- Work with MOHCC and partners to accelerate introduction and uptake of new COVID-19 medicines (including supporting development/dissemination of new guidelines, development of roll-out plans, tracking uptake and cost benefit analysis)- Work with MOHCC, the CHAI country and global teams to adapt and/or develop strategic and implementation plans- Support the design and implementation processes including systems for collection, collation, and synthesis of program data to inform program strategy, operations and reviews- Support training and roll-out of COVID-19 treatment through a test-and-treat program including pharmacovigilance associated with rolling out new treatment- Support the test-and-treat operational research (OR) component through protocol adaptation/finalization, facility data collection, analysis, and reporting, including cleaning and managing data obtained for the study and respond to data set queries- Communicate with the OR study team by organizing and coordinating meetings to discuss activities, progress, and challenges- Organizing and participating in health facility supervision visits in collaboration with MOHCC and other partners- Conduct procurement/export, clearing and distribution of medicines or related products procured by CHAI- Actively participate in national COVID-19 commodity quantification processes with MOHCC- Monitor supply chain and stock status across facilities and support MOHCC as required to minimize stock-outs- Work with the MOHCC and partners to assess opportunities for optimization of national Covid-19 treatment guidelines- Documentation of case studies and best practices as part of knowledge management and sharing within the access to medicines community in CHAI and beyond- Collect and analyse country level clinical data for treatment and diagnostic commodities to support Covid-19 programmatic decision making- Any other duties as assigned by the Program Manager
Grant Management- Support program leads in creating comprehensive budgets for new grant proposals (or re-budgeting of existing grants) that meet both internal CHAI requirements and external donor requirements- Create and manage completion of financial reports, audit reports, and invoices for donors, working directly with the relevant leadership within IDRL responsible for the grant, as well as CHAI’s various country teams, global partners, Director of Budgeting and Reporting and Chief Financial Officer for validation and approval of reports- Liaise with sub-grantees and sub-contractors to manage all relevant budget and financial management components within the scope of the grant- Oversee compliance with donor financial requirements- Manage financial close-out of grants coming to an endMonthly Financial Review and Annual Budgeting- Develop and populate relevant tools to facilitate Manager and/or Director review of posted expenses across relevant programs and work collaboratively with Managers and Directors to identify necessary adjustments- Analyze and report on monthly variances of operational expenses to budget; work with Managers and Directors to provide variance explanations and to make ongoing adjustments to financial plans based on variances; conduct monthly reviews of activities with Directors and EVP- Lead the annual budgeting and semi-annual reforecasting for some of IDRL's teams to ensure consistency and accurate reflection of programmatic goals given the financial resources available- Work with the appropriate IDRL Directors and Managers to allocate and track funding from IDRL programs to other CHAI programs, including country teamsOperations Evaluation and Financial Planning- Work with IDRL Finance colleagues on the evaluation of program performance e.g. appraisal of cost-allocation and management of key business drivers- Lead in the creation and maintenance of financial models to track expenditure and generate forecasts to help drive programmatic decisions- Support development of alternative scenario analyses to facilitate decision making by senior management; lead in financial risk management- Identify, investigate, and implement potential operational improvementOther- Facilitate training on finance-related issues to non-finance staff; ensure corporate memory is retained; facilitate knowledge transfer of best practices between IDRL programs- Create tools and reports for budgeting and planning purposes- Perform other programmatic/operational duties as requested by the EVP
- Engage closely with the RMEI partners and the Guatemalan national malaria program to identify gaps to malaria elimination and develop solutions to close gaps.- Lead the planning of CHAI’s operational and technical support to the national malaria program and oversee project performance against workplans.Build strong relationships with stakeholders within the government and RMEI partners.- Assist the national malaria program to optimize the allocation of available funding while identifying any remaining financial gaps preventing robust implementation of national malaria strategic plans.- Evaluate the potential for new tools or strategies to contribute to national plans and, as appropriate, facilitate the process for planning and rolling out these tools in context-appropriate ways.- Collaborate with national malaria program and RMEI partners to design and implement local operational plans.- Assist government partners to develop evidence-based policies, plans, and strategies.- Participate in the analysis and interpretation of epidemiological, entomological, and intervention data, and support the government in using data for decision-making.- Support regional health offices in Escuintla, Izabal, Alta Verapaz, and other high-risk areas of the country to implement, monitor, and evaluate malaria interventions.- Oversee the work of a team of CHAI country associates on a day to day basis, supporting staff to ensure optimal delivery of CHAI support.