    Background

    CHAI assists governments to promote high quality health care. CHAI teams work in partnership with the government, partners, and other major stakeholders to identify the key obstacles to access and scale-up of essential health services, and to develop sustainable strategies to overcome them. In South Africa, CHAI supports the National Department of Health (NDoH) and the South Africa National AIDS Council (SANAC) in its implementation scaling up HIV, TB, and other health services.

    CHAI South Africa’s HIV Prevention programme The CHAI SA HIV Prevention Programme supports NDoH to ensure strategic development and implementation of combination HIV prevention efforts are conducted and monitored efficiently and effectively, including a national campaign that specifically aims to support adolescent girls and young women (AGYW). This is done through the provision of technical assistance in the implementation policy, guidelines, and operational plans, and development of strategic documents and tools, including training and monitoring and evaluation (M&E) to support critical management systems and to galvanize key stakeholders coordination.

    Overview

    CHAI is seeking a dynamic, results-oriented individual with strong operational and analytical skills to support implementation of NDoH’s HIV prevention programme. Candidates must have excellent communication and writing skills, be able to function independently, be extremely self-motivated and have a strong commitment to excellence.

     

    The Assistant Program Officer will support the NDoH in the overall planning, management, monitoring, and quality implementation of the HIV prevention strategy and plan, including support to specific programmes on oral PrEP and the National Campaign for Girls and Young Women. S/he will manage key administrative processes, focusing on programme delivery, monitoring and logistics.

     

    The HIV Prevention Assistant Program Officer will be based in Pretoria at the (NDoH) and will report to the CHAI HIV Senior Manager. This is a temporary (4 month) position.

    Responsibilities

    Programme Administration & Management: 

    • Support overall management and project administration of the HIV Prevention programme; provide project administration assistance to the HIV Senior Manager and NDoH counterpart 
    • Conduct minute taking at all relevant meetings 
    • Assist and coordinate all TWG & Sub TWG meetings 
    • Assist and coordinate all relevant workshops and conferences where necessary 
    • Manage and coordinate all programme logistics, including travel
    • Provide other administrative duties in line with the grade of this post, as required

     

    Reporting and Documentation: 

    • Ensure the timely submission of all programme reports, documents and programme publications, as necessary, including support of monthly oral PrEP programme reporting to implementing partners and sites 
    • Plan and share reporting requirements with HIV Prevention team and ensure compliance
    • Strategic Direction and Programme development 
    • Represent the programme in sector meetings and strategic planning workshops where required

    Collaboration: 

    • Build and maintain effective relationships, with the team, NDoH, and external partners 
    • Develop and encourage new and innovative solutions 

    Qualifications

    • National Diploma in Project Management or equivalent 
    • Minimum 3-5 years of professional experience
    • Experience in project management, procurement & financing, or public health 
    • Excellent problem solving skills, analytical capability and quantitative skills 
    • Ability to work independently 
    • Experience taking minutes and meeting reporting
    • Strong communication skills (written and oral) 
    • High level of proficiency in relevant computer applications: Microsoft Office (Word, Excel & PowerPoint)
    • Value diversity and see it as a source of competitive strength 
    • Willing to take disciplined risks
