The Malaria Program Manager will work with the National and Provincial Departments of Health to:- Demonstrate zero local indigenous malaria transmission in identified Districts in KwaZulu-Natal by 2021.- Develop last-mile elimination plans in Mpumalanga and Limpopo to demonstrate elimination by 2023.- Implement the 2019-2023 National Malaria Elimination Strategic Plan, and support the Department of Health in reaching targets set out in the strategy.- Monitor and assess user uptake of the DHIS2-based national malaria information system to strengthen malaria surveillance and intervention planning, and ensure a smooth handover to national and provincial stakeholders within the Department of Health.- Manage the transition and completion from MalariaConnect to the Notifiable Medical Conditions App.- Support the Provincial Department of Health to implement a focus-based intervention strategy to reduce malaria transmission.- Support planning and implement effective vector control interventions utilising entomological data.- Inform and collaborate in regional initiatives to strengthen cross-border strategic management to reduce malaria transmission.- Define CHAI South Africa’s strategy for supporting malaria elimination in South Africa post-2022, structure CHAI program operations to implement this strategy, and mobilize resources to sustain program operations.To achieve these objectives, the Malaria Program Manager must:- Build strong relationships and serve as a trusted advisor to stakeholders within government and non-governmental organizations.- Manage and coordinate projects that involve a diverse group of stakeholders, including technical experts, partner organizations.- Lead and manage a team of staff based within the endemic malaria provinces to deliver upon national and provincial objectives.- Identify key impediments to programmatic goals, devise targeted solutions to address them, and lead delivery of these solutions.- Identify funding opportunities and develop proposals for new projects in line with the governmental objectives.- Lead quantitative analyses to ensure sufficient supplies of commodities, appropriate coverage of interventions, and progress against program goals.- Manage program budget and delivery against objectives.- Draft and deliver presentations and reports for internal and external stakeholders, including donor reports.- Design and coordinate operational research studies papers, posters, and presentations and impact evaluations in support the National and Provincial Departments of Health.- Work with CHAI's technical and global teams to develop and implement a coordinated program of support.- Experience of working with communicable disease management would be an asset.
Employee Relations (40%)- Advise assigned program leadership and staff on building team morale, increasing productivity and retention, and resolving complex employee relations issues with adept cultural sensitivity.- Provide guidance on practices that promote effective and harmonious working relationships across CHAI’s diverse matrix, in line with our principles of engagement.- Handle sensitive matters and intake complaints from employees and others. Plan and execute confidential investigations, as assigned, of alleged harassment, bullying, discrimination, abuse and exploitation, and other misconduct. Write investigative reports for Global HR leadership and summaries for CHAI leadership.- Serve as Focal Point for issues pertaining to CHAI’s Global Code of Conduct and the Prevention of Sexual Exploitation, Abuse & Harassment (PSEAH).- Facilitate new hire check-ins and conduct exit interviews with assigned global program teams.- Conduct regular meetings with respective teams, including team leadership, by phone, web application or in person in order to understand and anticipate HR needs.HR Operations & Compliance (30%)- Provide guidance to assigned program teams on compensation and equity, HR procedure and policy interpretation, host-country compliance, and recruiting and retention strategies.- Advise assigned program teams on compensation decisions by analyzing internal data and providing recommendations that align with CHAI’s compensation framework.- Work with other members of CHAI HR to facilitate employment agreements and interpret labor regulations and HR-related legal issues for country offices and international staff, research and interpret overseas labor laws, perform and support HR audits, and support reviews and changes to HR-related manuals and documents.- Maintain in depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance. Partner with Contracts department and Global Operations team as needed and provide guidance to managers as appropriate on a case by case basis,- Work with members of Global HR team to complete administrative work related to HR processes including contract renewals, payroll changes, etc. in a timely manner.Professional Development, Training & Workforce Planning (20%)- Lead, execute and facilitate learning and development activities to promote a respectful workplace, talent development, management skills, and other capacity-building needs in line with CHAI’s approach to on-the-job learning.- Provide coaching, guidance and communication as needed to program teams on a variety of topics including, but not limited to; staff performance, professional development, giving and receiving feedback, diversity, equity and inclusion, etc.- Work alongside program teams and Talent Acquisition to provide guidance and input on team restructures, workforce planning and succession planning.- Identify training needs for assigned global program teams and individual manager needs.- Proactively identify opportunities to equip team members with resources that support professional development and internal mobility.Projects & Other HR Work (10%)- Lead or support on a variety of recurring and standalone projects in line with the Global HR strategic priorities.- Provide ad hoc reporting and analysis based on the needs of the HR team and various global teams.- Provide other HR services as needed and requested.
