Founded in 2002, by President William J. Clinton and Ira C. Magaziner, the Clinton Health Access Initiative, Inc. (“CHAI”) is a global health organization committed to saving lives, reducing the burden of disease and strengthening integrated health systems in the developing world.


Project Background: 

As of 2015 there were approximately 83,000 PWIDs in Myanmar.  Although, most HIV positive PWIDs are located in rural areas than in urban areas, only an estimated 27% of PWIDs nationally received an HIV test. CHAI’s work in Kachin, from 2014-2016, decentralized ART services to the township level through close partnership with community based organizations and Drop-In-Centers and resulted in Kachin State becoming the second largest provider of ART nationwide.  However, a holistic healing of positive PWIDs is vital to their continued health and integration back into their communities. 


In partnership with the National AIDS Program (NAP) and the National Drug Abuse Control Program (NDACP), CHAI will support this vulnerable population through the following activities: 1) dual training in methadone replacement/OST and ART to allow ART providers to better treat drugs adjustment and meet drug addiction recovery needs ; 2) establish satellite clinics with integrated ART and OST services to cater toward patients across the continuum of readiness to quit drugs, and 3) scale to neighboring Sagaing replicating CHAI’s health systems approach to decentralize ART in Kachin.


CHAI is currently seeking a highly motivated and flexible individual to serve as Admin/Finance Assistant for our small office in Kachin.  Candidates must have relevant experience managing finances, admin, and logistics along with excellent planning, writing, analytical, communication and cultural sensitivity skills.  The candidate must have a passion for results and a commitment to excellence.


Position Overview

The Admin/Finance Assistant will focus on carrying out transferring and reconciliation of advance money to CHAI staff and Government officials from the Ministry of Health for CHAI Myanmar’s project in Kachin, assisting the team with administrative functions in logistical, clerical and financial requirements and providing timely financial reporting to the Project Officer and Project Manager for review and revision.  This position will report to the Sr. Finance & Admin Coordinator  in Yangon.


  • Administration
    • Overall management of office premises (including safety & security, repair and maintenance)
    • Maintaining a systematic filing system, using Box to backup all relevant files
  • Finance and Account Keeping
    • Following donor regulations and reporting requirements for the project in Kachin
    • Making regular payments (such as monthly salaries, medical claims, house-rent, utility charges for water, electricity, etc.) and periodical payments as and when required after obtaining approval by the Country Director/Deputy Country Director.
    • Ensuring the processes outlined in the Finance Manual are applied consistently and completely
    • Ensuring that all the payments are made based on submission of proper receipt or voucher.
    • Carrying out monthly cash counts with the Project Manager and ensuring the cash balance reconciles with the cash book.
    • Providing estimates of estimated cash requirements to Sr. Finance/Admin Coordinator (Yangon) one month in advance
    • Maintaining all relevant records of cash advances and receipts in a safe that is kept out of sight of outsiders.
    • Monitoring the bank account and ensuring the account balances at all times
    • Replenishing cash monthly depending on the flow of expenses during the month.
    • Following up with the Government Officials and assisting them for liquidation of advance money
    • Ensuring that sufficient cash availability at all time in case of urgent office expenses to be made
    • Preparing the financial report on time and submitting to the project manager and finance officer (Yangon) for review.
  • General
    • Work within the framework of CHAI’s core values, promoting its ethos and mission statement
    • Work towards achieving program and/or department business plan objectives
    • Ensure familiarity with and adhere to all CHAI policies and procedures and keep informed of CHAI activities
    • Travel to program areas, as and when required; position will be based in Myitkyina with estimated 25% travel to Sagaing
    • Work as part of a team and liaise with other departments to ensure effective communication across the organization
    • Undertake any other duties appropriate to the post as may be required

  • Bachelor’s degree in Economics or equivalent diploma with years of experience. Being the Chartered Certified Accountants is an advantage.
  • 2+ years’ experience in finance, preferably with an INGO
  • Fluency in English and Burmese, both written and oral
  • Excellent understanding of MS Office with high proficiency in Excel, Powerpoint, and Word
  • Ability to manage numerous work streams simultaneously
  • Ability to prioritize work requirements and meet deadlines
  • Efficiency in negotiating and achieving consensus
  • Exceptional problem solving skills and quantitative and qualitative analytical capabilities
  • Strong interpersonal and communication skills (written and oral) and ability to build and nurture relationships in a challenging multicultural environment



  • Advanced degree in economics, business, or equivalent area or certification as a Chartered Certified Accountant
  • Previous CHAI experience
  • Previous experience working for an INGO
  • Experience living and working in Southeast Asia
  • Experience working with Asian governments and institutions
