    CHAI provides technical assistance to the Sierra Leone Ministry of Health and Sanitation in two key focus areas: Human Resources for Health (HRH) and Supply Chain (SC). These teams closely collaborate with government to strengthen national health systems and played a vital role in post-Ebola recovery efforts. The HRH team has provided the MOHS with assistance in establishing a national health worker strategy, identifying cost-savings by completing a national payroll verification, increasing the number of salaried health workers, and improving the visibility and quality of the future health worker pipeline. The SC team has provided support with improved forecasting, procurement, and supply planning for the largest national drug and medical commodity supply chain, while also assisting the government with the national procurement unit’s reform process. CHAI Sierra Leone will continue to build upon these accomplishments by expanding into another high priority space – Sexual and Reproductive Health.


    Sierra Leone has the highest maternal mortality ratio in the world, with 1,360 mothers dying for every 100,000 live births. This makes Sierra Leone one of the most dangerous places in the world to be a woman, especially an adolescent woman. Childbearing begins at a young age: 34% of pregnancies occur amongst teenage girls and 28% of adolescents (aged 15-19) have begun childbearing, representing one of the highest teenage pregnancy rates in the world. Almost half (46.8%) of deaths among adolescent girls are related to complications in childbirth and 40% of maternal deaths are related to teenage pregnancy.


    To reduce maternal mortality, CHAI focuses on averting preventable deaths by building the health system’s capabilities to prevent potential complications from becoming life-threatening, to apply proven and simple interventions to ensure survival, and to quickly refer cases to the appropriate health system level for proper treatment. To reduce unintended pregnancies, CHAI aims to increase access to essential reproductive health products and services in partnership with governments by pursuing global and country-focused market-shaping opportunities and in-country engagement around guidelines, registration, tendering, procurement and service delivery. In addition, CHAI aims to strengthen government health systems and build the capabilities of ministries of health to deliver robust, integrated reproductive health programs and to counsel adolescent girls and young women on SRH.


    CHAI entered this space in Sierra Leone in late 2017 with an initial focus on increasing access to long-acting reversible contraceptives (LARCs). The Sierra Leone SRH team will continue to build upon this initiative with a more comprehensive view to target adolescents, post-partum women, and other vulnerable populations with improved access to essential health commodities and services.


    Position Overview

    The Sexual and Reproductive Health (SRH) Program seeks a skilled associate to support the Program Manager with both quantitative analysis and on-the-ground coordination tasks during program start-up. The Supply Chain Associate will be based in Freetown, Sierra Leone and report to the SRH Program Manager. Frequent travel to the districts for data collection and verification is expected.


    The Supply Chain Associate will work with CHAI country and global teams to support the development of the Family Planning Dashboard by:

    • Collating data from the national Health Management Information Systems (HMIS), Logistics Management Information Systems (LMIS), and other relevant sources
    • Developing and presenting a dynamic dashboard tool aimed to improve central and district level decision making for the MoHS and District Health Management Teams (DHMTs)
    • Producing documentation to support the use of the dashboard including, but not limited to dashboard user guides and training materials
    • Institutionalizing the dashboard with appropriate stakeholders by building capabilities and comfort to use the tool and integrating tool’s use into routine government activities


    The Supply Chain Associate will also support the broader work of the Sexual and Reproductive Health team by:

    • Coordinating with the Sierra Leone Supply Chain team, the Global SRH team, and local stakeholders to ensure the successful and timely distribution of family planning and sexual reproductive health related commodities to public health facilities
    • Analyzing consumption and distribution data to strengthen national procurement forecasts and address supply chain bottlenecks to ensure contraceptive security
    • Translating data insights to help stakeholder decision-making around health worker trainings, commodity availability, and advocacy / communication to minimize disruption to long-acting reversible contraceptives



    • Bachelor’s degree in a related field with a minimum of 3 years of experience or Master’s degree in a related field with a minimum of 2 years of work experience in a demanding and fast-paced environment.
    • Ability to handle multiple tasks simultaneously, set priorities, and work well under pressure
    • Self-motivation and comfort working independently with little oversight
    • Excellent analytical (qualitative and quantitative) skills and communication (written and verbal) skills
    • Fluency in English required; Fluency in Krio a plus



    • Experience building and maintaining quantitative models in Excel strongly preferred
    • Experience in family planning, reproductive health, and/or maternal and newborn health
    • Experience developing web-based applications
    • Familiarity working in government or other highly bureaucratic organizations
    • Familiarity with different national health information systems
