- Liaise with senior government officials at district and block levels to understand issues and concerns, impediments to the program and potential risks. Engage with the WJCF team to share field specific issues and challenges and identify and implement mitigation measures for effective program implementation. - Provide support to outreach facilitators, tele callers and WJCF team through supporting engagements with state government health authorities, private health institutions and healthcare providers in order to support in effective implementation of the program.- Support with drafting supporting operating procedures/documents/letters/orders, as required.- Provide timely and proactive inputs arising from field observations to program team and facilitate implementation.- Ensure timely reporting of accurate/reliable data from outreach facilitators and tele callers in respect to operations; and review and provide feedback on a regular basis to strengthening reporting. - Conduct data quality audits at regular intervals through inspection of records and visits- Facilitate and support HR & Admin related activities and provide administrative support to Outreach facilitators and tele callers, for their leaves, travel, and advance reimbursement.- Share field insights and prepare progress reports on project implementation.- Undertake and perform any other activities may be advised or instructed by the state team as and when required.
- Provide strategic and analytical support to EM O2 program implementation activities, including but not limited to, working with, and engaging with field staff to review programmatic activities, track implementation of activities, and monitor and review outputs.- Undertake research and analyze large datasets to generate insightful reports and dashboards that can inform programmatic decision making.- Closely work with State Lead to support officials in the DoHFW and other state governments including division and district level health staff in identifying and bridging gaps in hypoxemia management system.- Identify and communicate potential risks and challenges to the implementation plan and roll-out of activities; work towards addressing potential risks/ mitigation mechanisms.- Support the development of presentations, work plans, budgets, reports, proposals, articles, and other documents for ongoing and new areas.- Develop strong working relationships with and represent WJCF as a trusted advisor to key stakeholders in government, academic partners, suppliers, and other relevant organizations, and ensure coordination of resources and effort for maximum impact.- Support in the planning and execution of capacity building initiatives for key government functionaries and service providers on relevant competencies for sustained ownership and delivery.- Support program management and leadership team with programmatic activities, and evaluation and scoping of other potential intervention areas, as required.- Contribute to internal organizational initiatives.- Other responsibilities as needed.

Country-Level Technical Assistance- Support the provision of targeted country-level technical assistance, holding regular touchpoints with country teams to identify and address risks and support needs, developing resources and consolidating evidence on emerging issues, and providing analytical support.- Participate in and contribute to in-country process and activity reviews, sharing actionable and strategic feedback, and elevating issues, themes, and roadblocks to inform future technical assistance and support cross-country learning.- Structure, develop and review quantitative and qualitative analyses to inform the design and execution of targeted technical assistance activities to address priority gaps and support an enabling environment for PrEP scale-up (e.g., identification of priority sub-national geographies, target populations, and optimal delivery models for prevention).- Develop clear presentations to share findings and recommendations for internal and external audiences.Project Management- Manage and monitor country progress against program deliverables through regular joint reviews/calls on program strategy with country teams and program managers- Manage, coordinate, and develop inputs for routine reporting and donor updates, as well as ad hoc reporting needs, including requesting, reviewing, and consolidating inputs from partners.- Provide strategic, operational, and tactical support for partner management and donor engagement, including facilitating information sharing, drafting agendas and meeting slides, supporting meeting planning, taking and organizing notes and follow-ups, etc.Communications, Knowledge Management, and Cross-Team Learning- Maintain up to date expertise regarding the HIV prevention pipeline and delivery space and support knowledge management across the team.- Work with CHAI country teams and partners to plan and execute communication, learning, and knowledge management processes and activities, including developing and implementing a plan for cross-country engagement and coordination.- Develop and review learning and communication products including but not limited to technical briefs; conference abstracts and presentations; publications; infographics and other visual aids.- Lead cross-team engagement to ensure the prevention team is coordinated, aligned, and well-positioned to share workstream learnings and collaborate, including through supporting monthly prevention team touchpoints.- Support HIV Prevention Director and Senior Manager in fostering a collaborative team environment which supports and engages team members.
