- Support the monitoring of combination prevention program performance and outcomes, starting with PrEP, including monthly data collection, analysis, and reporting/presentation internally, to government and other partners, and donors.- Analysis and quantification of implementation trends by districts and provinces.- Conducting routine field supervision visits, and support the review and facilitation of M&E trainings and engagements.- Support NDoH with implementation and monitoring of the National rollout of the HIV Prevention program workstreams.- Support the documentation and dissemination of lessons learnt from the scale up of HIV Prevention workstreams.- Support NDoH and key stakeholders in the development and review of strategic documents including implementation plans, strategy documents and policy and guidelines.- Support the development of quarterly and monthly donor reports and ensure the routine reports are delivered on time.- Developing and maintaining program databases and dashboards for performance monitoring and evaluation.- Support quarterly program evaluation to improve program implementation and inform scale-up efforts. Represent the program in meetings and workshops.- Willingness to travel frequently across the country and abroad when the need arises.- Perform other tasks as necessary.
Responsabilités En étroite coordination avec le responsable CHAI du programme paludisme au Burkina Faso et dans la sous-région, fournir un soutien opérationnel et de gestion à l'équipe de lutte antivectorielle du programme national de lutte contre le paludisme. En tant qu’assistant technique, le poste sera essentiellement basé au PNLP afin d’apporter un appui quotidien au jour le jour et un renforcement des capacités de l’équipe de lutte antivectorielle, suivant le plan de travail défini avec CHAI et le PNLP, et pour atteindre le maximum d’impact. Le candidat reportera au Manager du programme Paludisme de CHAI sur les progrès obtenus en lien avec la stratégie de CHAI, avec un lien indirect de reporting au coordonnateur du PNLP et ses équipes techniques. Le chargé de lutte antivectorielle travaillera nnotamment au quotidien pour:- Élaborer et exécuter des plans et des politiques stratégiques et opérationnels fondés sur des données probantes- Catalyser l'opérationnalisation des sites sentinelles entomologiques et des systèmes de surveillance pour la collecte de données de routine, le contrôle de la qualité, l'analyse et la réponse- Encourager une culture des données et créer une demande soutenue d'informations pour comprendre les facteurs de transmission du paludisme et l'impact des programmes de lutte contre le paludisme, ainsi que pour réagir et/ou ajuster le cap plus rapidement- Soutenir le renforcement des capacités des techniciens de santé des districts en matière d'entomologie médicale.- Effectuer une supervision de soutien et organiser des formations de remise à niveau pour les techniciens sanitaires de district formés.- Élaborer une liste précise et complète des indicateurs sur la couverture et l'utilisation des moustiquaires a longue durée d’action.- Suivre et évaluer les stratégies de contrôle et de prévention du paludisme par un suivi, une analyse et une cartographie systématiques des indicateurs quantitatifs et qualitatifs, et appliquer une réflexion stratégique et critique pour identifier les principaux points forts et les domaines à améliorer- Identifier, documenter et diffuser les enseignements tirés- Soutenir la stratification opérationnelle et la sélection d'outils pour des interventions adaptées au contexte- Fournir un soutien technique et opérationnel pour la mise en œuvre des interventions de lutte antivectorielle, notamment les moustiquaires imprégnées d'insecticide de longue durée, la gestion des sources larvaires et la pulvérisation intra domiciliaire à effet rémanent. - Serve as a key advisor to Ministries of Health, CHAI country teams, and in-country and global partners on the expansion of access to diagnostic testing, and utilization of private sector capacity to strengthen diagnostic systems.- Develop comprehensive assessment of the national labs system and design attractive investment case for improving it.- Act as the focal person for specific project countries and manage the relationship between the Global Laboratory Services Team (LST) and country offices.- Support countries in determining the structure and scope of PPP agreements that meet their needs to strengthen their diagnostic capacity.- Provide evidence-based advice to countries to inform the development of PPP agreements. Support countries with necessary financial modelling, economic analysis and monitoring of health improvements resulting from the PPP agreements.- Assist Ministries of Health in determining evaluation criteria for PPP bids and metrics to assess potential partners.- Troubleshoot technical and programmatic issues raised by countries and coordinate appropriate support from LST to address technical issues.- Develop system for monitoring and performance management for the contracts with private sector partners and hold them accountable for delivery of key performance indicators.- Create clear lessons learned and best practices among other evaluative evidence across program countries and synthesize into actionable policy guidance and learning products.- Other responsibilities as needed.

