In India, William J Clinton Foundation (WJCF) has worked on various initiatives with the National AIDS Control Organization (NACO) and has served over 350,000 people in the country, including children, mothers and caregivers since 2004. WJCF today support myriad programs, both at the State and Central levels, across nutrition, child health, immunization, pneumonia/diarrhea, tuberculosis and HIV etc.
We have been providing analytical support to NACO in a number of areas ranging from improvement in the HIV testing and treatment efficiency, capacity and capability across the country. In the recent past, WJCF has also worked with NACO to understand the type and quality of data captured by different systems across the key divisions of NACO. WJCF plans to utilize its experiential learning in order to support NACO in the further refinement of its existing ICT-based M&E (Monitoring & Evaluation) systems.
The National AIDS Control Programme (NACP) is being implemented by National AIDS Control Organisation (NACO), Ministry of Health &Family Welfare, Government of India as central sector scheme through State AIDS Control Societies in the States for prevention and control of HIV/AIDS in the country. So far three phases of NACP have been completed and currently, the NACP IV (ext.) is ongoing.
Programme monitoring under NACP is done through IT enabled M&E systems. Strategic Information Management Software (SIMS) is backbone of the programme monitoring. SIMS is an integrated web-based reporting, data management & decision support system, with monthly reporting from almost all the programme components comprising ICTC, TI, Blood banks, STI/RTI, IEC, laboratories and DAPCU. SIMS is currently hosted on the MeghRaj Cloud of GoI. The reporting is mostly 80% or more across the components.
Besides SIMS, there are individual IT applications supporting beneficiary tracking for efficient service uptake. TI database management tool is an offline desktop application to enable individual tracking facilitating. PLHIV ART Linkage System (PALS) is a web–based application which intends to capture details of HIV+ people from ICTC centers and enable follow up of clients for related services. Inventory Management System (IMS) is an IT application to strengthen the ART linkage, uptake and retention of HIV position people on real time basis. Early Infant Diagnosis (EID) is another IT enabled tool to do the real-time tracking of laboratory aspects of babies born to HIV +ve mother.
The IT Consultant – Inventory Management Software and Early Infant Diagnosis Data Management, working as an independent contractor, will support NACO’s M&E team for maintenance of existing IT systems till the new patient centric IT enabled integrated M&E system with embedded supply-chain management information management is developed, rolled out and stabilized. We are seeking a highly motivated individual with outstanding credentials.
