Overview

Founded in 2002, by President William J. Clinton and Ira C. Magaziner, the Clinton Health Access Initiative, Inc. (“CHAI”) is a global health organization committed to saving lives, reducing the burden of disease and strengthening integrated health systems in the developing world.

 

CHAI’s global malaria program provides direct technical and operational support to countries around the globe to strengthen their malaria programs and reduce the burden of this preventable, treatable disease. We support governments to scale up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of malaria-related illnesses and deaths worldwide in the short-term and accelerating progress towards malaria elimination in the long term.

 

Overview of role

CHAI is seeking a highly motivated individual to work as Regional Malaria Finance Associate to help ensure that malaria programs in Central America and Hispaniola have the resources they need to achieve historic regional malaria elimination by 2020. In particular, the Associate will help countries in the region prepare for a new and pressing funding opportunity: a potential grant and loan package currently being designed by the Inter-American Development Bank, The Bill and Melinda Gates Foundation, and CHAI. This preparatory work will entail engaging governments and relevant partners to design strategic plans and detailed costing models for achieving 2020 elimination targets.  Identified work locations include Belize, El Salvador, Dominican Republic, and Panama, with the possibility of additional travel to Nicaragua, Haiti, Honduras, Costa Rica, and Guatemala.

 

The candidate must be able to work independently to drive results and have deep personal commitment to producing results. A successful candidate will be highly motivated and hard working with exceptional quantitative, problem-solving, leadership and communication skills. This position will report to the Malaria Finance Manager for Central America.

Responsibilities

  • Support governments across Central America and Hispaniola to prepare national strategic plans, microplans, costings, and prioritizations to be used as a basis for their 2020 national elimination efforts and a potential grant and loan package from the Inter-American Development Bank and The Bill and Melinda Gates Foundation.
  • Work with national malaria staff and CHAI country teams in both regions to optimize and cost national malaria programs by building Excel-based costing and budget models
  • Conduct costing and financial analyses and support the development of funding proposals
  • Identify key impediments to programmatic goals and help devise targeted solutions to address them
  • Build strong relationships with stakeholders across government, non-governmental organizations and the private sector
  • Draft presentations and reports for internal and external stakeholders
  • Facilitate workshops between government officials and partner organization in the region to ensure coordination
  • Identify opportunities for the development of Public-Private-Partnerships and innovative financing
  • Provide program and budget updates for donor reporting and best practice sharing
  • This role requires travel to remote regions with limited infrastructure and medical care
  • Other responsibilities as needed

Qualifications

  • Fluent in English and Spanish
  • Bachelor's degree minimum with 2 years of professional experience in a relevant field
  • Experience in management consulting, banking, health care, public sector, entrepreneurship, international development, and/or other relevant field
  • Exceptional communication, interpersonal, quantitative, and problem-solving
  • Ability to work well independently and develop strong relationships
  • Ability to be effective, calm, and flexible in high-pressure situations, to handle multiple tasks simultaneously and to effectively prioritize
  • Ability to communicate effectively with people of varied professional and cultural backgrounds
  • Proven ability to function in a fast-paced work environment
  • Demonstrated ability to work with a sense of urgency and timeliness
  • Advanced proficiency with Microsoft Office Suite (Word, Excel, PowerPoint)
  • Experience working and communicating with government officials and multilateral organizations
  • Experience working remotely with a decentralized team
  • Ability to travel up to 50% of the time on average, with intermittent periods of up to 80% travel to potential work locations, including: Belize, El Salvador, Dominican Republic, Panama, Nicaragua, Haiti, Honduras and Guatemala.
