    In Zambia, CHAI’s HIV treatment program portfolio includes the HIV Access and Pediatric Programs the main focus of which is to:

    1. Support the Government of Zambia (GRZ) through the Ministry of Health (MOH) to accelerate the uptake of optimal ARVs by taking an end-to-end approach to product introduction to ensure that optimal products rapidly and consistently reach the patients that need them.
    2. Support the MOH with (i) institutionalizing proven pediatric HIV testing interventions; (ii) establishing strong linkage systems, and (iii) identifying effective strategies to improve pediatric retention/viral suppression.

    The Program Manager, HIV will be tasked with the responsibility for growth and evolution of the Zambian HIV Access and Pediatric Programs. S/he will provide high-quality technical assistance to Zambia's Ministry of Health to assist with program design; rollout and influencing the national policies to remove barriers to the scale-up of the national ART programs.

     

    The Program Manager, HIV will be based in Lusaka, Zambia and will work under the direct supervision of the Senior Program Manager, HIV/AIDS, Health Financing and Research. S/he will manage both the Pediatric HIV Program and the HIV Access Program ensuring that program goals and objectives are met in a timely manner and according to the country planning matrix.

     

    S/he will serve as an important part of Clinton Health Access Initiative (CHAI) Zambia’s management team and align program strategy with the overall country perspective to secure the bigger picture of CHAI’s mission.

    Responsibilities

    • Responsible for the execution and management of the HIV Access and Pediatric HIV programs and be in all aspects of program management including planning, budgeting, monitoring & evaluation, knowledge management, qualitative and quantitative analysis, implementation, and reporting
    • Build and maintain a thorough understanding of the HIV/AIDS landscape, health systems, priorities, and gaps both in Zambia and globally in order to identify strategic opportunities for program growth to achieve CHAI's overall objectives
    • Provide technical assistance to MOH  to assist in the programmatic design, and implementation of  Pediatric HIV Program initiatives in line with grant objectives and activities
    • Support GRZ to address identified bottlenecks to Pediatric HIV treatment and care scale up and improve quality of services
    • Contribute to the development and design of CHAI’s pediatric HIV and eMTCT strategy in Zambia and globally, and support the mobilization and management of financial resources to implement that strategy
    • Participate in the proposal development process for follow on funds for the Pediatric HIV programme, including budgeting and drafting of proposal components
    • Maintain communication and relationship with HIV global team and contribute to global program reporting as necessary
    • Manage relationships with MOH’s teams at national and sub-national level specifically those focused on HIV, TB , Labs and Child Health, ensuring the key representatives remain actively aware of and engaged with the program activities
    • Support program activities including the launching of pilot interventions, assessments, implementation, trainings and relevant supervision and coordination visits
    • Actively participate and drive innovation during the ART and Supply Chain Technical Working Group (TWG), and other relevant sub working group meetings
    • Manage an ambitious work plan which requires effective coordination with the relevant Ministries, Non-Governmental Organizations, and across CHAI teams
    • Accelerate the introduction and uptake of optimal ARVs for both pediatric and adult patients
    • Support the country in assessing opportunities for optimization of national treatment guidelines and roll out of new formulations and develop interventions to overcome identified bottlenecks
    • Participation and advocacy in quarterly and annual forecasting & quantification meetings
    • Perform any other duties as assigned by the CHAI Senior Management

    Qualifications

    • Bachelor’s degree in Health Sciences
    • Masters’ degree in public health an added advantage
    • Minimum of 7 years’ work experience in the private sector or NGO with experience working in an HIV/AIDS environment and advantage
    • Minimum 5 years Program Management experience, including leading diverse teams, managing budgets, financial and narrative reporting, engaging in program forecasting processes, and effective work planning
    • Proven ability to operate independently, multi-task, set and achieve ambitious targets with limited guidance
    • Good strategic thinker able to think creatively around long-term program objectives and the detailed steps necessary to achieve these goals
    • Ability to adapt to fast-paced and changing environments
    • Strong analytical (qualitative and quantitative) skills with proposal development experience an advantage
    • Available for domestic and limited international travel