Product scoping and design (20%)- Collaborate with regional and country teams to scope the challenges and use cases for digital products to support public health campaigns- Collaborate with regional and country teams to define end users, understand user personas, and co-design solutions with users where applicable- Develop high-level product requirements documentation to inform software development- Review existing products that may be fit for purpose to address product requirements, and support tool selection process and/or organizations for feature or tool developmentProduct management (50%)- Maintain coordination across key programmatic, technical, and product stakeholders to implement product development and implementation plan- Drive progress towards executing product roadmap in partnership with technical organizations, including managing backlog, releases, and development life cycle (sprint planning, progress tracking)- Manage product testing (develop test cases, conduct testing, coordinating testing with in country stakeholders)- Work with developers to prioritize test results and user feedback for inclusion into software roadmap and/or configure the application appropriately- Work with technical partners to integrate digital products across major public health campaign activities and across campaigns for different disease programs- Define KPIs for product performance, usability and uptake, and oversee monitoring during implementationImplementation and maintenance of digital solutions (20%)- Collaborate with regional informatics teams in technical set up and configuration, user testing, training, supervision, monitoring, issue escalation, and transition of product ownership- Collaborate with regional informatics teams to develop operational plans and strategies to ensure products are used across program use cases (e.g. malaria, NTD, polio, COVID-19 vaccination) and integrated with wider information system in country as needed- Collaborate with regional informatics teams to develop sustainability plans for products and advise on transition of technical partner relationships to governments post-deployment- Support cultivation of local technology environments including MOH technical staff and local developers (e.g. pair programming, pair product managing)Knowledge management and dissemination (10%)- Work with technical partners to ensure up-to-date documentation is in place to support roll out and maintenance of digital products- Advocate for products to global, regional, and country stakeholders to strengthen scalability and sustainability- Document lessons learned on technical products for CHAI-wide or global sharing
In the near term the Associate will:- Work with CHAI teams, the Senegal Malaria Program and Department of Information Systems to support the end-to-end planning, design, development, roll-out and monitoring and evaluation of a DHIS2-based malaria data repository in order to streamline data collection, reporting processes, integration, and use for decision-making by government stakeholders- Work with CHAI teams, and the Senegal Ministry of Health in the design, development, roll-out and governance processes surrounding Master Facility List management and geo-spatial data management more broadly that is facilitated by a technology platform- Drive the utilization and improvement of existing routine information systems in Senegal and DRC to increase data use through refining and developing new user-friendly and action-oriented dashboards and other outputs- Scope the current information systems landscape and identify potential opportunities for improvements and integrations in malaria surveillance, NTDs, and campaigns digitization in Benin and Democratic Republic of CongoAcross countries and projects, the Associate will have the following responsibilities: Scoping (15%)- Lead scoping activities on health technology solutions to further malaria and NTDs control and elimination, public health campaign digitization, and geo-spatial data management including the mapping of existing digital health systems, information flows, infrastructure, stakeholders and partner projects in select countries.- Support the development of country-specific health information strategies based on scoping activities- Establish and cultivate relationships with other CHAI teams and in-country partners working on technology, data, and/or surveillance work, to inform CHAI activities, guide country strategies, and collaborate with stakeholders to achieve program objectives- Advise on strategies for collecting, reporting, storing, cleaning, and analyzing data, and for producing accessible automated data outputs for routine decision-making in the form of dashboards, reports and bulletins that speak to key data needsRequirements Gathering and System Design (20%)- Elaborate and document coherent, context-appropriate, and technology-appropriate requirements in partnership with Ministry of Health programs and regional CHAI staff pertaining to malaria, NTDs, public health campaigns, and geo-spatial data management technology solutions, including system architecture, digital form designs, analytical outputs, user roles, systems integrations, and usability (particularly