The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. Program Overview
CHAI Burkina Faso's Oxygen program will enter full-scale implementation starting in 2026, supporting the Ministry of Health's efforts to strengthen access to paediatric and neonatal oxygen therapy across the country. Over four years, and in close collaboration with the Ministry, CHAI will support the equipping of 35 CMAs (Ministry-run health facilities) with appropriate oxygen therapy systems, support the training of clinical and biomedical teams, and help establish, alongside the Ministry, a sustainable maintenance and oversight system designed for eventual full Ministry ownership. The program's total budget covers personnel, supplies, travel, evaluation, and other direct costs. The Program Manager is the cornerstone of this program's management. He or she coordinates all implementation activities in partnership with the Ministry of Health, liaises with the donor and institutional partners (in English and French), supervises the program team, and ensures the quality of data and deliverables as well as compliance with contractual commitments — constantly working to reinforce, rather than substitute for, Ministry systems and leadership.
Role Overview
Under the supervision of the Associate Director, the Program Manager assumes operational and strategic responsibility for the Oxygen program as a whole, working in close and continuous partnership with the Ministry of Health at national and regional levels. This role involves team management (supervising the Senior Epidemiologist and the Biotechnical Engineer), program management (planning, budgeting, reporting, M&E) conducted in coordination with relevant Ministry directorates, and serving as an external liaison (Ministry of Health, GiveWell, technical partners). This is a senior position requiring a high degree of autonomy, excellent communication skills in English, diplomatic skill in managing a government-partnership model, and a proven ability to navigate changing, complex, and high-pressure environments.

Special Requirements
Le programme « Oxygène » de CHAI Burkina Faso entrera en phase de mise en œuvre à grande échelle à partir de 2026, afin de soutenir les efforts du ministère de la Santé visant à renforcer l’accès à l’oxygénothérapie pédiatrique et néonatale dans tout le pays. Sur une période de quatre ans, et en étroite collaboration avec le ministère, CHAI contribuera à équiper 35 CMA (établissements de santé gérés par le ministère) de systèmes d’oxygénothérapie adaptés, soutiendra la formation des équipes cliniques et biomédicales, et aidera à mettre en place, aux côtés du ministère, un système durable de maintenance et de supervision conçu pour que le ministère en assure à terme la pleine prise en charge. Le budget total du programme couvre les frais de personnel, les fournitures, les déplacements, l’évaluation et d’autres coûts directs. Le responsable de programme est la pierre angulaire de la gestion de ce programme. Il ou elle coordonne toutes les activités de mise en œuvre en partenariat avec le ministère de la Santé, assure la liaison avec le bailleur de fonds et les partenaires institutionnels (en anglais et en français), supervise l’équipe du programme et veille à la qualité des données et des livrables ainsi qu’au respect des engagements contractuels — en s’efforçant toujours de renforcer, plutôt que de se substituer, aux systèmes et au leadership du ministère.
Sous la supervision du directeur adjoint, le responsable de programme assume la responsabilité opérationnelle et stratégique de l’ensemble du programme « Oxygène », en travaillant en partenariat étroit et continu avec le ministère de la Santé aux niveaux national et régional. Ce poste implique la gestion d’une équipe (supervision de l’épidémiologiste senior et de l’ingénieur biotechnique), la gestion du programme (planification, budgétisation, rapports, suivi et évaluation) menée en coordination avec les directions concernées du ministère, ainsi que le rôle d’interlocuteur externe (ministère de la Santé, GiveWell, partenaires techniques). Il s’agit d’un poste à responsabilité nécessitant un haut degré d’autonomie, d’excellentes compétences en communication en anglais, un sens de la diplomatie pour gérer un modèle de partenariat avec les pouvoirs publics, ainsi qu’une capacité avérée à évoluer dans des environnements changeants, complexes et soumis à une forte pression.
Toutes les phases ci-dessous sont mises en œuvre avec le soutien et en coordination avec le ministère de la Santé, qui conserve la maîtrise des installations, des systèmes et du personnel de santé concernés.
