Despite recent advances, Zambia continues to experience high maternal and neonatal mortality rates. As of 2014, the maternal mortality ratio (MMR) was estimated to be 398 per 100,000 live births, and the neonatal mortality rate (NMR) was 24 deaths per 1,000 live births.[1] Zambia has one of the highest total fertility rates (6.2 children per woman) in the world. While nearly half of married women use a modern contraceptive, 21% have an unmet need for Family Planning (FP). Adolescent girls are particularly at risk due to societal factors. 32% of adolescents aged 15-17 and 60% of those aged 18-19 are sexually active in Zambia. Almost one in five adolescent girls aged 15-19 are already married (compared to only one in 100 adolescent boys); and 25% of girls aged 17 and 60% of girls aged 19 have already started child bearing.[2]


Recognizing the need for an innovative and high impact response to reduce the maternal and neonatal mortality rates by 40% over 4 years, Clinton Health Access Initiative (CHAI) plans to roll out a comprehensive Sexual, Reproductive, Maternal and Newborn Health (SRMNH) program, which uses an integrated approach to ensure that women and babies have access to high quality delivery, postpartum and postnatal services, no matter where a delivery occurs, create linkages through the entire system from communities up to tertiary care, and leaves a sustainable system for on-going impact. 


CHAI is seeking a Senior Program Officer, Policy, Management and Coordination. The Senior Program Officer will support the national Ministry of Health to effectively plan, execute, and evaluate the large-scale maternal and new-born health scale-up program. He/she will be expected to work closely with the Ministry of Health, private sector partners, and development partners. He/she is expected to build strong relationships, use strategic and management skills as well as rigorous analysis to develop and execute high-impact programs.


We are seeking a highly motivated individual with outstanding credentials, analytical ability, and communication skills. The candidate must have a thorough understanding of the context-specific landscape and healthcare system. He/she must be able to independently drive the implementation of this program at national level and to build strong relationships with government officials, private and public partners. Additionally, the successful candidates will adhere to the CHAI values of: resourcefulness, entrepreneurialism, flexibility, independence, humility, and work ethic.


The position will report to the Program Manager Health, Systems Strengthening and will be based in Lusaka. Frequent travel in-country will be required. The position is subject to donor approval and funding being available.

Technical support:

  • Work closely with the ministry of health and key stakeholders to coordinate a SRMNH scale-up implementation plan, in line with the RMNCH Road Map of priority interventions
  • Support the Ministry of Health to develop a coordinating forum for RMNCH activities
  • Work with the MOH to develop tracking dashboards and tools to provide a snapshot of progress rates based on identified pre-selected intermediate outcome indicators
  • Use the information generated to support the MOH to review performance and provide feedback to improve services at the facility level
  • Coordinate a detailed partner mapping across SRMNH interventions in the districts to develop :
    • A detailed map of all partner activities in the province by district
    • A detailed gap analysis of existing resources and intervention support in the province
  • Work with the MOH to strengthen planning and scheduling of core province driven activities which include SRMNH weeks and immunization campaigns
  • Develop good working relationships with key partners working on SRMNH in the province
  • Work with CHAI country team, governments, and partners to identify funding for increased investment in SRMNH activities in the districts


Program management:

  • Support development of regular activity work plans and budgets and ensure that deliverables and milestones are met in a timely fashion
  • Support the monitoring of program progress and deliverables against the work plan
  • Prepare regular reports (monthly, quarterly etc.) on SRMNH program implementation in selected districts for submission to the Program Manager, Health Systems Strengthening
  • Assist the SRMNH team in the process of documentation by providing the necessary data needed for the process
  • Maintain close partnership and collaboration with key development partners and support local government offices to mobilize resources from partners for the scale up of SRMNH interventions
  • Any other task as requested


  • Bachelor’s degree in community health or public health or social sciences plus 5 years work experience
  • Experience working on maternal and new-born health
  • Experience in capacity building, and policy design and implementation, in collaboration with the Ministries of Health and stakeholders
  • Demonstrated strong analytical, organizational, leadership, and problem solving skills
  • Exceptional diplomatic and interpersonal skills, and able to build strong professional relationships with a range of stakeholders in a challenging, multi-cultural environment
  • Ability to work independently and effectively in a high-pressure, fast-paced environment and handle multiple tasks simultaneously whilst mentoring a team to perform consistently
  • Demonstrated ability to multi-task, be effective in high-pressure situations and adapt to fast-paced and changing environments with a strong commitment to excellence, both internally and externally, and with limited-structural support
  • Exceptional problem-solving skills and ability to make linkages between interventions/programs