- Establish effective communication and coordination mechanisms within the CHAI malaria team in order to ensure well-coordinated work streams.- Work closely with CHAI’s regional and global management teams and technical advisors to set strategic areas for expansion and guide strategic planning or proposal development as needed.- Work closely with CHAI’s regional and global management to plan annual budgets, track expenditures, and write donor reports on progress.- Disseminate outputs through high-quality presentations, reports, and publications and communicate them internally and externally.- Work closely with CHAI’s regional operations team to ensure compliance with safety, legal and financial protocols.- Maintain administrative responsibilities related to staff, including facilitating travel of regional staff, coordinating regional meetings, and supporting country staff with daily administrative functions.

The Senior Associate will report to the project’s Senior Advisor. Responsibilities include but are not limited to the following:- Desktop research covering the reports and results from across the MD ecosystem including relevant academic literature- Supporting the development of a framework and unified set of terminology and vocabulary- Development of an in-depth interview guide for use in qualitative engagement with stakeholders- Logistical management of interview schedules, transcripts and interview notes- Data collection and analysis of investment and procurement decisions- Coordination with country teams on key demand generation work and buyer activities- Preparation and production of final report, recommendations and analysis- Development of concept notes and new project proposals in follow up- Any other duties as required
In strong collaboration with the other CHAI members seconded at the MOH or the subnational level, the Associate will be responsible to:- Support and build capacity for the inclusion of NCD diagnosis and case management and support the development of referral pathways between NEHP and PMD- Support the NEPH to identify gaps in data availability and support analysis to inform the government’s decision making- Support the government for the advocacy, the development of SOPs and the establishment of pooled procurement mechanisms- Support the target learning province to effectively and identify best practices that would lead to national scale up- Support the establishment of regular communication between the national level MoH (PMD and NEHP) and the learning province PHD coordinator- Support the development of guidelines, workplans, budgets and other materials for key activities- Develop the program progress report against the work plan and consultation with the senior program manager.- Establish and maintain strong working relationships with key stakeholders in government, donors, and partner organizations- Collaborate with government to ensure skills transfer and government ownership- Perform other duties that may be assigned by the Senior Program Manager.
- Support implementation of Vaccines projects to strengthen NIP/EPI and PMD capacity and management and to meet donor objectives and timelines, including development of reports to donors- Support the development of guidelines, workplans, budgets and other materials for key activities- Support leading the implementation of the scale up of an integrated NCD screening and COVID-19 vaccine service delivery model at HCs and the development of local policy/strategic guidance for future integrated PHC models of care- Provide analytical support to the government to inform the planning and management of COVID-19 vaccines delivery, including (related to the above) identifying opportunities and costs associated with integration with other health services- Establish and maintain strong working relationships with key stakeholders in government, donors, and partner organizations- Collaborate with government to ensure skills transfer and government ownership- Support the implementation of monitoring and evaluation (M&E) systems to measure the impact of Vaccines programs and assess progress against project goals on a regular basis in coordination with the Program Manager- Develop influential presentation materials that work for varying audiences- Stay up to date with the latest knowledge, skills, policy/strategic guidance and industry trends in the immunization space- Contribute to strategic areas for expansion and support Program Manager in fundraising efforts- Work closely with the CHAI Global Vaccines Team to enlist support and capture and disseminate emerging best practices- Perform other duties that may be assigned by the Program Manager and Senior Program Leadership
In strong collaboration with the other CHAI members seconded at the MOH, the Program Officer will be responsible to:- Support the establishment of integrated screening for diabetes, hypertension and eye screening in the learning province- Support and build capacities of PHD/OD to build quality NCD services with guidance from both the PMD and NEHP departments- Support all activities that will lead to high rates of integrated screening such as:- Pilot strategy for referral- Support health care worker training- On going quantification of commodities- Support careful analysis and documentation of innovative practice- Support the establishment of regular communication between the learning province PHD coordinator and the national level MoH (PMD and NEHP)- Support identification of key best practices that would lead to national scale up- Support the development of guidelines, workplans, budgets and other materials for key activities- Develop the program progress report against the work plan and consultation with the senior program manager.- Collaborate with government to ensure skills transfer and government ownership- Perform other duties that may be assigned by the Senior Program Manager.

