    Program Background:

     

    The CHAI Uganda HIV program aims to support the Ministry of Health to strengthen management systems, including strategic planning and execution, increase access to optimal medicines and technologies, facilitate the development and scale up of resilient health service delivery models and information systems as well as identify sustainable financing mechanisms for the HIV/AIDS response in the country.

     

    Purpose of the position:

     

    Under supervision of the Program Manager- Care and Treatment, the Senior Associate- Strategic Information/M&E will be a critical contributor to the team’s initiatives. S/he will provide analytical support to the Ministry of Health STD/AIDS Control Program Strategic Information Unit as well as the Implementation studies conducted by the CHAI-Uganda HIV Care and Treatment program that will culminate in evidence-based programming. To this end, the Senior Associate-Strategic Information/M&E will be required to develop strategic relationships with the Ministry of Health, implementing partners and various teams within CHAI Uganda.

     

    We are seeking a highly motivated individual with analytical ability, and communication skills. The Senior Associate-Strategic Information/M&E must be able to function independently and flexibly and have a strong commitment to excellence.     Responsibilities

    • Design data management tools, systems, dashboards, analytics frameworks and innovations to ensure harmonized data collection, validation, analysis and archiving for monitoring and evaluation of program performance
    • Synthesize program performance data/information and promote its use in decision making for program service delivery and resource allocation through leading analyses, discussions and other measures
    • Lead the monitoring and evaluation of implementation activities through reviewing work plans, reports, organizing and participating in field visits, initiating data reviews and contributing to external program evaluations
    • Contribute to public health research study design and execution, including the design of sampling methodologies, determination of study sample sizes, collection of management and analysis of study data
    • Provide oversight for capacity building of enumerators contracted to conduct data collection exercises

    Competences:

    • Guides subset of program development across related project areas
    • Advises on effectiveness of program, systems or procedures
    • Recommends initiatives and priorities within a defined program area
    • Flexible in achieving work objectives as necessary
    • Able to work independently with minimal oversight
    • Coordinates and establishes credibility with internal and department head level external stakeholders

    Qualifications

    • Bachelor’s degree in public health/epidemiology or a related technical field, plus at least 3 years’ work experience. An advanced qualification in public health/epidemiology is an added advantage
    • Advanced proficiency in computer packages such as MS Excel, Word, and PowerPoint as well as statistical packages such as STATA, SA, Epinfo, etc.
    • Excellent analytical (qualitative and quantitative) and communication (written and verbal) skills
    • Practical project management experience
