The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

 

CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Position Overview

 

CHAI is seeking a Finance Manager for its program in Benin. The position is based in Cotonou and reports to the Benin country director. The Finance Manager will help maintain robust financial, administrative, and human resource policies and systems, ensuring they are aligned with CHAI global policies and the laws of Benin.

Responsibilities

The Finance Manager will ensure the provision of professional accounting and comprehensive financial management, control, and reporting to a wide range of senior stakeholders, in line with CHAI policies, donor requirements, and country regulations. Specific responsibilities include:

  • Financial management and compliance: Oversee day-to-day financial operations, including processing payments, managing petty cash, and ensuring all transactions adhere to CHAI's global policies, the CHAI Benin Finance Manual, local regulations, and donor requirements. Provide accurate insight into current and future cash flow requirements across the portfolio to minimize disruption to program activities. Review the Finance Operations Manual and conduct training so that budget holders understand their responsibilities, responding rapidly to any training needs. Conduct financial risk management.
  • Budgeting and reporting: Lead the development of annual office budgets and donor-specific program budgets. Monitor financial performance against budgets, analyse variances, and prepare monthly reports for managers (sharing Grant Tracker details and keeping the document updated) and quarterly financial reports for senior management. On demand, provide financial analyses and presentations to support decision-making.
  • Accounting and treasury: Maintain accurate, timely financial records in accounting systems such as QuickBooks. Manage bank transactions, reconciliations, and payroll, including taxes and benefits. Ensure the accuracy and timely submission of consolidated monthly financial reports. Maintain a feedback loop on the Grant Tracker with program managers so that required updates in prelims are accurately reflected in monthly finals. For treasury management, proactively manage foreign exchange needs and report on gains and losses.
  • Grant management: Support program teams in developing proposal budgets and ensuring the accurate, timely submission of financial reports and invoices to donors.
  • Audit and internal control: Maintain internal controls in line with CHAI policies and the country context. Provide the inputs and coordination required for internal and external audits. Ensure the timely filing of the statutory audit report in-country.
  • Stakeholder management: Coordinate cross-functional reporting obligations across program managers, the in-country senior leadership team, CHAI Global, and donors within tight deadlines, maintaining a high standard of professionalism and effective relationships with CHAI's senior stakeholders.
  • Strategic leadership: Develop processes and systems for continuous improvement in the timeliness and accuracy of financial reporting. Proactively communicate insights to senior leadership on financial forecasting and office needs, and take initiative on cost-avoidance and cost-saving measures in partnership with senior leadership.
  • People management: Manage and support the professional development of finance department staff.

Qualifications

  • At least 10 years of relevant finance experience, including at least two years managing a finance team.
  • A bachelor's degree in accounting or business administration.
  • A professional accounting qualification — such as a Certified Public Accountant (CPA) credential, a master's degree, or a postgraduate diploma in finance management — or the equivalent in the Francophone context.

Technical skills

  • Strong understanding of accounting principles, financial controls, and reconciliations.
  • High proficiency with accounting and financial management software, including QuickBooks and Microsoft Excel.
  • A solid understanding of generally accepted accounting principles (GAAP).
  • Openness to learning generative artificial intelligence and other technologies to streamline the finance function.

Competencies

  • Financial planning and budgeting, financial accounting, financial reporting, and financial controls.
  • Grants management, treasury management, financial risk management, and financial compliance.
  • Demonstrated experience with donor financial management and reporting requirements.
  • People management, including mentorship and development of finance department staff.
