Process mapping and requirements development- In collaboration with CHAI technical and program teams, scope and identify geographies (across the Americas, Africa, and Asia) and critical management areas that could benefit from improved information organization, quality, timeliness, and availability.- In collaboration with partner government malaria programs and relevant partners, lead the documentation of system processes and data flows, and identify the ideal state for those systems.- Identify critical needs and propose feasible solutions to improve program ability to track key aspects of their programmatic plans and finances. Needs may include improvements to management structures, processes, or technologies, and identification of any significant barriers or risks associated with each solution.- Develop a pragmatic strategy and operational plan to address critical gaps in programmatic and financial tracking.Technology solutions- Conduct a landscape analysis of relevant existing program management and financial tracking solutions in health or business sectors, and determine how these solutions may be adapted to malaria program needs.- Identify appropriate solutions to countries’ short and long-term needs, as well as document adaptations that would be required to meet country specifications.- Identify any potential barriers to adoption for users and strategize how to mitigate them.Project Management and Implementation- In collaboration with CHAI’s health informatics team, select, liaise with, and manage sub-contractors (software developers) to build and configure tools according to the defined requirements and timelines.- Work with malaria control programs, CHAI technical teams, and CHAI regional and country teams to implement recommended management solutions and foster a data culture. Technical assistance and program management (25%):- Provide cross-cutting support to countries in South East Asia region, helping the Regional Manager to explore new opportunities and offer strategic guidance and operational support to priority activities that require additional capacity to drive forward.- Review and provide feedback on products and documents produced by CHAI team members (country and GMAL), including strategic plans, guidelines and standard operating procedures, analysis, project reports and implementation updates- Manage and develop resources and best practices to share lessons across teams, and synthesize and disseminate findings through high-quality presentations, reports, and publications.- Contribute to the design and implementation of monitoring and evaluation to measure progress towards malaria elimination (analysis of key indicators, design and implementation of monitoring and evaluation of surveillance platforms, etc.).- Support the Regional Manager with the development of programmatic reports for government and donor reporting, as well as concept notes or other external communication products. Support new geographies (India, Thailand, etc.) (25%):- Provide additional technical and operational support to the CHAI India Neglected Tropical Diseases team to execute activities on all work streams and to build capacity of NVBDCP leadership for achieving Lymphatic Filariasis (LF) and Visceral Leishmaniasis (VL) elimination goals.- Support write up of surveillance documents and evaluations in Thailand and Vietnam, and other countries where needed.Vector control (50%):- Conduct a vector control landscaping and capacity assessment across the region, identifying barriers to efficient and effective deployment of vector control interventions, and establish/advance malaria vector control workstream based on the outputs of this assessment and country priorities.- Support country teams to identify and develop solutions to key vector control challenges.- Support country teams with developing detailed operational plans, operating procedures, and associated training materials related to vector control, in order to build government capacity and support effective execution of malaria program.- Serve as a trusted adviser to CHAI country teams and national malaria programs on issues related to vector control operations, including providing technical and operational support on work pertaining to LLIN operational microplanning, targeting, and monitoring in targeted foci of malaria transmission. This work will include supporting government programs in strengthening capacity to manage geospatial data, managing multiple complex stakeholders, driving rigorous implementation plans, designing deployment guidelines and resources, capturing and sharing lessons learnedacross countries, and supporting countries on use of geospatial information to enhance malaria control activities. A successful candidate will need to possess exceptional communication, organizational, and management skills as well as be able to work independently to drive implementation in complex environments and have deep personal commitment to producing results.
