    CHAI’S VACCINES PROGRAM

    Immunization is a powerful tool for saving lives and improving health outcomes globally. Each year, national immunization programs reach 22 million infants in sub-Saharan Africa alone, and since the Expanded Program on Immunization (EPI) was launched in 1974, two to three million deaths have been averted each year, globally. For every dollar invested in immunization, there is a US$16 return, making it one of the most cost effective public health interventions available.  

    However, despite these tremendous successes, significant gaps still remain, with 2 million children (primarily in lower-income and lower-middle income countries) dying each year from vaccine- preventable diseases, and an estimated 20 million children still under-immunized.

     

    Improvements in coverage and equity have been slow, and more innovative approaches (products, practices, systems, and policies) need to be developed, scaled up and implemented globally. Moreover, national immunization programs face unprecedented challenges due to the introduction of costly new and complex delivery vaccines, and, for some, due to impending transition from Gavi support. These challenges pose a significant threat to the sustainability of the gains in coverage and equity that have been made by national immunization programs and partners over the past four decades.

     

    Since 2010, the Clinton Health Access Initiative (CHAI) has worked to save lives and reduce the burden from vaccine preventable diseases by improving access to immunization services in resource-limited setting by strengthening national immunization programs and by leveraging its experience in-country to improve the global immunization ecosystem. CHAI is pursuing six complementary strategic goals:

    1. Improving affordability and supply security of immunization products;
    2. Accelerating the uptake of new or under-utilized vaccines;
    3. Enhancing the performance of vaccine cold chain and logistics systems to increase effective immunization coverage;
    4. Improving the design and implementation of service delivery to reach the unreached
    5. Supporting successful transition from Gavi support; and
    6. Strengthening the management system and capacity of immunization programs

    CHAI's vaccine program very closely supports the national immunization programs in ~10 focus countries. While most of the work will be grounded in a set of these focus countries (currently Cameroon, Ethiopia, Kenya, Lesotho, Nigeria, Tanzania, and Uganda, with potential to expand), the purpose of this work is to both achieve scalable and sustainable impact in those focus geographies; and generate useful evidence, learnings and momentum that can propel other countries and partners’ efforts forward and shape the global immunization ecosystem.  

     

    CHAI’s vaccine program has been growing significantly in size and complexity and is seeking a qualified candidate to manage its grant and internal operations as well as its finance, so that the program delivers more effectively on its mission.  The successful candidate, along with a team of 2 direct reports, will work closely with the senior management team of CHAI’s global vaccines program.

     

    The Manager will primarily focus on four critical areas (A) management support of grants and external engagement for vaccines program, (B) management of internal operations for vaccines program and global vaccines team, (C) financial management and financial system strengthening for vaccines program, and (D) management of sub team focused on finance and operations.

    Responsibilities

    A) Grant Management: Support effective management of grants and of other external engagements for vaccines program

    In coordination with the management of global vaccines and country teams, and with support of program coordinator, be responsible for the following:

    • Provide project management support to manage grants or produce key program deliverables (e.g., multi-country donor reports or proposal, large meetings); and build capacity of other team members on project management
    • Ensure the high quality of the writing and communication produced by CHAI’s vaccines with donors and external partners
    • Take responsibility for the operational and financial aspects of engagement with donors or external partners (including financial oversight, reporting, and compliance)
    • Ensure contractual commitments are reasonable, in coordination with CHAI’s contract and B&R team, and met (e.g., grants with donors, sub-contractor), including but not limited to anticipated cash flows, reporting requirements, approved budget

    B) Internal Operations Management: Support effective management of internal operations for vaccines program and global vaccines team

    With support from the program coordinator, and in collaboration with global vaccines management team and related global operations teams, be responsible for the following:

    • Work with global vaccines management to run & continuously improve processes needed for objective setting and prioritization, workplanning & budgeting, and progress review & updates for the global vaccines program
      • With support from Program Coordinator, and in consultation with vaccines management, organize global or regional meetings for the vaccine programs
    • Promote effective communication, coordination & knowledge management across the global vaccines team and the entire vaccines program (including identification of needs, collection of input/feedback, and organization of internal program meetings)
    • Support global vaccines management to strengthen the team culture and esprit de corps for the global vaccines team and the entire vaccines program team
    • Coordinate on operational & financial matters with the management of CHAI country teams and other global teams
    • Support HR-related operations of the global vaccines team, in collaboration with global HR team and global vaccines management (e.g., staff contract & work authorization, safety & security, office registration)
    • Strenghten and support hiring, on-boarding, professional development & retention, in coordination with global vaccines’ team managers.
    • Act as point person for global vaccines team for all operations-related questions related to organization policies, benefits, expense reimbursement, etc
    • Proactively and continuously identify opportunities to improve team’s effectiveness and efficiency and lead implementation of priority changes (e.g., processes, tools, technology)