The Associate, MSC/GTR will provide strategic guidance to Ethiopia, Kenya and Uganda with significant autonomy and develop thought leadership in one or more of the following areas:- Management systems and capacity, including strategic planning, capacity strengthening and program performance management- Sustainable financing for immunization, including the introduction of new vaccines- Access to affordable vaccines via effective procurement, payment and financing processes- Strengthening of institutional capabilities, in the context of the transition, to ensure sustained program performance- Adequate and timely preparations for a successful transition from Gavi supportKey responsibilities for this role include, but are not limited to: 1. Provide strategic and programmatic support for the design and implementation of in-country work which will dramatically improve immunization management systems and successful Gavi transition of focus countries- Provide input on the high-level approach needed to meet in-country grant and program objectives related to immunization management systems and Gavi transition in line with the program strategy- Contribute to the design, planning and implementation of high-impact work with CHAI country teams to sustainably transform and successfully transition immunization management systems to Ministries of Health- This may include diagnosing key risks to a successful transition in the areas of financial sustainability, procurement, and organizational capacity; supporting the development of strategic plans to address those key risks at national and sub-national levels; mapping and identifying cost-saving synergies; etc.- Support continuous development and effective dissemination and use of programmatic “tool kits", lessons learned, and other know-how related to immunization management systems and Gavi transition across CHAI's vaccines program focus countries2. At the Global level, provide strategic and programmatic support to inform national and global practices and policies related to Management Systems and Capacity/Gavi transition, and to develop CHAI’s vaccines program- Inform global practices & policies based on a robust evidence base, insightful analytical perspective, and lessons learned from CHAI and other partners to promote improved outcomes of immunization management systems and capacity, and Gavi transition- Develop relationships with key stakeholders in relevant areas (ie. Gavi, WHO, UNICEF SD, Bill & Melinda Gates Foundation, PATH, JSI, Sabin etc.) and establish yourself as a respected and trusted thought leader in this area of focus within CHAI and within the global immunization community- Disseminate CHAI's programmatic insights to the global immunization community to inform policy and practices (participate in global forums such as the Learning Network for Countries in Transition)- Support thought leadership and the development of CHAI's vaccines program, in collaboration with program and country leadership, including the development of objectives and strategies regarding Gavi transition and immunization management systems and capacity, and the delivery of the program against current and future goals- Support ramp-up of new CHAI staff and scope new focus countries where applicable. Strengthen capabilities of existing CHAI staff for immunization management systems and Gavi transition, leveraging the institutional knowledge from CHAI vaccines program- Assess progress against overall objectives & milestones in areas of focus and help prepare high-quality briefings for donors and CHAI management, including achievements to date, action plan going forward, and key risks & opportunities- Assess and continue to improve the effectiveness of CHAI's theory of change and approach related to immunization management systems and Gavi transition in focus countries- Contribute as a member of the global vaccine team to the effectiveness and collegiality of the team, help identify opportunities and improve CHAI’s vaccines program and team
- Identify and define CHAI's overall strategy for various project areas, develop clear operational plans for execution, and continually identify opportunities for CHAI to add value and maximize impact- Play a significant role in strategizing and building new ideas and concept- Coordinate project-wide outputs related to execution, implementation, reporting, compliance and updates- Lead the development of innovative approaches and tools as well as documentation on HIV information management, Point of Care testing, Viral Load scale-up and Early Infant diagnosis- Develop strong working relationships with key stakeholders in government, international partners, donors and NGOs, and ensure maximum coordination of resources and effort- Support CHAI in fulfilling any relevant donor reporting requirements- Undertake any other duties as requested by the Program Manager or Country Director- Liaise with CHAI’s global teams regarding information about new diagnostic technologies and assist with in-country technical or operational evaluations or new product roll-out strategies to improve uptake of new diagnostics products as they become available- Disseminate information from CHAI and other sources on supply dynamics and access-to-drugs & diagnostics issues- Assist with budget and scenario analysis at the request of the NACO; help develop strategies to advocate for the changes with the NACO and/or partners- Provide assistance to the Manager for budgeting, forecasting, supply chain management, and overall health systems strengthening- Assist the team to build strong relationships with government representatives, suppliers and other key opinion leaders and partners- Provide operational support to the Manager to develop, plan, and implement multiple activities simultaneously- Develop work plans and budgetary projections for the program- Other responsibilities as needed

- Drive internal strategic planning and budgeting processes related to the laboratory program operation, finance and oversee project performance against work plans and budget- Organize and manage implementation of CHAI Cambodia laboratory program to achieve maximal health impact- Support National Laboratory Systems Strengthening to enhance COVID-19 molecular and Antigen Testing programs and other services including HIV, TB and Malaria- Conduct national assessment of laboratory capacity to identify gaps and opportunities for laboratory systems strengthening investments, in collaboration with MoH and other health partners- Support integrated laboratory system strengthening and improvement of laboratory support systems as per workplan agreed with MOH (e.g. supply chain, data, etc.)- Support adoption and uptake of current and novel diagnostic tools, e.g. antigen tests, self-sampling and self-tests- Design and implement monitoring and evaluation (M&E) systems to measure the impact of lab programs and assess progress against project goals- Draft programmatic reports and engage with Laboratory Consortium partners on the ground- Work with CHAI global laboratory services team to assess market challenges, analyze market outlook, and to evaluate potential market shaping intervention- Develop and maintain strong engagement with key stakeholders and partners on laboratory space, including subnational levels and other relevant actors that play a role on diagnostics and testing services particularly on HIV, TB, COVID-19 and Malaria- Build and manage the Laboratory team on a day-to-day basis, supporting staff to ensure optimal delivery- Identify strategic areas for expansion or redirection to maximize health impact and lead proposal development as needed- Work closely with the CHAI Global Laboratory Team to enlist support, capture and disseminate emerging best practices- Perform any other tasks assigned by the Deputy Country Director/Country Director

These assessments should cover both public and private supply chains, including an understanding of mark-ups at various levels of these supply chains, and current barriers to availability and affordability.- Support effective implementation of the market shaping plans and provide technical support as needed to CHAI country teams in order to assist their alignment with global objectives of the NCD program.- Develop an understanding of global and local market dynamics and market shaping priorities for key NCD commodities (antihypertensive and antidiabetic medication, insulin, glucose monitoring devices and consumables, insulin syringes/pens and other commodities) in low- and middle-income markets (LMICs).- Guide the development of analyses that strengthen the business case for enhanced affordability and availability of these commodities in LMICs, such as demand forecasts, uptake scenarios and market access strategies; production development, cost reduction and manufacturing strategies- Build and lead relationships with suppliers that currently produce or have the potential to produce relevant, high-quality NCD commodities for LMIC markets.- Cultivate relationships with key global health partners to ensure coordination, alignment and collaboration with partner programs and research, where relevant.- Lead development of presentations, reports, and other analyses to inform global policy and increase the evidence base for high-impact interventions- Support the development of concept notes, donor proposals and new projects, and reporting requirements on existing programs.- Any other duties as required.
