    Position Overview:

     

    In 2017, CHAI established a new partnership with Gavi, The Vaccines Alliance (Gavi) and the Ministry of Health (MOH) in Lao PDR to support the National Immunization Program (NIP) to fully transition from Gavi funding by 2022. Specifically, CHAI will support the NIP to identify and address key risks to successful transition from Gavi funding, particularly those pertaining to district-level planning and both central and decentralized financial management processes. CHAI’s support to the NIP consists of two key workstreams:

    • Development and implementation of an evaluation process which identifies critical district-level weaknesses in planning, implementation and financial management. This workstream will include designing assessment questionnaire and piloting the process in two provinces.
    • Support the NIP to ensure the comprehensive Multiple Year Plan (cMYP) for Vaccines effectively tackles financial risks posed by declining Gavi funding and to design and implement mechanisms to monitor the execution of the cMYP. Through this workstream, CHAI will support the NIP to identify efficiency gains and effectively deliver esrvices as Gavi funding diminishes.

    All activities will be conducted in close collaboration with NIP and relevant Ministry of Health (MOH) staff in order to build capacity and ensure sustainability and scalability of the activities.

     

    The Senior Associate will lead the execution of CHAI support to the NIP to strengthen district-level strategic planning and financial management, and realize efficiency gains and effectively deliver services as Gavi funding diminishes together with the CHAI and the MOH team. The team seems a dynamic, energetic, self-motivated individual with exceptional people skills and experience working in challenging environments would make for a strong candidate for this role.  Demonstrated application of analytical skills and problem solving in complex environments is essential. 

     

    The Senior Associate will be based in Vientiane, Lao PDR, but will be required to travel within the country up to 25% of the time.

    Responsibilities

    The Senior Associate will partner with Program Manager, Country Director, Program Officer, NIP team, and other stakeholders on the following initiatives:

    • Identify and define CHAI's overall strategy within the program area, develop clear operational plans for execution, and continually identify opportunities for CHAI to add value and maximize impact
    • Execute project strategy, including the development of assessments, training materials, work plans, budgets, and other program materials to support effective execution of the program
    • Develop and cost an activity-based Multi-Year Plan for immunizations
    • Coordinate project-wide outputs related to reporting, compliance and updates
    • Develop strong working relationships with key stakeholders in government, international partners, donors and NGOs, and ensure maximum coordination of resources and effort
    • Collaborate with government to ensure skills transfer and government ownership
    • Undertake any other duties as requested by the Program Manager or Country Director

    Qualifications

    • Bachelor's degree or higher and at least 4 years of professional experience in the private or public sector
    • Excellent problem solving, analytical, and quantitative skills
    • Experience in project planning and execution, including budgeting
    • Strong diplomatic and interpersonal skills, including the ability to build professional and collaborative relationships with a range of stakeholders and drive results
    • Entrepreneurial mindset, including ability to work independently with little guidance, and propose and implement new approaches/initiatives
    • Ability to think strategically, handle ambiguity, and problem solve in a fast-paced, limited-structure, multicultural environment
    • Strong written and oral communication skills in English, including the ability to prepare and present compelling presentations and program planning and memo documents
    • High level of proficiency in Microsoft Office, particularly Excel, PowerPoint and Word
    • Advantage: Excellent written and oral Lao communication skills