    C) Financial management and financial system strengthening for Vaccines program

    In collaboration with the finance senior associate of the global vaccines program and with other operations teams at CHAI:

    • Budgeting and reporting: Ensure robust and proactive grant budgeting and reporting
      • Support Global and Country Teams to create and revise grant proposal budgets and reforecasts that meet both internal CHAI requirements and external donor requirements
      • Ensure latest grant budget information is appropriately disseminated and understood within each sub-team at global level and by country teams management (programmatic and finance)
      • Help ensure timely and accurate generation of financial reports and invoices for grants administered by Global Vaccines
      • Proactively identify and flag grant financial issues to relevant stakeholders and assist in their resolution
      • Ensure compliance with donor financial requirements
    • Financial management: Ensure robust and proactive financial management for the vaccines program and the global vaccines team
      • Ensure accuracy and compliance of CHAI’s General Ledger (GL) entries for Vaccines with relevant indirect cost policies (of grant and of CHAI)
      • Review monthly CHAI budgets and their implementation for all PIDs related to Vaccines, provide variance explanation and propose adjustments, raise flags to Global Vaccine Management, and assist in their resolution
      • Work with Global Vaccines Directors to develop & update CHAI budget for Global Vaccines Delivery team and to monitor the budget implementation
      • Work with Global Vaccines Directors to periodically review income allocations and closely coordinate with all program teams about execution rate, adjustments needed and other changes with financial implications
      • Develop grant-specific tools for financial management and reporting, for both donor and internal management needs.
    • Financial Systems Stregthening: Support and strengthen resources, systems & capacity building for financial management of the vaccines program
      • Ensure accurate, timely and proactive financial information flow between Global Vaccines, B&R team and Vaccines country teams; strengthen systems and processes to ensure proactive and effective communication and coordination on financial matters
      • Develop & maintain useful financial references (e.g., master finance data, SOPs & guidance documents) and documentation (records of plans, adjustments, risks identified) for the Global Vaccine Program
      • Support improved financial management system and capacity for global and country vaccines teams through designing new tools, improving existing planning templates and processes and helping teams implement them effectively

    D) Management of sub-team focused on program finance and operations (includes vaccines program coordinator and finance senior associate)

    • Manage sub team
      • Set goals and priorities towards areas of greatest value-add with your team in consultation with vaccines program management team;
      • Allocate responsibilities and delegate work effectively across your team
      • Ensure regular and smooth flow of information up, down & across the team
      • Facilitate effective and collegial communication and collaboration between you, your team and counterparts in other country and global teams
    • Manage direct reports
      • Foster the engagement and well-being of your directs
      • Help set impactful goals and priorities for your directs, in line with program priorities
      • Ensure your directs are productive, deliver high-quality work that materialize into impact, and help improve further their performance
      • Support your directs’ professional development, provide coaching where needed

    In addition, the manager might take other responsibilities identified by supervisor.

    Qualifications

    • Bachelor's degree (Master's-level or above preferred) in a relevant field
    • Minimum 7 years of work experience in a fast-paced, high-performance environment; at least 4 years in related work
    • Proven team management skills
    • Excellent organizational and project management skills
    • Excellent problem-solving and analytical skills, with mastery of Excel
    • Excellent written and verbal communication skills, with strong donor communication and writing skills
    • Excellent interpersonal skills, with ability to work effectively in a multi-cultural and often remote environment and across organizational boundaries
    • Ability to get things done, working effectively in a high-pressure environment and handling flexibly multiple tasks
    • Strong familiarity with financial systems, budgeting & management
    • Entrepreneurial and result-oriented mindset, including ability to work independently, self-motivate, and propose and implement new initiatives
    • Rigorous and detail-oriented that can deliver very high-quality work, notably financials and written donor reports
