    CHAI has been working in India since 2004 in close partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States’ levels on an array of high priority initiatives aimed at improving health outcomes. Currently CHAI works across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis-C, tuberculosis, cancer and immunisation. Additionally, CHAI is also supporting the government of Madhya Pradesh (MP) on large-scale programs to arrest childhood and maternal mortality due to malnutrition, anaemia, diarrhoea and pneumonia, and helping increase access to quality Family Planning services.

     

    William J. Clinton Foundation (WJCF) India has been providing analytical support to NACO (National AIDS Control Organization), in a number of areas ranging from improvement in the HIV testing and treatment efficiency, capacity and capability across the country. In the recent past, WJCF has also worked with NACO to understand the type and quality of data captured by different systems across the key divisions of NACO. WJCF plans to utilize its experiential learning in order to support NACO in the further refinement of its existing ICT-based M&E (Monitoring & Evaluation) systems.

     

    As part of the support to NACO, WJCF is hiring candidates for Project SOCH (Strengthening Overall Care for HIV patients), which aims at developing a patient centric IT enabled integrated M&E system with embedded supply chain functions.

    Responsibilities

    • Support Finance Lead in development and monitoring of compliance of relevant policy guidelines
    • Ensure compliance of statutory and donor requirements for each project in respective city offices (branch and field offices)
    • Ensure organizational and project related book keeping / accounting work and maintenance of all associated records
    • Prepare and submit financial monthly / quarterly statements to the Finance Lead
    • Responsible for preparation of budgets, forecasts and cash flows
    • Conduct monthly administrative and financial reviews with Finance Lead
    • Provide support to the Finance Lead for statutory annual financial audit by an accredited agency, submissions/filings to relevant authorities, and ensuring adherence to recommendations made by the auditors
    • Verify all transactions with budgets, approvals and reports before getting approved for payment
    • Conduct regular financial audits for sub-recipients and other implementing partners
    • Provide adequate support during internal, statutory audits and LFA Reviews
    • Provide quick response to queries from donors or their agents and also other NGO partners / stake holders, as may be required by the Project Lead
    • Overall, comply with requirements of the organization as may be relevant for the project

    Qualifications

    Applicants must possess Advance accounting / finance qualification like CA/CWA/CS

     

    Experience:

    • At least 8 years’ experience in independently handling budgets, financial management and book keeping with thorough knowledge of accounting software
    • Prior experience in monitoring budgets, spending and accounting systems of partner organisations, preferably for a donor organisation
    • Prior experience in managing Global Fund project will be considered an advantage

     

    Skills & Competencies:

    • Quality conscious and excellent attention to detail and accuracy
    • A strong sense of proactivity to ensure efficient financial management
    • Good time management skills and ability to prioritize
    • Open to change and to develop and drive process forward
    • Flexibility and ability to work in a team, as well as strong cooperation and people skills
    • Knowledge of Indian Tax Laws, Audit standards and FCRA regulations.
    • Advanced proficiency in applications of MS Excel and accounting software
    • Strong oral and written communication skills in English
