Programme Overview:

Presbyopia is an age-related condition characterized by the gradual loss of the ability to see objects clearly up close that affects over one billion people globally. It is estimated that approximately 150 million live with uncorrected presbyopia in India.  When unaddressed, presbyopia severely impacts daily life and job performance, particularly in occupations requiring clear near vision. Unaddressed presbyopia is estimated to adversely impact India's GDP by $14 billion annually.   Presbyopia can be corrected with near vision glasses (also known as reading glasses) which has shown to increase income by 28% and productivity by 30%.

The National Program for Control of Blindness and Vision Impairment (NPCBVI), launched by the Government of India in 1976, has evolved to address not only blindness from cataracts but also the burden of refractive errors. NPCBVI mandates for effective screening and management of presbyopia as part of its refractive-error interventions with the larger aim to enhance the quality of life for older adults and contribute to national goals of equitable eye-care access. In line with these priorities, the William J. Clinton Foundation (WJCF) is planning to implement a project across 8 districts of Chhattisgarh to improve access to presbyopia care through a decentralized model.

Project Background:

The William J. Clinton Foundation (WJCF) aims to strengthen the public health system’s readiness and capacity to expand access to presbyopia care by integrating eye screening and on-site dispensation of near vision glasses within primary healthcare settings. To advance this objective, WJCF is planning to implement decentralized presbyopia care across 8 districts of Chhattisgarh. The project will focus on generating operational learnings, implementation insights, and evidence-based approaches that can inform scalable models for state-wide adoption. As part of the initiative, WJCF will support the capacity building of healthcare workers—including primary-level staff and frontline health workers—on presbyopia identification, screening protocols, counselling, and referral pathways, thereby strengthening the delivery of comprehensive eye-care services at the primary-care level. These efforts will be complemented by community engagement and awareness activities designed to improve understanding of presbyopia, encourage timely care-seeking, and enhance the uptake of near-vision correction and comprehensive eye care.

Position Summary:

WJCF is looking to hire a Manager to lead the Presbyopia Program across multiple states. Currently, WJCF is supporting the Governments of Madhya Pradesh and Chhattisgarh in implementing decentralized presbyopia care through the public health system, with plans to expand to additional states. The Manager will be responsible for overall programme oversight across all geographies, steering donor relationships, and ensuring quality and consistency of implementation. The position is based in Bhopal or Raipur and will require regular travel to programme states. We are seeking a highly motivated, entrepreneurial individual with outstanding leadership, people management, donor engagement, and communication skills. The candidate must be able to operate with a high degree of independence, navigate complex government and donor relationships, and maintain a strong commitment to excellence. • Lead overall programme planning, oversight, and implementation across all geographies, ensuring alignment with programme strategy, donor requirements, and government priorities.
• Build and manage relationships with senior government stakeholders at state and national levels across programme geographies.
• Lead development of strategies for programme expansion to additional states; assess new geographies, develop proposals, and manage the onboarding of new programme sites.
• Provide leadership, mentorship, and capacity-building support to state-level programme teams across all geographies.
• Steer donor relationships and partnerships, including regular communication, reporting, and strategic engagement with existing and prospective donors; lead development of concept notes and funding proposals for programme expansion.
• Conduct periodic cross-state programme reviews; identify implementation gaps and recommend strategic or operational adjustments; consolidate learnings across geographies to drive continuous improvement.
• Provide guidance on development of training materials, eye-screening protocols, referral mechanisms, and supply chain management tools; ensure standardisation of approaches across all programme states.
• Lead preparation of consolidated programme progress reports, donor updates, and policy briefs for government, donors, and other stakeholders across all geographies.
• Undertake regular travel to programme states in India, and to national and international destinations as required.
• Perform other responsibilities as assigned by programme leadership.

• Master’s degree in public health, management, public policy, or a related field with 8+ years of relevant work experience; or Bachelor’s degree with minimum 10 years of experience in programme management, public health, or development sector roles.
• Prior experience in management consulting, development sector consulting, or public health consulting is a strong advantage.
• Proven track record of managing multi-state or multi-geography programmes, preferably in the public health or development sector.
• Demonstrated experience in donor relationship management, including reporting, proposal development, and strategic engagement with bilateral, philanthropic, or CSR donors.
• Strong interpersonal skills and ability to build and sustain relationships with senior government officials, donors, and programme partners in a complex, multi-stakeholder environment.
• Exceptional analytical (qualitative and quantitative) and communication (written and verbal) skills; high level of proficiency in Microsoft Excel, PowerPoint, and Word.
• Ability to think and operate strategically across multiple geographies simultaneously, handle ambiguity, and solve complex problems in a fast-paced environment.
• Strong people management skills with experience leading and developing multi-level teams across dispersed locations.
• Fluency in English and Hindi, both written and verbal, is required.
