Founded in 2002, by President William J. Clinton and Ira C. Magaziner, the Clinton Health Access Initiative, Inc. ("CHAI") is a global health organization committed to saving lives, reducing the burden of disease and strengthening integrated health systems in the developing world.


The Clinton Health Access Initiative - South Africa (CHAI- SA) seeks a full-time Senior Program Manager (SPM) to lead a range of programmes. The SPM will be responsible for working with the national and provincial Departments of Health in the Government of South Africa; national and international stakeholders to develop and implement a range of programmes supporting Drug Access, Laboratory Access, Malaria Elimination and PrEP. Dynamic individuals with strong project management experience, leadership ability and proven problem solving skills are sought for this role. This position will be based in Pretoria and will directly report to the Deputy Country Director and work on specific projects with the Country Director.


Project/Program Management:

  • Support specific projects for CHAI programme activities in support of NDoH directed priorities through the provision of strategic guidance and technical assistance;
  • Develop, support strategy and implement management systems and structures to ensure optimal, high-impact program outcomes;
  • Monitor progress for key CHAI programmes to ensure the achievement of those programme goals, targets, and objectives;
  • Work with government partners and programme managers to set programme direction and goals, defining targets and measuring program performance
  • Ensure transparency of results for CHAI's programs, including financial and operational performance, based on an effective monitoring and evaluation system, and ensure timely reporting of results to partners and donors;
  • Along with CHAI Country Leadership and the operations team, manage operational and administrative aspects of the country programs like budgeting, HR, recruitment, etc.;
  • Produce high-quality reports for donors, ensuring the appropriate data are collected during project periods to support adequate reporting;
  • Take leading role for fundraising for these programs;
  • Scout and catalyze new health access opportunities for the government of South Africa;
  • Any other task as requested by the CHAI Country Leadership.


  • A Bachelor's Honours degree in business administration, public health, international policy, economics, or a related subject and a minimum of four years progressively responsible experience in the public or private sector OR A Bachelor's degree in business administration, public health, international policy, economics or a related subject and a minimum of six years progressively responsible experience in public or private sector;


Skills & Competencies required

  • Proven program management skills, based on several years of experience in strategic, operational, and financial management of complex, multi-stakeholder programs/projects;
  • Exceptional diplomatic and interpersonal skills, and an ability to communicate effectively and build durable relationships with people of varied professional and cultural backgrounds;
  • Ability to work independently and effectively in high-pressure, fast-paced environment and handle multiple tasks simultaneously whilst mentoring a team to perform consistently;
  • Ability to navigate complex government processes and favourably influence decision-making in a professional and collaborative manner;
  • Ability to be effective in high-pressure situations, handle multiple tasks simultaneously, and set priorities.
  • Previous engagement with public sector in the design and delivery of efficient systems and services;
  • Strong project/ program finance management skills (expenditure tracking, forecasting, budgeting)
  • Proven experience in managing a project with multiple stakeholders, both local and international, and shifting priorities;
  • Strong knowledge of access issues for drugs, diagnostics and service delivery is a preferred qualification but not essential, including the funding landscape for these;
  • Work experience in sub-Saharan Africa especially Southern Africa;


Requisite Experience:

  • Proven track record in effective project management and ability to generate results;
  • Prior management experience is required particularly proven experience in managing a diverse team;
  • Proven experience in inspiring team work and achieving results through a team;
  • Leadership, problem-solving, and interpersonal capabilities;
  • Excellent written and oral communication skills;
  • Proven track record of producing successful, high-impact funding proposals and reports;
  • Demonstrated ability to work with Government officials;
  • Ability to handle multiple tasks simultaneously and set priorities;
  • Ability to work collaboratively and creatively with stakeholders to achieve change;
