In India since 2004, CHAI has worked on various initiatives with the National AIDS Control Organization (NACO) and has served over 350,000 people in the country, including children, mothers and caregivers. Through its vaccines program, CHAI is supporting Ministry of Health & Family Welfare to strengthen the immunization cold chain and supply chain systems in the country, in addition to carrying out focused strategic interventions in MP, UP & Bihar to improve availability and quality of vaccines.


Vaccines Program

Vaccination is widely acknowledged as one of the most cost-effective and focused disease interventions. In addition, the number of new vaccines expected over the next decade has the potential to dramatically reduce the global burden of disease. Vaccines need to be stored in specialized cold chain equipment such as ILRs (Ice Lined Refrigerators) which should maintain a temperature between 2-8 ° Celsius. These vaccines are stored in ILRs at various levels of the supply chain such as the State & Regional Vaccine Store, District Vaccine Store, Community Health Centres and Primary Health Centres. To ensure that vaccines are available today and in the future to every child in the state, it is imperative to have sufficient storage capacity today as well as projected capacity at each of these levels (i.e., sufficient number and volume of cold chain equipment). Although India has made significant progress in the last decade in improving vaccine coverage and introducing new vaccines, many challenges remain.


CHAI operates a vaccines program in India to support the Ministry of Health & Family Welfare on its Universal Immunization program (UIP) in the states of Madhya Pradesh, Uttar Pradesh and Bihar. The program also provides catalytic support to the National Cold Chain & Vaccines Management Resource Centre (NCCVMRC), which is based out of NIHFW on national projects and is the secretariat for Immunization Supply Chain of the UIP. Our focus is on supporting UIP in improving availability, efficacy of vaccines and efficiency of vaccines systems through strengthening Cold Chain Management and Vaccines Delivery & Logistics. This entails working on various work streams such as Cold Chain Expansion, Network Optimization; Equipment Maintenance and Management, Temperature Monitoring, Stock Management and Vaccine distribution processes and Immunization Supply Chain Policy and Implementation.


The Vaccines program is looking for an Associate who can shoulder the dual responsibilities of the working closely with the Program Manager on project strategy and execution and of leading the program's Institutional Strengthening vertical. The role entails working with an entrepreneurial mind-set and self-motivation. A highly qualified, dynamic, energetic person with exceptional people skills and experience of working in challenging environments would make for a strong candidate for this role. Demonstrated application of analytical skills and problem solving in complex environments would be essential. Previous exposure to strategy projects and I or working on outputs for senior leadership, especially with the government, would help bolster the application.


  • Lead the Institutional Strengthening vertical for the Vaccines Programme and grow the relationship and support areas with National Cold Chain & Vaccine Management Resource Centre (NCCVMRC) and NIHFW
  • Serve as the main point persons to NCCVMRC and NIHFW
  • Own the deliverables to NCCVMRC and develop & manage regular activity work plans and ensure that deliverables and milestones are met in a timely fashion
  • Lead collaboration with NCCVMRC on efforts to improve immunization supply chain through data-driven and structured approaches
  • Work closely with the senior leadership at NCCVMRC to proactively develop opportunities to support NCCVMRC on new areas of partnership or research
  • Lead the development of the national project on improving immunization supply chain (NCCVLAP). Accelerate rollout and implementation of NCCVLAP at the national and state level.
  • Design and implement the entire trainings and monitoring and evaluation components of NCCVLAP end to end (including building frameworks, tools, systems, collaterals and delivering sessions I workshops)
  • Act as a medium to integrate CHAl’s vision on immunization cold chain & supply chain in the National Action Plan on immunization
  • Develop, build and implement outputs on critical trainings and assessments and studies for NCCVMRC
  • Lead critical research and analytical projects on research studies on immunization supply chain in collaboration with NCCVMRC
  • Represent NCCVMRC & CHAI at National & State level immunization action groups and bring forth learnings from CHAI’s state level work at these forums
  • Build strong relationships with stakeholders across government and non-governmental organizations including ITSU, state immunization cells and partner organizations
  • Work closely with the Vaccines Program Manager and other vertical leaders to further the scope of the program and bring in news areas where CHAI can deliver value
  • Undertake any other duties as requested by the Program Manager or Country Director
  • Travel to states at short notice could be required as a part of this role


  • Master's degree in business administration, public health, health economics or related field
  • A minimum of 5 years of experience in private or public sector enterprise; including demonstrated success in trainings, research management and monitoring and evaluation programs
  • Excellent knowledge of program implementation, trainings, monitoring and evaluation methods (qualitative and quantitative), including experience of developing trainings and monitoring and evaluation plans, tools, training materials, reports and summary forms
  • Excellent quantitative, problem solving, analytical and statistical analysis skills
  • Exceptional diplomatic and interpersonal skills, and proven track record in building strong professional relationships with a range of stakeholders in a challenging environment
  • Ability to develop new and manage existing relationships with multiple stakeholders
  • Ability to work independently and effectively in high-pressure, fast-paced environment and handle multiple tasks simultaneously whilst mentoring a team to perform consistently
  • Experience structuring and leading evidence based decision making processes
  • Excellent structured oral and written communication ability