The Senior Analyst will support the NTD program to:- Identify opportunities for data use and digitization of national campaigns (e.g., mass drug administration etc.), and build a plan and vision for integrated campaign digitization- Explore useful analysis and tools for decision-making that are not fully leveraged, assess the operational and financial feasibility of implementing solutions- Support operational requirements gathering, including defining and understanding needs and gaps in campaign operations, identifying areas to address through digital solutions and areas that may need parallel operations strengthening by MoH departments and local partner support- Select, enhance, and customize context-appropriate campaign tools for Senegal- Promote integrated campaign tools and platforms progressively implemented with across campaign and embedded within routine health systems- Conduct routine monitoring and evaluation to understand value and impact of digitizing and integrating campaigns- Develop a sustainability plan for long-term maintenance and use of digital platforms, including use of a network of local partners- Provide day-to-day program management support to the NTD program- Support the Senior Program Manager in shaping CHAI’s overall NTD strategy for the country, participate in the development of clear operational plans for execution, and continuously identify opportunities for CHAI to add value and maximize the impact of the NTD program- Coordinate meetings and facilitate knowledge sharing between the government program and partner organizations in the region to ensure coordination- Liaise with CHAI’s global and regional teams to ensure strong communications and timely delivery on cross-cutting project activities- Contribute to the development resources and best practices to share lessons learned across teams, and synthesize and disseminate findings through high-quality presentations, reports, and publications- Additional responsibilities as required and assigned by the direct line manager
Key responsibilities include, but are not limited to, the following:- Support DoHFW in all aspects of strategy, planning, and implementation of initiatives for oxygen access and health systems strengthening.- Translate objectives provided by the national and state departments, donors, and other partner organizations into clear activity plans, and support DoHFW in prioritizing initiatives.- Develop strategies to improve access to medical oxygen at national, state, and facility levels based on in-depth understanding of oxygen needs and landscape i.e., oxygen manufacturers, suppliers, users, and intermediaries.- Closely support DoHFW officials in identifying and bridging gaps in supply chain and engage with divisional and district-level health staff for accomplishment of project goals.- Support WJCF's strategy for increased access to healthcare by identifying areas with significant beneficiary and policy impact.- Generate insights on issues related to quality, composition, supply, and administration of medical oxygen and suggest corrective actions.- Reconcile parallel data sources to facilitate monitoring, synthesis, and analysis of data to draw meaningful insights.- Oversee analytics, data-systems, and insight generation.- Manage and establish collaborative relationships with the DoHFW, technical and clinical experts, development partners, suppliers, and other relevant stakeholders.- Ensure communication and alignment of activities across government and partner stakeholders' efforts and across other WJCFCHAI programs to ensure coordination and successful execution.- Draft compelling presentations and reports for internal and external stakeholders.- Support capacity building of key government functionaries on relevant competencies for sustained ownership and delivery.- Perform other responsibilities as requested by programme leadership.
