The Ministry of Health (MoH) in Eswatini strives to achieve Universal Health Coverage by enabling equitable access to quality health services for their population as outlined in the Essential Health Care Package (EHCP). This commitment is made against a backdrop of rising health care costs and uncertainty around the future availability of donor funding. Acknowledging this, the MoH aims to employ effective, equitable, efficient and sustainable health care financing approaches and reforms to facilitate movement towards UHC. Additionally, the MoH realizing the potential improvements in hospital based service delivery and driven to achieve UHC through greater efficiency, quality, responsiveness and consumer satisfaction is embarking on the implementation of selected hospital governance and management (HGM) reforms as informed by a situational analysis conducted by World Bank consultants.
CHAI is therefore seeking a Manager, Health Service Delivery to support the MoH in the systematic scale-up of EHCP services across the health system and to support the implementation of selected hospital governance and management reforms. The Manager will work across MoH departments to build and implement an evidence based case study for the scale up of EHCP and overcome supply chain, budget forecasting, and procurement barriers that can undermine provision of standardized, high-quality care at health facilities. The Manager will work to support the MoH plan and begin implementation of the HGM reforms to improve the efficiency of operations and quality of healthcare delivery in hospital settings. The Manager must be a highly motivated, entrepreneurial individual with outstanding problem-solving, analytical and communication skills. S/he must be able to function independently and be a thought partner to the team and the MoH. This position is based in Mbabane, Eswatini and reports to the CHAI Health Financing Senior Program Manager.
The Manager will be responsible for providing the MoH with analytical support, informed knowledge-based advice and innovative ideas that can be practically implemented as they navigate EHCP-related decisions as well as analytical and management support for preparatory activities for the HGM reform.