- Serve as a trusted technical advisor to the MOH on health financing and health systems issues, enabling MOH to mobilize more resources into the health sector, distribute them equitably, and use them effectively and efficiently- Support the MOH to operationalize the recently developed Health Sector Strategic Plan III, with a particular focus on strengthening health provider autonomy through the institutionalization and scale-up of direct facility financing- Support the implementation of direct facility financing in selected focal districts, including close collaboration and capacity-building of District Health Offices and health facilities on direct facility financing- Facilitate the development and implementation of government planning, budgeting, and donor coordination processes and tools, with the aim of improving efficiency and joint accountability at the national and district levels- Build strategic relationships and facilitate meetings with government, donors and external stakeholders to drive operational and policy changes- Contribute to the development of program workplans, budgets, and reporting for internal and external audiences- Lead preparation of activity budgets and ensure timely liquidation of all activities once completed, in line with CHAI and donor best practices and policies for sound financial management- Lead activity logistics in collaboration with the CHAI Finance and Operations teams, including disbursing allowances to meeting participants and ensuring that services such as venue hire, conferencing, printing, etc. are available for activities as relevant- Perform any other relevant duties and lead day-to-day implementation of activities as assigned by the Project Manager, Health Systems Strengthening
- Serve as a trusted technical partner to District Health Management Teams on a broad range of health financing and systems strengthening issues, enabling districts to plan, allocate and utilize resources equitably, effectively, and efficiently- Facilitate the development and implementation of government planning, budgeting, and donor coordination processes and tools, particularly linked to the District Implementation Plan, to improve efficiency and joint accountability- Provide technical partnership and support to the DHMT to implement their identified priorities within their District Implementation Plan. This may include a range of areas including integration of health services, performance management, direct facility financing, quality of care, and health systems resilience, among other areas- Work closely with the DHMT to plan, schedule, and organize activities, including development of a workplan based on identified priorities within the District Implementation Plan- Support the monitoring of District Implementation Plans, including health facility plans, by facilitating and supporting joint review meetings with the government and their donor partners- Build government capacity on evidence-based planning and effective management of external funding by delivering targeted training and skills development- Proactively suggest process improvements on district and facility planning and budgeting for adoption at the national level- Build strategic relationships and facilitate meetings with government, donors, and external stakeholders to drive operational and policy changes- Lead preparation of activity budgets and ensure timely liquidation of all activities once completed, in line with CHAI and donor best practices and policies for sound financial management- Lead activity logistics in collaboration with the CHAI Finance and Operations teams, including disbursing allowances to meeting participants and ensuring that services such as venue hire, conferencing, printing, etc. are available for activities as relevant- Perform any other relevant duties as assigned by the Project Manager, Health Systems Strengthening
- Proactively supporting the field team (hired by the Interfacing Agency) and building their capacities to successfully implement the microsites in the selected districts.- Systematically monitoring progress, documenting, and distilling insights and reporting for the microsite(s) implemented in Uttar Pradesh.- Building useful tools and checklists for the interfacing agency to optimise the interfacing agency’s field team outreach (e.g., visit planner, visit checklists, FAQs, reporting forms, etc.)- Monitor the progress of the microsites and support the State ABDM office in documenting the learnings and reporting progress to National Health Authority.- Enabling regular problem solving and cross-learning among the field executives to ensure that the best practices are quickly identified and adopted.- Report all issue(s) as identified on field (technical/ procedural) to (i) State ABDM office, (ii) NHA in a concise manner. Ensure that issues are resolved, and timely action is taken.- Supporting SAO to identify and participate in medical conferences, workshops, and CME sessions to convey benefits of becoming a part of the ABDM ecosystem.- Engaging professional bodies and associations of healthcare professionals to leverage their existing communication channels (sessions, newsletters, magazines, blogposts, and such others) for spreading awareness about ABDM among their members.- Exploring other innovative ways to reach out and engage healthcare professionals to enable them to participate in India’s digital health journey.
- Ensure quality of program/project design incorporating lessons learned, best practices and establishing appropriate execution and monitoring mechanisms and systems.- Support in the development and roll-out of data collection, tools provide support to the programme with data-driven decision-making.- Analyse and interpret the facility and community-level data relevant to the programme and identify gaps and opportunities for intervention.- Support the SRH team on program implementation (e.g., capacity building of service providers, community level engagement, product forecasting, developing stock monitoring tools, development of dashboards and visualization tools etc.).- Support the team in program monitoring, identify challenges and next steps, and propose relevant solutions.- Coordinate project-wide outputs related to execution, implementation, reporting, compliance, and updates.- Prepare documentation and reports for dissemination of information among partners, and stakeholders.- Provide operational support to the program team to develop, plan, and implement multiple activities simultaneously.
The Associate will report directly to the Program Manager – SRH and will provide technical assistance in the overall project including supporting: - The integration of Comprehensive Abortion Care (CAC) and Post Abortion Care (PAC) data elements and indicators in HMIS & LMIS to improve tracking of post-abortion care.- The Incorporation of MA Combipack into the essential medicines list (EML)- The development of an MA Combipack introduction and scale-up plan for the MOH- The development of a resource mobilization strategy for the introduction and scale-up of MA Combipack in Sierra Leone- The training and mentoring of healthcare workers on how to use MA Combipack for safe termination of pregnancy within the existing legal framework- Perform other tasks as necessary