DHIS2-appropriate specifications, and systems integration/interoperability requirements)- Play a translational role in communicating technical approaches, user requirements and software/hardware specifications to non-technical staff within CHAI management and ministries of healthTechnology Project Management (20%)- Select, liaise with, and manage sub-contractors (software developers) to build and configure applications and integrations (particularly with DHIS2) according to the defined requirements and timelines- Create and manage project plans with regional and country teams, including project management processes and communication mechanisms to progressively design, develop, and test systems and mobile tools- Manage ongoing tracking and prioritization of software development activities. Proactively manage changes in project scope, identify potential challenges and roadblocks, and develop contingency plans- Test developer outputs and provide regular feedback on bugs and functionally to ensure solutions are being developed according to specificationsTechnology Implementation and Training (20%)- Develop system roll-out plans and support system installation and device set-up ahead of implementation- Assist with capacity building for government staff by developing manuals, SOPs, training materials; help train global, country and program staff in the use of information technology- Help cultivate a culture of data-use within malaria programs by monitoring and strengthening the quality of data inputs, refining analytical outputs, and developing context-appropriate strategies to strengthen the usage and analysis of data by the malaria program- Work actively and closely with CHAI teams and government stakeholders to design and implement M&E plans to routinely assess the performance of digital solutions, as part of broader program M&E plansTechnical Support (20%)- Assist in the configuration of data collection, management, reporting, and analysis tools as needed (both mobile and web-based)- Configure, update, and thoroughly test DHIS2 set ups, including updates to organization units, data elements, indicators, data collection forms, and dashboards based on requirements and feedback from end users- Provide ad-hoc support to malaria teams, particularly with data management and visualizationKnowledge Management (5%)- Manage and develop resources, guidelines, and other material to provide guidance to and share lessons across teams
- Formulate the overall immunization demand strategy for CHAI in collaboration with CHAI teams for clearly framing objectives, issues, root causes, prioritized approaches, competencies, and work plans for ground-breaking demand generation ideas or interventions.- Guide the state teams across Bihar, Madhya Pradesh, and Uttar Pradesh in formulating a roadmap on demand generation schemes towards Immunization.- Provide in depth and exceptional technical assistance to teams on their ongoing and future demand projects.- Work closely with state teams while providing recommendations for improving their outcomes and workflow.- Conceptualize ideas for demand generation ideas while cross collaborating with other programs and stakeholders in states.- Other responsibilities as needed.
- Understand patient and community behaviour through field visits, studies and interaction with project staff- Devise an effective behaviour change communication strategy to drive adoption of preventive TB treatment at the community level- Collaborate with partners to create buy-in for engagement strategy and get their inputs on development of various creatives- Work with agencies to translate strategy into creatives (visual aids, flyers, LBLs etc.)- Drive omni-channel engagement strategy; devise plans to maximize digital channels for outreach and engagement- Understand key barriers in adoption of TB preventive treatment amongst providers and translate insights into an effective engagement strategy- Empower field staff to effectively engage providers through development of communication aids (print and digital)- Provide technical and marketing guidance to field teams on private sector engagement- Develop systems to monitor effectiveness of engagement strategies and take corrective actions- Other responsibilities as needed
- Prepare and complete a variety of accounting tasks including General Ledger reconciliation, journal entries, batch-posting verification and correction, and expense allocation. Actively participate in monthly and year-end closings by accurately completing all required actions.- Conduct the financial reconciliation of CHAI’s VISA credit card program for individual travelers. Monitor expense charges for policy compliance. Conduct monthly financial reconciliations of VISA charges in accordance with accounting rules.