    Program Overview

    CHAI has partnered with the Government in Lao PDR since 2014, supporting the MOH across several health programs: Health Systems Strengthening, Malaria Elimination, HIV and TB Access, and Vaccines.


    As part of a five year Health Sector Reform, the Lao PDR Ministry of Health (MOH) is improving the quality of national strategic health information systems (HIS) across health programs and strengthening the supply chain system to improve access and rational use of critical medicines and diagnostics. Through the reforms, the MOH has developed, tested and refined a supply chain strengthening strategy, which includes the national roll-out of an electronic management information system (eLMIS). A key objective of the reform is to ensure the eLMIS is integrated effectively into the national health information system  and that critical health information accessible through these systems are routinely utilized by each health program for planning and targeting resources, improving performance management of programs. CHAI’s Health Systems Strengthening (HSS) team has supported these efforts since 2014.


    Position Overview

    CHAI seeks a self-motivated individual with outstanding quantitative, analytical and communication skills to contribute as a Senior Associate on CHAI’s cross-program Health Systems Strengthening team supporting the Ministry of Health to support scale-up of HIS reforms and to improve the utilization of health information.


    The Senior Associate will play a critical role in helping MOH health programs improve processes and strengthen tools for health information collection, compilation and routine analysis. S/he will be responsible for working with ministry of health and CHAI staff across programs to build capacity of health care workers to manage these processes and drive data-driven decision-making.


    The Senior Associate will be based in Vientiane, Lao PDR, but will be required to travel within the country up to 25% of the time. 


    The Senior Associate will support creating, modifying and maintaining complex and diverse health information software platforms, leading national training sessions in technology solutions, and helping staff to use and to troubleshoot health information systems on an ongoing basis. The Senior Associate will also work closely with technology companies, academic partners, and partners to ensure that government staff members have the tools required to monitor and evaluate progress towards programmatic goals. Specific responsibilities include:


    • Support CHAI teams and government staff to identify data requirements and technological requirements for across MOH public health programs
    • Develop coherent and technology-appropriate specifications for meeting government user requirements
    • Play a translational role in communicating government user requirements and technical specifications to non-technical staff within CHAI management and government programs
    • Liaise with software developers to build application meeting government user requirements
    • Design and develop disease information dashboards as required (including format and content)
    • Develop training materials and support with capacity building of country staff in the use of information technology
    • Help cultivate a culture of data-use within programs by strengthening usage and analysis of data by government programs, as well as the quality of data inputs
    • Any other tasks as requested by the Country Director or Deputy Country Director


    • Bachelor's or Master's degree in relevant field (disease information systems, computer science) with 3+ years of working experience
    • Proven experience in implementing technology-based solutions and communicating technical aspects to non-technical users (excellent written and verbal communication skills)
    • Knowledge of common health information management systems such as DHIS2
    • Familiarity with emerging technologies for web or mobile application development for data collection and reporting (including experience using open source data collection tools) and/or for data visualization and analysis
    • Experience in data management (including managing databases) and data analysis
    • Ability to coordinate and collaborate with multiple partners, and work as a liaison between developers and users of programs
    • High levels of proficiency in Access, Microsoft Word, Excel, PowerPoint
    • Excellent problem-solving skills and analytical capabilities
    • Ability to work independently in unstructured settings and to adapt to new environments and challenges
    • Willingness to travel approximately 25% of the year.
    • Language: SQL, JavaScript, html



    • Any statistical and geospatial analysis experience (R, SAS, STATA, ArcGIS and/or other relevant software)
    • Knowledge of public health areas (infectious disease, health systems strengthening)
    • Experience working and communicating with government officials and multilateral organizations
    • Experience living or working in resource-limited countries
    • Lao or Thai language skills
