Program Overview:

The World Health Organization estimated that 10.8 million people fell ill with tuberculosis (TB) in 2023 and ~1.25 million died from it. India accounted for the most people suffering from the disease, with 26% of the cases and 26% of mortality. The National TB Elimination Program (NTEP), headed by the Central TB Division (CTD), MoHFW, is an expansive public health program with the ambitious goal of eliminating TB in line with the mandate of the Sustainable Development Goals.

WJCF has been supporting the CTD and state health departments of more than 15 states in the mission to eliminate TB. WJCF’s TB program has been operational since 2012, and its interventions address several program areas, including preventive therapies, case detection, access to diagnostics, engagement of the private sector, and more. It also lends technical support to Governments across a range of themes- strategic planning, data analytics, monitoring and evaluation, patient management and delivery of services.

Project Background:

The Central TB Division (CTD) has an ambitious TB Elimination goal and is scaling up case finding and adoption of testing for all presumptive TB cases. WJCF aims to support CTD’s efforts by augmenting their efforts in active case finding, designing optimal strategies for case finding efforts, and assessing the use of Open RT PCR technology and novel diagnostic products in India’s public and private health delivery systems.

Position Summary:

WJCF is looking for a highly motivated individual with outstanding credentials for the role of State Lead (SL) leading the program in Maharashtra. Successful candidate will have excellent problem solving, communications, Government stakeholder management and project management skills. Candidate should be able to function independently and flexibly, be self-motivated, and can thrive in challenging environments. They must be able to take programmatic decisions and have a strong commitment to excellence. The SL will report to the Manager – TB and will work closely with government stakeholders at the state level while leading and managing the execution of the Active Case Finding program.

Overall, SL would be expected to support in - planning, Implementing, analyzing, coordinating, reviewing and documentation of various interventions that have been undertaken under the project.

• In close coordination with the central program team in Delhi, lead end-to-end implementation of the Active Case Finding program in Maharashtra, ensuring achievement of program objectives, milestones, and quality standards.
• Build and manage strong working relationships with state and district government counterparts - including MD-NHM, STO, STDC, CMHO, DTO, and other relevant officials - ensuring effective coordination and alignment between program activities and state TB program priorities.
• Develop the state-specific implementation and supportive supervision plan, in coordination with the central team and field implementation staff, and drive execution against the plan.
• Oversee on-ground rollout of program interventions including AI-enabled chest X-ray screening, molecular diagnostics, and associated diagnostic cascades, ensuring fidelity to program design, NTEP guidelines, and operational SOPs.
• Contribute to program design and refinement by surfacing field-level insights, implementation learnings, and contextual factors from the state; work closely with the central team to adapt strategies, workflows, and SOPs.
• Lead timely hiring, onboarding, and supervision of state-level field implementation staff, including district supervisors and field teams; guide and support them in addressing day-to-day implementation challenges.
• Identify training needs and plan, design, and conduct training programs, workshops, and review meetings for field staff and government counterparts, in coordination with the central team.
• Track program progress against targets on a regular basis; review district-wise performance, identify gaps, and work with field teams and partner organizations to course-correct.
• Regularly analyze data captured in the program MIS, generate summaries of findings and recommendations, ensure data quality, and work with field teams to close gaps.
• Contribute to the synthesis and dissemination of key results, programmatic learnings, and evidence from the state; support development of state-level reports, presentations, and knowledge products for government and donor audiences.
• Represent WJCF and the program at state-level forums, reviews, and meetings with government, partners, and other stakeholders.
• Advocate with state and district officials on program results and learnings, supporting decisions on adoption, scale-up, and integration with the state TB program.
• Undertake other responsibilities as the program evolves.

• Master's or Bachelor's degree in Public Health, Management, Social Sciences, or a related field.
• Minimum of 10 years of professional experience in designing, leading, and implementing public health or development programs.
• Demonstrated experience managing complex, multi-stakeholder operations on the ground, ideally within the TB program or another large public health program.
• Experience working with State Ministries and health departments, including liaising and negotiating with senior government officials.
• Experience designing and implementing new operational initiatives from project initiation through to closure.
• Experience managing field teams and building capacity across project stakeholders.
• Strong analytical, organizational, and interpersonal skills, with the ability to work independently under time pressure and meet deadlines.
• Excellent written and spoken command of English and the local language(s) of the Bihar.
• Willingness to travel extensively within Maharashtra and across program geographies.
• Prior experience working within the TB program or other infectious disease programs preferred
• Comfort using AI tools (e.g., ChatGPT, Claude) for research, drafting, and analytical workflows