- Manage all aspects of the Debit/Credit Program (2). Ensure sufficient secured funding is available to offset maximum spending to imposed cardholder credit limits. Reconcile bank account transactional data. We are seeking a highly motivated individual with outstanding analytical, strategic, communication and teamwork skills. The Senior Analyst will report to the Program Manager, Vaccine Markets Team. Responsibilities include but are not limited to the following:- Develop an understanding of global market dynamics and market shaping priorities to strengthen supply security and affordability of current and future priority vaccines- Generate analyses that strengthen the business case for vaccine affordability and availability (e.g., demand forecasts, uptake models and market access strategies; production development, cost reduction and manufacturing strategies)- Support the design and implementation of supplier engagement strategies- Cultivate relationships with key global health partners, investors and vaccine manufacturers- Support them to develop high impact vaccines at affordable prices (with relevant product attributes that meet the needs of low-income countries) by generating valuable market insights, facilitating partnerships and offering targeted analytical support- Lead preparations of presentations, reports, and other analyses to inform global policy and increase the evidence base for high-impact interventions- Creatively scope and initiate projects that could contribute to further improving supply sustainability and accessibility of vaccines for low-income countries- Support the development of concept notes and new projects- Any other duties as required- 25-30% international travel time would be required once situation allows
Procurement:- Prepare Annual & Half-yearly procurement plans for the grant- Ensure that the grant budget is updated and is in-sync with the Annual & Half-yearly procurement plans- Track changes to the procurement as per the project need and keep the donor and the program leadership informed of the changes- Assist the country teams with order processing and ensuring compliance to the Annual & Half-yearly procurement plans- Coordinate with the in-country team leaders, Country Support Managers, and partner suppliers to ensure programmatic commodities are manufactured, shipped, and delivered, in-country transport, warehousing, installation, and commissioning of equipment, in the country as per the evolving grant operational plans- Draft and coordinate dissemination of RFPs for new products and commodities required by the program- Collaborate with the Markets team to liaise with partner suppliers and assist them with production planning, forward looking capacity expansion and liaising with external buyers i.e., country government, implementing partners and donor organizations- Assist country teams with necessary documentation to process product waivers, where required and documentation required for import, where procurements are coordinated by the global team- In collaboration with Markets team, assist with the procurement & implementation of relationship management system- In collaboration with Markets team, maintain database to store market price and critical supplier information, exchanges and documentation- Coordinate with Country Support Managers to provide procurement guidance (such as price, timeline and shipping guidance) to country teams, as requested- Coordinate with third-party logistic providers on the shipments and assist in issues related to shipments and transit risks- Prepare Purchase orders (POs) and related payment request forms following the organization’s procurement policy and guidelines- Coordinate with procurement agencies (e.g. UNICEF) on procurement orders, planning, recording, and reporting- Prepare/review shipment package (Airway Bill, packing list and commercial Invoices), coordinate the shipment schedule (release to the logistic provider), and support country teams with necessary documentation for clearance, storage and distribution (CSD)- Collaborate with the country teams and the CHAI quality assurance team to ensure product breakdowns/failures are appropriately logged and reported to the suppliers. They will also ensure that replacement devices are shipped timely to the country teams to keep service downtime to the bare minimum- Document processes and procurement guidance specific to oxygen products, complying with procurement thresholds and requirements, including a point of contact during audit, and provide input into CHAI procurement processes, as requestedOperations & Finance Management:- Work with each of the countries to ensure timely receipt of budgets- Run validation checks on budgets received from each country, liaise with countries to populate any missing data points- Support monthly with the General LEdger (GL) review (all countries and global teams) with a view on:- Appropriateness of expenses charged- Staff costs to ensure they are in line with budget allocation for the country- Highlight if any expense reclasses are needed and work with accounting to get those done- Support on a quarterly basis:- GL review as per #1 above- Work with countries to carry out tagging of expenses in line with the donor cost categories- Review allocation to expenses to different outputs of the program as budgeted/ agreed- Work with countries to update the Asset register- Review quarterly financial reports of key sub-contractors- Reconciling procurement related expenses with the procurement plan and corresponding entry into the books- Support on a bi-annual basis:- GL review as per #2 above- Consolidate all countries’ GLs into the donor format
