    The Monitoring & Evaluation Program Officer (P0) will assist the government by providing analytical support for monitoring and evaluation in the Ministry of Health to ensure evidence-based programming. The PO will support the design and implementation of the monitoring and evaluation, research, and program improvement of the National program. He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the program. The PO will be based in Jakarta. The PO will report to the Senior Program Manager and/or Program Director but in close coordination with all Program Managers for Data Management and Data Analysis.

    • Develop appropriate and participatory, monitoring and evaluation systems for CHAI Indonesia’s project activities
    • Support the development and management of data management tools, systems, and processes to ensure simplified data collection, validation, and analysis for program monitoring and evaluation
    • Support regular data collection and validation to monitor and improve data quality for program monitoring and evaluation
    • Analyse program performance data/information, and promote its use in decision making for program service delivery
    • Support the monitoring and evaluation of implementation activities through organizing and participating in field visits, initiating data reviews and contributing to program evaluations
    • Follow-up in the implementation of M&E systems
    • Build capacity within the Ministry of Health to manage the inflow and analysis of data for programmatic reports
    • Contribute to public health research, including the collection and analysis of study data.
    • Perform basic finance and admin functions as needed under the guidance of the CHAI Finance team
    • Assist Senior Program Manager and or Program Director and project staff in gathering information that could help in policy, advocacy and research in the respective areas
    • Propose innovative ideas which can help to strengthen the network between GOI, NGOs and international organizations, donors for better implementation of the organization vision
    • Perform any other work-related duties as assigned by the Senior Program Manager and/or Program Director.


    • Advanced degree(s) in Public Health, Demography, or other related social science fields
    • A minimum of 5 years of progressively increasing responsibilities, including significant and comprehensive experience developing and managing Monitoring & Evaluation tools
    • Strong written and oral communication skills in both Indonesian and English, with the ability to prepare compelling presentations
    • High levels of proficiency in MS Word, Excel (formulas, Macros/VBA), PowerPoint, Internet applications and Mobile applications
    • Excellent analytical skills and knowledge of program monitoring and evaluation methods (qualitative and quantitative), including experience developing monitoring and evaluation plans, tools and summary forms
    • Previous experience managing M&E aspects of health-related research projects
    • Exceptional diplomatic and interpersonal skills and ability to build relationships
    • Excellent organizational and problem-solving skills and ability to meet deadlines
    • Ability to evaluate systems holistically and advise on effectiveness of program, systems or procedures
    • Ability to think creatively in the face of challenges
    • Excellent communication (written and verbal) skills with creative thinking capabilities
    • Ability to work flexible and independently on complex projects and proactively manage projects with minimal supervision
